基于供應鏈的高校協(xié)同創(chuàng)新體系研究

【摘要】:協(xié)同創(chuàng)新是整合創(chuàng)新資源、提高創(chuàng)新效率的有效途徑,已經(jīng)成為當今世界科技創(chuàng)新活動的新趨勢。因此,本文將供應鏈理論運用到高校協(xié)同創(chuàng)新中,在我國高校協(xié)同創(chuàng)新發(fā)展現(xiàn)狀及問題的分析基礎上,篩選出協(xié)同創(chuàng)新的關鍵影響因素,構(gòu)建了基于供應鏈的高校協(xié)同創(chuàng)新的信息共享物理平臺,分析了協(xié)同創(chuàng)新的協(xié)調(diào)機制和運行機制,以期實現(xiàn)高校協(xié)同創(chuàng)新體系的集成管理。本文主要的研究內(nèi)容及結(jié)論包括: (1)充分論證了供應鏈理論在高校協(xié)同創(chuàng)新中的可行性 基于供應鏈理論及高校協(xié)同創(chuàng)新理論分析,從高校協(xié)同創(chuàng)新鏈與供應鏈理論之間存在的理念的趨同性、目標的相似性、主體的關聯(lián)性、結(jié)構(gòu)的一致性和方法的互通性等方面,充分論證了引入供應鏈理論研究高校協(xié)同創(chuàng)新具有可行性和積極意義。并依據(jù)供應鏈管理的基本思想,建立了高校協(xié)同創(chuàng)新的研究脈絡,即認識主體要素、理清影響因素、搭建物質(zhì)基礎(信息平臺的構(gòu)建)、提出過程保障(運行體系、協(xié)調(diào)機制和運行機制)、評價創(chuàng)新效率。 (2)運用粗糙集法篩選了高校協(xié)同創(chuàng)新的關鍵影響因素 高校協(xié)同創(chuàng)新參與主體受到眾多因素的影響,各影響因素在協(xié)同創(chuàng)新過程中呈現(xiàn)出復雜的作用關系,且對參與主體的影響程度難以確定。首先,對影響高校協(xié)同創(chuàng)新的內(nèi)外部因素進行了定性分析;然后,運用粗糙集理論將影響高校協(xié)同創(chuàng)新的因素作為高校協(xié)同創(chuàng)新條件屬性,將創(chuàng)新能力作為高校協(xié)同創(chuàng)新決策屬性,運用粗糙集屬性重要度原理,分析高校協(xié)同創(chuàng)新過程各影響因素對各參與主體的相對重要性,進而篩選出影響高校協(xié)同創(chuàng)新的關鍵影響因素以內(nèi)部因素為主,包括人才因素、管理因素、資本因素和信息因素,為構(gòu)建基于供應鏈的高校協(xié)同創(chuàng)新體系奠定理論基礎。 (3)運用供應鏈理論構(gòu)建了基于供應鏈的高校協(xié)同創(chuàng)新體系 綜合考慮高校協(xié)同創(chuàng)新關鍵影響因素,界定了基于供應鏈的高校協(xié)同創(chuàng)新內(nèi)涵及其基本特征,選取了高校、科研院所、政府機構(gòu)、金融機構(gòu)、企業(yè)組織、用戶作為協(xié)同創(chuàng)新主體,構(gòu)建了基于供應鏈的高校協(xié)同創(chuàng)新體系框架,最后從環(huán)境管理、人才管理、投融資、組織、信息共享等方面分析了基于供應鏈的高校協(xié)同創(chuàng)新運行機制,為后續(xù)的效率評價和信息共享平臺設計提供理論框架。 (4)基于博弈模型研究了高校協(xié)同創(chuàng)新的協(xié)調(diào)機制 協(xié)同創(chuàng)新資源共享機制意在闡明三個協(xié)同創(chuàng)新參與方如何把創(chuàng)新資源在三個參與主體間進行快速有效的整合、集成、共享,提高協(xié)同創(chuàng)新系統(tǒng)的效益和效率;诮⒌恼、高校和企業(yè)在內(nèi)的三方博弈模型研究發(fā)現(xiàn),政府監(jiān)管部門的有效監(jiān)管引導是影響協(xié)同創(chuàng)新資源共享的關鍵因素。政府通過專項資金投入和稅收優(yōu)惠調(diào)動協(xié)同創(chuàng)新主體參與資源共享的積極性,把政府導向和市場需求有效結(jié)合,通過政府引導和市場配置相結(jié)合,實現(xiàn)協(xié)同創(chuàng)新系統(tǒng)的高效運作。通過基于夏普利(Shapley)值建立的協(xié)同創(chuàng)新收益合理分配模型分析,通過協(xié)同創(chuàng)新,高校及研究院所、企業(yè)、政府三類主體合作得到的收益比單一或者任意兩類主體合作得到的收益多。協(xié)同創(chuàng)新可以使各方利益達到最優(yōu),實現(xiàn)了帕累托最優(yōu),從而最終實現(xiàn)“共贏”的目的。 (5)運用DEA方法構(gòu)建了基于供應鏈的高校協(xié)同創(chuàng)新效率評價模型 績效評價是對高校協(xié)同創(chuàng)新效率管理的衡量標尺。如何衡量和改進供應鏈管理中高校協(xié)同創(chuàng)新的績效,形成有效的協(xié)同和最優(yōu)的績效,是驗證協(xié)同創(chuàng)新體系科學合理性的關鍵環(huán)節(jié)。在對比分析現(xiàn)有的效率評價方法優(yōu)缺點基礎上,選取DEA作為高校協(xié)同創(chuàng)新效率評價方法,通過分析效率評價指標的質(zhì)量特征及影響高效協(xié)同創(chuàng)新效率的因素,篩選出高校協(xié)同創(chuàng)新效率評價理論指標,構(gòu)建了基于DEA的協(xié)同創(chuàng)新效率評價模型,,并對模型進行了實證研究。
[Abstract]:Collaborative innovation is the integration of innovation resources, effective way to improve the efficiency of innovation, has become the new trend of world science and technology innovation activities. Therefore, the supply chain theory to collaborative innovation, based on analyzing China's current situation and problems of the development of university collaborative innovation, screening out key influencing factors of collaborative innovation. The construction of the supply chain collaborative innovation information sharing platform based on physical analysis, collaborative innovation coordination mechanism and operation mechanism, to realize the integrated management of university collaborative innovation system. The main research contents and conclusions include:
(1) the feasibility of supply chain theory in collaborative innovation in Colleges and universities is fully demonstrated
Theoretical analysis of supply chain collaborative innovation theory and university based on Collaborative Innovation between the chain and the supply chain theory from the convergence, the similarity of target, correlation subject, interoperability conformance and method of structure, fully demonstrated the introduction of supply chain theory research on university collaborative innovation has feasibility and positive. And according to the basic idea of supply chain management, the research context of established collaborative innovation, namely, understanding the main elements, clarify the influence factors, build the foundation (building information platform), put forward Cheng Baozhang (operation system, coordination mechanism and operation mechanism), to evaluate the innovation efficiency.
(2) the key influencing factors of collaborative innovation in Colleges and universities are screened by rough set method
Collaborative Innovation participation is affected by many factors, the factors influencing the effect of showing the complex relationship in collaborative innovation process, and the influence degree of participation are difficult to determine. First of all, of the internal and external factors of collaborative innovation are analyzed; then, using the theory of the influence factors of university collaborative innovation rough as the university collaborative innovation condition attributes and innovation ability as the university collaborative innovation decision attribute, using rough set attribute importance principle, analysis of the influence factors of university collaborative innovation process on the relative importance of each participating entity, and then filter out the key influence factors of influencing university collaborative innovation to internal factors, including human factors, management factor, capital factor and information factor for the construction of supply chain collaborative innovation system based on the theoretical basis.
(3) construction of cooperative innovation system based on Supply Chain Based on Supply Chain Theory
Considering the key influencing factors of innovation of university cooperation, the definition of supply chain collaborative innovation based on the connotation and basic features, selected universities, research institutes, government agencies, financial institutions, business organizations, as the main users of collaborative innovation, construct innovation system framework of collaborative supply chain based on universities, finally from the environmental management personnel. Management, financing, organization, information sharing and analysis of collaborative innovation mechanism of Supply Chain Based on universities, providing the theoretical framework for the design of platform sharing efficiency evaluation and subsequent information.
(4) based on the game model, the coordination mechanism of collaborative innovation in Colleges and universities is studied
Collaborative innovation resource sharing mechanism to clarify the three party to participate in collaborative innovation to innovation resources to participate in the three inter subject integration, rapid and effective integration, sharing, improve the effectiveness and efficiency of collaborative innovation system. (5) the efficiency evaluation model of collaborative innovation based on Supply Chain Based on supply chain is constructed by DEA method
The performance evaluation of university collaborative innovation efficiency management measure. How to measure and improve the supply chain management in Colleges and universities collaborative innovation performance, the formation of cooperative and optimal effective performance, is to verify the collaborative innovation system of scientific rationality. The key link in the comparative analysis efficiency of the existing evaluation methods based on the advantages and disadvantages of the DEA is chosen as the university the evaluation method of collaborative innovation efficiency, quality characteristics and influencing factors through the analysis of the efficiency evaluation index, collaborative innovation efficiency, selected university collaborative innovation efficiency index evaluation theory, build collaborative innovation efficiency evaluation model based on DEA, and the model of the empirical research.
