【摘要】：在采購(gòu)這方面，無論是從國(guó)內(nèi)還是從國(guó)外的角度來看，集中采購(gòu)都將是其發(fā)展的未來趨勢(shì)。如果采購(gòu)權(quán)限多級(jí)分散，則無法對(duì)其核心資源進(jìn)行效率效益的最大化配置。反過來，可以采取構(gòu)建集中化的采購(gòu)體系來將整個(gè)企業(yè)所有的采購(gòu)需求進(jìn)行統(tǒng)一整合。這樣，不僅能夠降低企業(yè)的采購(gòu)成本，還能夠提高企業(yè)采購(gòu)的質(zhì)量。本文首先介紹了電網(wǎng)建設(shè)項(xiàng)目采購(gòu)研究的背景及意義，揭示了供電企業(yè)要重視采購(gòu)的必要性。同時(shí)，又介紹了采購(gòu)的國(guó)內(nèi)和國(guó)外的大概現(xiàn)狀。緊接著，再介紹了有關(guān)采購(gòu)的基本理論，如采購(gòu)管理相關(guān)理論，全面物資計(jì)劃管理理論，電力物資分類管理理論，電網(wǎng)公司物資分類體系構(gòu)建理論等等。接下來，文章研究了電網(wǎng)建設(shè)項(xiàng)目采購(gòu)現(xiàn)狀與問題，如現(xiàn)行采購(gòu)策略，電力電纜行業(yè)采購(gòu)現(xiàn)狀，，變壓器行業(yè)采購(gòu)現(xiàn)狀，和電網(wǎng)建設(shè)項(xiàng)目采購(gòu)存在的問題。然后文章針對(duì)上一章節(jié)給出的問題，提出了一些有針對(duì)性的改進(jìn)措施，來優(yōu)化電網(wǎng)企業(yè)的采購(gòu)活動(dòng)。這樣便能夠進(jìn)一步提高企業(yè)物資采購(gòu)效率，盡可能地縮短物資采購(gòu)的供應(yīng)周期，突出與供應(yīng)商的合作共贏關(guān)系，提升公司物資供應(yīng)鏈管理的整體效率效益。最后，文章做出了總結(jié)與展望。
[Abstract]:In the aspect of procurement, both domestic and foreign, centralized procurement will be the future trend of its development. If the purchasing authority is multilevel, it is impossible to maximize the efficiency and benefit of its core resources. In turn, we can build a centralized procurement system to integrate all the procurement needs of the whole enterprise. In this way, not only can reduce the cost of enterprise procurement, but also improve the quality of enterprise procurement. This paper first introduces the background and significance of the procurement research of power grid construction project, and reveals the necessity of the power supply enterprises to attach importance to procurement. At the same time, it also introduces the domestic and foreign situation of procurement. Then, it introduces the basic theory of purchasing, such as purchasing management theory, comprehensive material planning management theory, power material classification management theory, grid company material classification system construction theory and so on. Then, the paper studies the current situation and problems of power grid construction project procurement, such as current procurement strategy, power cable industry procurement status, transformer industry procurement status, and power grid construction project procurement problems. Then, aiming at the problems in the previous chapter, the paper puts forward some targeted improvement measures to optimize the purchasing activities of power grid enterprises. In this way, the efficiency of material procurement can be further improved, the supply cycle of material procurement will be shortened as far as possible, the win-win relationship with suppliers will be highlighted, and the overall efficiency and benefit of material supply chain management will be enhanced. Finally, the article makes the summary and the prospect.
