【摘要】：21世紀以來,全球大規(guī)模的災(zāi)害頻發(fā),導(dǎo)致救災(zāi)活動的復(fù)雜程度越來越高。特別是近年來,在大規(guī)模的災(zāi)難救援中,物流活動所表現(xiàn)出的低效無序的狀態(tài),無法為災(zāi)害后的救援提供有力的幫助。如何在物流資源有限的條件下,整合救災(zāi)活動中來自各方的物流資源,是本論文研究的出發(fā)點。論文以物流服務(wù)供應(yīng)鏈、物流網(wǎng)絡(luò)為理論基礎(chǔ),從物流供需網(wǎng)絡(luò)的角度,探討災(zāi)害發(fā)生后,由救災(zāi)物流服務(wù)組織、救災(zāi)物流用戶組織以及它們中間的協(xié)調(diào)者所形成的救災(zāi)物流供需網(wǎng)絡(luò)；并分析救災(zāi)各方如何在協(xié)調(diào)者的協(xié)調(diào)下,整合救援活動中各參與方的物流資源,同時隨需重組供應(yīng)鏈,從而達到救災(zāi)物流供需的匹配的目的。論文首先從多個維度綜述了物流供需網(wǎng)絡(luò)的理論成果,其次,在物流供需關(guān)系三維網(wǎng)絡(luò)的基礎(chǔ)上提出構(gòu)建救災(zāi)物流供需網(wǎng)絡(luò),界定了救災(zāi)物流供需網(wǎng)絡(luò)的服務(wù)災(zāi)種和響應(yīng)階段,并從內(nèi)涵、構(gòu)成要素和特征進行了分析。論文接著以扎伊爾內(nèi)戰(zhàn)誘發(fā)的難民潮、菲律賓臺風“海燕”、日惹地震三個救災(zāi)事件為例,分析了救災(zāi)物流供需網(wǎng)絡(luò)的要素、特征和運作過程。最后,論文在分析中國救災(zāi)物流體系現(xiàn)狀的基礎(chǔ)上,以雅安地震為背景,分析了地震救災(zāi)過程中的物流運作,給出了救災(zāi)物流供需網(wǎng)運作的相關(guān)啟示和借鑒。
[Abstract]:Since the 21 st century, large-scale disasters have occurred frequently in the world, leading to more and more complex disaster relief activities.Especially in recent years, in the large-scale disaster rescue, logistics activities show a state of inefficiency and disorder, which can not provide a powerful help for post-disaster rescue.How to integrate the logistics resources from all parties in the disaster relief activities under the condition of limited logistics resources is the starting point of this paper.Based on the theory of logistics service supply chain and logistics network, this paper discusses the disaster relief logistics service organization from the point of view of logistics supply and demand network.The network of supply and demand of disaster relief logistics formed by user organizations of disaster relief logistics and the mediators among them; and the analysis of how the relief parties, coordinated by the coordinator, integrate the logistics resources of the various participants in the relief activities, and reorganize the supply chain as needed,In order to achieve the purpose of matching the supply and demand of relief logistics.Firstly, this paper summarizes the theoretical results of logistics supply and demand network from several dimensions. Secondly, on the basis of the three dimensional network of logistics supply and demand relationship, it proposes to construct a disaster relief logistics supply and demand network, and defines the disaster and response stage of disaster relief logistics supply and demand network.And from the connotation, elements and characteristics of the analysis.Then, taking the refugee flow induced by the Zairian civil war, typhoon petrel in the Philippines and the earthquake in Yogyakarta as examples, this paper analyzes the elements, characteristics and operation process of the supply and demand network of disaster relief logistics.Finally, based on the analysis of the current situation of China's disaster relief logistics system, the paper analyzes the logistics operation in the earthquake relief process, and gives the relevant enlightenment and reference of the operation of the disaster relief logistics supply and demand network based on the Ya'an earthquake.
