【摘要】：在EPC工程建設(shè)模式中,總承包方的管理水平?jīng)Q定著大型工程項目的質(zhì)量和建設(shè)進(jìn)度。在諸多職能管理中,項目采購管理是其中重要的一環(huán)。但在目前的項目實踐中,EPC項目采購管理中由于供需雙方不能充分共享信息,實際交付物的特殊性,合格供應(yīng)商的管理都存在無法預(yù)計的質(zhì)量風(fēng)險等原因,導(dǎo)致采購成本居高不下,超出進(jìn)度控制時間節(jié)點(diǎn),影響項目完成質(zhì)量甚至不能按期交付項目成果,影響承包商的利潤和聲譽(yù)。因此提高項目采購管理的運(yùn)行效率,降低采購成本顯得尤為必要。項目采購管理的成功是企業(yè)的有效性管理的體現(xiàn),展現(xiàn)了企業(yè)在戰(zhàn)略和戰(zhàn)術(shù)上對企業(yè)整個作業(yè)流程的優(yōu)化。在采購管理的優(yōu)化方式的選擇中,供應(yīng)鏈管理是從整體到細(xì)節(jié)對各個層面進(jìn)行的優(yōu)化,其目的不在于簡單的使運(yùn)輸成本達(dá)到最小或減小庫存,而在于用系統(tǒng)的方法來進(jìn)行項目的流程優(yōu)化。本文以沙特NRCC水泥廠項目為研究對象,對該項目的采購管理現(xiàn)狀即傳統(tǒng)采購管理的過程進(jìn)行了分析,指出NRCC項目采購管理存在風(fēng)險大,質(zhì)量控制難度較大,供應(yīng)商交貨可能延期,供需之間的合作關(guān)系是單次的,項目資金周轉(zhuǎn)率低,大量的工作時間被事務(wù)性瑣事占用,采購效率低下等問題,然后運(yùn)用項目管理和供應(yīng)鏈管理的方法進(jìn)行深入的研究,提出對這些采購管理存在問題的改進(jìn)方案,重點(diǎn)是項目供應(yīng)鏈的體系建立,改變采購的目的,以訂單采購取代庫存采購,從單一的購買過程走向外部資源管理,并以此提出供應(yīng)鏈管理環(huán)境下NRCC項目采購流程的優(yōu)化方案。應(yīng)采用的基本管理策略是致力于管理成本最小化,并對項目采購供應(yīng)鏈管理優(yōu)化方案在NRCC項目中的應(yīng)用及如何影響供應(yīng)鏈成本提出了自己的觀點(diǎn)。
[Abstract]:In the EPC construction mode, the management level of the general contractor determines the quality and construction schedule of the large project. In many functional management, project procurement management is one of the important links. However, in the current project practice, in EPC project procurement management, due to the lack of adequate sharing of information between supply and demand, the particularity of actual delivery, and the unforeseeable quality risk in the management of qualified suppliers, As a result, the procurement cost remains high, which exceeds the time point of schedule control, affects the quality of project completion and even fails to deliver the project results on time, and affects the contractor's profit and reputation. Therefore, it is necessary to improve the operational efficiency of project procurement management and reduce procurement costs. The success of project purchasing management is the embodiment of the effective management of the enterprise, which shows the optimization of the whole business process in the strategy and tactics of the enterprise. In the selection of optimal procurement management, supply chain management is from the overall to the details of the optimization of all levels, its purpose is not simply to make transport costs to minimize or reduce inventory, The system method is used to optimize the process of the project. Taking the NRCC cement plant project in Saudi Arabia as the research object, this paper analyzes the current situation of the procurement management of the project, that is, the process of traditional procurement management, and points out that the procurement management of the NRCC project has great risks and great difficulty in quality control. The supplier delivery may be delayed, the cooperation between supply and demand is single, the project fund turnover rate is low, a large amount of working time is occupied by the routine trivia, the procurement efficiency is low, and so on. Then, by using the methods of project management and supply chain management, the author puts forward the improvement scheme of these purchasing management problems. The emphasis is on the establishment of project supply chain system and the change of purchasing purpose. To replace inventory procurement with order procurement, from single purchase process to external resource management, and to put forward the optimization scheme of NRCC project procurement process under the environment of supply chain management. The basic management strategy that should be adopted is to minimize the management cost, and put forward some opinions on the application of the project purchasing supply chain management optimization scheme in NRCC project and how to influence the supply chain cost.
