【摘要】：全球化的今天,越來(lái)越多的企業(yè)在把采購(gòu)活動(dòng)等非核心的企業(yè)職能外包,由此便于全球范圍內(nèi)采購(gòu)合適的產(chǎn)品。藥品作為一種特殊商品,每個(gè)國(guó)家對(duì)藥品經(jīng)營(yíng)流通都有嚴(yán)格的管理規(guī)范,這使藥品比一般商品的全球采購(gòu)更加復(fù)雜。 目前的采購(gòu)管理研究領(lǐng)域中,從制造商和經(jīng)銷商的角度研究全球采購(gòu)比較廣泛和深入,但從專業(yè)采購(gòu)服務(wù)商的角度的研究還待深入。藥品全球采購(gòu)在本文中指臨床試驗(yàn)用藥、科學(xué)分析研究用藥和個(gè)別患者治療用藥的全球采購(gòu)。這種情況下,藥品全球采購(gòu)服務(wù)的工商管理研究在國(guó)內(nèi)非常少見(jiàn),因此有必要對(duì)這一領(lǐng)域進(jìn)行研究。 本文簡(jiǎn)單介紹了藥品采購(gòu)概念,進(jìn)口藥品的進(jìn)口規(guī)范,以及以臨床試驗(yàn)用藥為主的全球采購(gòu)。本文以一家專業(yè)的臨床試驗(yàn)藥品全球采購(gòu)服務(wù)商為研究對(duì)象,具體用全球采購(gòu)理論和項(xiàng)目采購(gòu)理論分析了其采購(gòu)實(shí)踐,得出全球采購(gòu)網(wǎng)絡(luò)和能力是其核心競(jìng)爭(zhēng)力；項(xiàng)目采購(gòu)是采購(gòu)服務(wù)活動(dòng)的主要方法。分析了這家企業(yè)現(xiàn)狀,指出存在采購(gòu)主體的角色定位不平衡和藥品運(yùn)輸和貯存服務(wù)質(zhì)量不高等問(wèn)題。借助供應(yīng)鏈管理理論和核心競(jìng)爭(zhēng)力理論研究得出：戰(zhàn)略合作伙伴關(guān)系為基礎(chǔ)的國(guó)際區(qū)域采購(gòu)是主導(dǎo),當(dāng)?shù)厮幤凡少?gòu)資質(zhì)更好服務(wù)于全球采購(gòu)的本地化需求為輔助的市場(chǎng)定位；將非核心的藥品運(yùn)輸和貯存工作外包和優(yōu)秀外包商的特點(diǎn)；專業(yè)人才應(yīng)具有的素質(zhì)。望本文的研究能為專業(yè)采購(gòu)服務(wù)商尤其是藥品采購(gòu)服務(wù)商提供借鑒意義。
[Abstract]:With globalization, more and more enterprises outsource non-core business functions, such as procurement activities, thus facilitating the global procurement of suitable products. As a special commodity, every country has strict regulations on drug trade and circulation, which makes the global procurement of drugs more complicated than that of general commodities. At present, in the field of procurement management, the research on global procurement from the perspective of manufacturers and dealers is more extensive and in-depth, but the research from the perspective of professional procurement service providers still needs to be further studied. In this paper, we refer to the global procurement of clinical trial drugs, scientific research drugs and individual patients' treatment drugs. In this case, research on the business administration of pharmaceutical global procurement services is very rare in China, so it is necessary to study this field. This paper briefly introduces the concept of drug procurement, the import regulation of imported drugs, and the global procurement based on clinical trial drugs. This paper takes a professional global procurement service provider of clinical trial drugs as the research object, analyzes its procurement practice with global procurement theory and project procurement theory, and concludes that the global procurement network and capability are its core competitiveness. Project procurement is the main method of purchasing service activities. This paper analyzes the present situation of this enterprise and points out that there are some problems such as the imbalance of the role orientation of the purchasing body and the low quality of drug transportation and storage service. Through the research of supply chain management theory and core competence theory, it is concluded that the international regional procurement based on strategic partnership is the dominant one, and the local drug purchasing qualification is better to serve the localization demand of global procurement. The characteristics of outsourcing and excellent outsourcing of non-core drug transportation and storage; the quality of professionals. Hope that this study can provide reference for professional procurement service providers, especially drug procurement service providers.
