【摘要】：我國(guó)經(jīng)濟(jì)轉(zhuǎn)型期存在閑置資金與中小企業(yè)融資難的雙重矛盾，而線上供應(yīng)鏈金融作為一種新的融資模式，為急需資金的中小企業(yè)和行業(yè)提供了不同于傳統(tǒng)信貸的融資方式。實(shí)踐證明，線上供應(yīng)鏈金融有助于促進(jìn)實(shí)體產(chǎn)業(yè)的發(fā)展和緩解中小企業(yè)融資難問(wèn)題，但是對(duì)于目前其資源配置是否有效，是否真正配置到急需資金的產(chǎn)業(yè)鏈端的中小企業(yè)和國(guó)家扶持的產(chǎn)業(yè)以及配置的比例是否合理，還缺乏有效的評(píng)價(jià)方法，因此本文對(duì)線上供應(yīng)鏈金融資源配置有效性進(jìn)行研究具有理論和實(shí)際意義。 本文首先界定了線上供應(yīng)鏈金融資源配置的主體、原則以及有效性的范圍；然后闡述了線上供應(yīng)鏈金融資源配置現(xiàn)狀，并分析了影響其配置有效性的因素以及存在的問(wèn)題；構(gòu)建了其資源配置有效性評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)模型，，并分析了其資源配置評(píng)價(jià)指標(biāo)的高維、高頻數(shù)據(jù)結(jié)構(gòu)規(guī)律；最后從大數(shù)據(jù)、外部環(huán)境以及監(jiān)管三個(gè)層面提出了促進(jìn)線上供應(yīng)鏈金融資源配置有效性的措施。 本文的創(chuàng)新點(diǎn)：（1）基于線上供應(yīng)鏈金融資源配置有效性的內(nèi)涵的界定，構(gòu)建了其資源配置有效性的評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)模型。針對(duì)線上供應(yīng)鏈金融資源配置的特點(diǎn)，深入分析了金融資源的投入量以及宏觀層面產(chǎn)業(yè)和微觀層面企業(yè)的產(chǎn)出量，采用投入   產(chǎn)出法構(gòu)建了線上供應(yīng)鏈金融資源配置有效性的評(píng)價(jià)指標(biāo)體系，提出了基于數(shù)據(jù)包絡(luò)分析（DEA）的資源配置有效性評(píng)價(jià)模型。（2）構(gòu)建了線上供應(yīng)鏈金融資源配置層次監(jiān)管體系。針對(duì)目前“肢解式”監(jiān)管狀態(tài)，構(gòu)建了協(xié)同管理層   平臺(tái)機(jī)構(gòu)監(jiān)管層   內(nèi)部控制層三層次監(jiān)管體系對(duì)線上供應(yīng)鏈金融資源配置進(jìn)行全面監(jiān)管。
[Abstract]:There is a double contradiction between idle funds and financing difficulties of SMEs in the period of economic transformation in our country. As a new financing mode, online supply chain finance provides different financing methods for SMEs and industries in urgent need of funds. It has been proved that online supply chain finance is helpful to promote the development of real industry and alleviate the problem of financing difficulty of small and medium-sized enterprises, but whether its resource allocation is effective or not, Whether or not they are really allocated to the small and medium-sized enterprises at the end of the industry chain and the industries supported by the state, and whether the proportion of the allocation is reasonable, there is still a lack of effective evaluation methods. Therefore, it is of theoretical and practical significance to study the effectiveness of online supply chain financial resource allocation in this paper. This paper first defines the main body, principle and scope of the financial resources allocation of the online supply chain, then expounds the present situation of the financial resources allocation in the online supply chain, and analyzes the factors affecting the allocation effectiveness and the existing problems. The evaluation index system and evaluation model of resource allocation effectiveness are constructed, and the high-dimensional and high-frequency data structure rules of resource allocation evaluation index are analyzed. Three levels of external environment and supervision are proposed to promote the effectiveness of online supply chain financial resources allocation measures. The innovations of this paper are as follows: (1) based on the definition of the connotation of online supply chain financial resource allocation effectiveness, the evaluation index system and evaluation model of its resource allocation effectiveness are established. According to the characteristics of the financial resource allocation in the online supply chain, this paper analyzes the financial resource input and the output of the macro-level industry and the micro-level enterprise. The evaluation index system of the effectiveness of financial resources allocation in the online supply chain is constructed by using the input-output method. A data envelopment analysis (DEA) based evaluation model of resource allocation effectiveness is proposed. (2) the hierarchical supervision system of financial resource allocation in online supply chain is constructed. In view of the current "dismemberment" supervision state, a three-level supervision system of internal control layer in cooperation with management level is constructed to supervise the allocation of financial resources in the online supply chain.
