黑龍江省企業(yè)技術(shù)創(chuàng)新能力研究

【摘要】:作為東北老工業(yè)基地,黑龍江省傳統(tǒng)領(lǐng)域的企業(yè)狀況日漸衰落,競爭能力與沿海地區(qū)相比已經(jīng)落后,制造業(yè)在經(jīng)歷早期的輝煌后已呈現(xiàn)衰落狀態(tài)。究其根源,,制造業(yè)企業(yè)創(chuàng)新能力不足是重要根源之一。研究黑龍江省企業(yè)技術(shù)創(chuàng)新能力不足的原因,探討提升黑龍江省企業(yè)技術(shù)創(chuàng)新能力提升路徑具有重要的理論和現(xiàn)實(shí)意義。 針對黑龍江省26家大型制造業(yè)企業(yè)的調(diào)研結(jié)果,論文分析了目標(biāo)樣本的基本情況,對黑龍江省內(nèi)制造業(yè)企業(yè)中的行業(yè)構(gòu)成、人力資源和研發(fā)組織進(jìn)行了初步的分析。對于經(jīng)營者來講,創(chuàng)新精神是最具有代表性的企業(yè)家精神,另外,企業(yè)技術(shù)創(chuàng)新作為企業(yè)的核心競爭力具有不可替代的作用。研究發(fā)現(xiàn),黑龍江省制造企業(yè)對于創(chuàng)新活動(dòng)的重要性認(rèn)識還顯得不太充分,在企業(yè)技術(shù)創(chuàng)新各個(gè)環(huán)節(jié)上也有許多有待改進(jìn)的地方,其中重要的表現(xiàn)包括創(chuàng)新方式和創(chuàng)新觀念略顯陳舊、技術(shù)創(chuàng)新物質(zhì)資本投入稍顯不足、創(chuàng)業(yè)型人才難以滿足企業(yè)創(chuàng)新需要。 在此基礎(chǔ)上,論文在DEA-Tobit兩步法的框架下進(jìn)一步對黑龍江省企業(yè)技術(shù)創(chuàng)新能力進(jìn)行了評價(jià),并分析了其影響因素。根據(jù)評價(jià)的結(jié)果得出了大部分企業(yè)技術(shù)創(chuàng)新效率趨同,但存在兩級分化的情況;企業(yè)的技術(shù)創(chuàng)新效率體現(xiàn)出了較強(qiáng)的規(guī)模收益遞增特性;企業(yè)技術(shù)創(chuàng)新效率與獲利能力體現(xiàn)出了較強(qiáng)的正相關(guān)性;技術(shù)創(chuàng)新效率的行業(yè)間差異顯著;企業(yè)的產(chǎn)權(quán)類型對技術(shù)創(chuàng)新能力有顯著影響等結(jié)論。而影響因素分析的結(jié)果則顯示:企業(yè)規(guī)模與技術(shù)創(chuàng)新效率并無直接聯(lián)系;人力資源狀況改善對技術(shù)創(chuàng)新效率有顯著的正向影響;協(xié)作創(chuàng)新對技術(shù)創(chuàng)新效率有顯著促進(jìn)作用的影響;科研資源配備顯現(xiàn)邊際收益遞減的趨勢等結(jié)論。 與對大型企業(yè)采取大規(guī)模調(diào)研的處理方式不同,本文對中小企業(yè)的技術(shù)創(chuàng)新能力采用案例分析方法進(jìn)行研究。通過對森鷹集團(tuán)的分析發(fā)現(xiàn),企業(yè)自我完善的學(xué)習(xí)過程與競爭優(yōu)勢的培育過程不是一個(gè)線性的知識積累過程。從戰(zhàn)略層面看,企業(yè)家精神是組織文化之魂,組織文化是企業(yè)戰(zhàn)略決策的動(dòng)因;從組織層面上看,動(dòng)態(tài)組織能力是企業(yè)獨(dú)特的核心競爭力,通過提煉隱性知識和組織慣例,打造動(dòng)態(tài)組織能力;從操作層面上看,通過凝結(jié)互補(bǔ)資產(chǎn),構(gòu)建產(chǎn)業(yè)戰(zhàn)略同盟,整合供應(yīng)鏈。 根據(jù)計(jì)量經(jīng)濟(jì)和案例分析結(jié)果,論文認(rèn)為要想達(dá)到提升黑龍江省企業(yè)技術(shù)創(chuàng)新能力的目標(biāo),政府對企業(yè)自主創(chuàng)新活動(dòng)的政策支持不應(yīng)以企業(yè)規(guī)模為標(biāo)準(zhǔn),而應(yīng)以提高企業(yè)人力資源素質(zhì)為核心目標(biāo),以完善“政府-企業(yè)-高!眲(chuàng)新網(wǎng)絡(luò)為核心手段,通過協(xié)同創(chuàng)新來實(shí)現(xiàn)。論文從知識共享、協(xié)同創(chuàng)新的角度提出了黑龍江省企業(yè)技術(shù)創(chuàng)新能力的提升策略。
[Abstract]:As an old industrial base in Northeast China, the situation of enterprises in traditional fields of Heilongjiang Province is declining day by day, the competitive power is already backward compared with the coastal areas, and the manufacturing industry has shown a decline state after experiencing the early glory.Investigate its root, manufacturing enterprise innovation ability insufficiency is one of important root.It is of great theoretical and practical significance to study the reasons for the insufficiency of the technological innovation ability of enterprises in Heilongjiang Province and to explore the ways to enhance the technological innovation ability of enterprises in Heilongjiang Province.Based on the investigation results of 26 large manufacturing enterprises in Heilongjiang Province, the paper analyzes the basic situation of the target samples, and makes a preliminary analysis of the industry composition, human resources and R & D organization of the manufacturing enterprises in Heilongjiang Province.For managers, the spirit of innovation is the most representative entrepreneurship, in addition, technological innovation as the core competitiveness of enterprises has an irreplaceable role.The study found that the importance of innovation activities in Heilongjiang manufacturing enterprises is still not fully understood, and there are many areas to be improved in all aspects of enterprise technological innovation.Among them the important performance includes the innovation way and the innovation idea is slightly outmoded, the technology innovation material capital investment is slightly insufficient, the entrepreneurial talent is difficult to satisfy the enterprise innovation need.On this basis, the paper further evaluates the technological innovation ability of Heilongjiang enterprises under the framework of DEA-Tobit two-step method, and analyzes its influencing factors.According to the results of evaluation, it is concluded that most enterprises' technological innovation efficiency converges, but there are two levels of differentiation.There is a strong positive correlation between technological innovation efficiency and profitability; there are significant industry differences in technological innovation efficiency; and the types of property rights of enterprises have a significant impact on technological innovation ability.The results of factor analysis show that there is no direct relationship between enterprise size and technological innovation efficiency, and the improvement of human resource situation has a significant positive impact on technological innovation efficiency.Collaborative innovation has a significant impact on the efficiency of technological innovation, and scientific research resources are equipped with the trend of diminishing marginal returns, and so on.Different from large-scale research, this paper studies the technological innovation ability of small and medium-sized enterprises by case study.Through the analysis of Senying Group, it is found that the process of self-perfection and the cultivation of competitive advantage is not a linear process of knowledge accumulation.From the strategic point of view, entrepreneurship is the soul of organizational culture, and organizational culture is the motivation of strategic decision-making. From the organizational level, dynamic organizational ability is the unique core competitiveness of enterprises, and through refining tacit knowledge and organizational practices,Build dynamic organization ability; from the operational level, through the condensation of complementary assets, build industry strategic alliance, integrate supply chain.According to the results of econometrics and case analysis, the paper thinks that in order to achieve the goal of enhancing the technological innovation ability of enterprises in Heilongjiang Province, the government's policy support for independent innovation activities should not be based on the scale of enterprises.The core goal should be to improve the quality of human resources of enterprises, and the core means should be to perfect the innovation network of "government, enterprise and university" and realize it through collaborative innovation.From the angle of knowledge sharing and collaborative innovation, the paper puts forward the strategy of enhancing the technological innovation ability of Heilongjiang enterprises.
