【摘要】：RTE是法國電網(wǎng)運(yùn)營商，肩負(fù)著支撐國家經(jīng)濟(jì)和社會(huì)發(fā)展的重要使命：即不管電力生產(chǎn)者和需求側(cè)各自的波動(dòng)，，電網(wǎng)運(yùn)營商需確保產(chǎn)需雙方的實(shí)時(shí)匹配。 確保產(chǎn)需實(shí)時(shí)匹配是RTE公司的核心責(zé)任，但并非唯一：RTE希望以可持續(xù)的方式完成這一使命，這意味著其對員工、環(huán)境和社會(huì)的關(guān)注。除了他們的生產(chǎn)力作用，公司承載更廣泛責(zé)任感的愿景可歸結(jié)為企業(yè)社會(huì)責(zé)任（CSR）這一概念。 公司實(shí)施可持續(xù)發(fā)展涉及諸多方面，如員工工作條件，溫室氣體排放，供應(yīng)鏈對經(jīng)濟(jì)的影響等。這些方面越來越多地與企業(yè)的“責(zé)任”相聯(lián)系，因此要求企業(yè)定期報(bào)告在這些領(lǐng)域的表現(xiàn)。 RTE公司在2013年發(fā)布了企業(yè)社會(huì)責(zé)任報(bào)告，展示了其在上述方面的一些數(shù)據(jù)和事實(shí)，并與公司財(cái)務(wù)業(yè)績同時(shí)發(fā)布。這份具有法定框架的報(bào)告展示了公司影響的宏觀概覽，但并未明確識別RTE社會(huì)責(zé)任的關(guān)鍵問題：即什么是RTE關(guān)鍵的社會(huì)責(zé)任，其怎樣整合到公司戰(zhàn)略中？ 針對上述問題，論文研究提出企業(yè)社會(huì)責(zé)任要素重要性分析方法并在RTE進(jìn)行了應(yīng)用研究，重要性分析綜合考慮了利益相關(guān)方的期望和社會(huì)責(zé)任核心問題的商業(yè)影響，進(jìn)而識別出了RTE具有戰(zhàn)略重要性的企業(yè)社會(huì)責(zé)任核心問題。 分析結(jié)果確定了RTE活動(dòng)中面臨的最核心的企業(yè)社會(huì)責(zé)任問題，這一方法也可適用于其他類似的公司。然而，活動(dòng)的性質(zhì)（在這里主要指高壓輸電）因其所處的不同經(jīng)濟(jì)文化背景并未導(dǎo)致相同的企業(yè)社會(huì)責(zé)任。 事實(shí)上，類似于RTE，中國國家電網(wǎng)公司（SGCC）也承擔(dān)著匹配產(chǎn)需雙方、支撐中國社會(huì)經(jīng)濟(jì)發(fā)展的作用，但SGCC有著截然不同的企業(yè)社會(huì)責(zé)任戰(zhàn)略。分析中法電網(wǎng)運(yùn)營商企業(yè)社會(huì)責(zé)任的核心差異，充分說明踐行企業(yè)社會(huì)責(zé)任統(tǒng)籌考慮企業(yè)活動(dòng)的性質(zhì)、所處地域和企業(yè)相關(guān)方的重要性，這也賦予企業(yè)社會(huì)責(zé)任更充分的意義。
[Abstract]:RTE is the French grid operator, which shoulders the important mission of supporting the national economic and social development: no matter the fluctuation of the power producers and the demand side, the grid operators need to ensure the real-time matching of the production and demand. Ensuring real-time matching of production and demand is RTE's core responsibility, but it is not the only one: RTE wants to accomplish this mission in a sustainable manner, which means its focus on staff, environment and society. In addition to their productivity role, the corporate vision of a broader sense of responsibility can be summed up in the concept of corporate social responsibility (CSR). The implementation of sustainable development involves many aspects, such as employee working conditions, greenhouse gas emissions, supply chain impact on the economy and so on. These aspects are increasingly linked to corporate "responsibility" and require companies to report regularly on their performance in these areas. RTE released its CSR report in 2013. Show some of the above data and facts, and release together with the company's financial results. The report, with its statutory framework, presents a macro overview of corporate impact, but does not clearly identify the key questions of RTE's social responsibility: what is RTE's key social responsibility and how is it integrated into corporate strategies? Aiming at the above problems, this paper puts forward the importance analysis method of corporate social responsibility elements and carries on the application research in RTE. The importance analysis synthetically considers the expectation of stakeholders and the commercial influence of the core problem of social responsibility. And then identify the RTE strategic importance of corporate social responsibility core issues. The analysis results determine the core corporate social responsibility problems in RTE activities, and this approach can be applied to other similar companies. However, the nature of the activity (in this case, HV transmission) does not lead to the same corporate social responsibility due to its different economic and cultural backgrounds. In fact, similar to RTE-China State Grid Corporation (SGCC) also plays a role in matching production and demand to support China's socio-economic development, but SGCC has a completely different corporate social responsibility strategy. This paper analyzes the core differences of corporate social responsibility between Chinese and French grid operators, and fully explains the importance of implementing corporate social responsibility to consider the nature of enterprise activities, the location of the enterprise and the relevant parties of the enterprise, which endows the corporate social responsibility with more sufficient significance.
