【摘要】：貿(mào)易安全是國際貿(mào)易賴以正常運行的基礎(chǔ)。在9·11恐怖襲擊事件后,國際貿(mào)易和供應(yīng)鏈安全被提升到一個前所未有的重要位置。世界海關(guān)組織WCO于2005年制定了《全球貿(mào)易安全與便利標準框架》(即SAFE框架),目的在于通過各國海關(guān)之間的合作以及海關(guān)和商界的合作來打造一個國際貿(mào)易的安全閉環(huán)。由此,在全球貿(mào)易便利化和全球共同致力于反恐的背景下,越來越多的國家和地區(qū)遵從SAFE的指引,建立起本國和本地區(qū)的貿(mào)易合規(guī)管理體制。對于中國的高科技企業(yè)如何應(yīng)對這樣的外部規(guī)制,成為企業(yè)可持續(xù)發(fā)展中的關(guān)鍵問題。本文以蘇州通富超威半導(dǎo)體有限公司為例,采用理論支持、實例分析和策略選擇相結(jié)合的方式,通過文獻分析法、案例分析法、標桿對照法等研究方法,經(jīng)過理論與實踐的凝練,研究企業(yè)在應(yīng)對國際反恐和國際貿(mào)易便利化的雙重要求時,如何通過合規(guī)管理來提升管理水平,打造企業(yè)的核心競爭力,實現(xiàn)海關(guān)和商界的合作與雙贏。論文首先梳理國內(nèi)外合規(guī)管理文獻和企業(yè)最佳實踐,從國際國內(nèi)合規(guī)管理的發(fā)展情況以及研究現(xiàn)狀入手,解讀SAFE框架的基本思路,并結(jié)合本企業(yè)所在的集成電路行業(yè)的特點,對企業(yè)進行合規(guī)管理所處的內(nèi)外部環(huán)境進行了深入的分析。同時,通過對蘇州通富超威半導(dǎo)體有限公司的貿(mào)易合規(guī)案例的評析,本文總結(jié)歸納了在SAFE框架下構(gòu)建企業(yè)貿(mào)易合規(guī)管理體系的策略,希望對國內(nèi)剛剛起步的貿(mào)易合規(guī)管理提供具有借鑒意義的研究實踐。
[Abstract]:Trade security is the basis for the normal operation of international trade. After the September 11 terrorist attacks, International trade and supply chain security have been elevated to an unprecedented level. The World Customs Organization (WCO) WCO established the Framework of Standards for Global Trade Security and Facilitation (SAFE Framework) in 2005, which aims to adopt national customs. As well as customs and business cooperation to create a security close-loop for international trade. In the context of global trade facilitation and joint global efforts to combat terrorism, more and more countries and regions follow the guidelines of the SAFE. The establishment of domestic and regional trade compliance management system. How to deal with such external regulation of high-tech enterprises in China has become a key issue in the sustainable development of enterprises. This paper takes Suzhou Tong Fu Chaowei Semiconductor Co., Ltd as an example. Through the research methods of literature analysis, case analysis, benchmarking and so on, through the condensation of theory and practice, the method of combining theoretical support, case analysis and strategy selection is adopted. Research on how to improve the management level and build the core competitiveness of enterprises through compliance management in response to the dual requirements of international counter-terrorism and international trade facilitation. The paper firstly combs the domestic and foreign compliance management literature and the enterprise best practice, starts with the international and domestic compliance management development situation and the research present situation, unscrambles the basic idea of the SAFE framework, Combined with the characteristics of the integrated circuit industry in which the enterprise is located, the internal and external environment of the compliance management of the enterprise is deeply analyzed. At the same time, through the analysis of the trade compliance cases of Suzhou Tong Fu Chaowei Semiconductor Co., Ltd. This paper summarizes and sums up the strategies of constructing the enterprise trade compliance management system under the framework of SAFE, hoping to provide reference research practice for the domestic trade compliance management just started.
