歷下區(qū)公安局采購信息管理系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:二十一世紀(jì)以來,中國大部分的大型企業(yè)都已經(jīng)或者正在部署采購信息管理,采購管理軟件的應(yīng)用顯著地提高了企業(yè)的生產(chǎn)力。歷下區(qū)公安局內(nèi)部并沒有普及采購活動(dòng)的信息化管理。針對(duì)這一現(xiàn)實(shí)情況,結(jié)合歷下區(qū)公安局資產(chǎn)和物品采購管理的需求和目前公安局現(xiàn)有辦公系統(tǒng)效率低下、各部門資產(chǎn)和物品需求反饋差、各部門工作不協(xié)調(diào)等缺點(diǎn),提出了一種能夠整合、優(yōu)化供應(yīng)鏈上的機(jī)關(guān)內(nèi)部各個(gè)部門、材料供應(yīng)商等各種資源信息,并通過信息網(wǎng)絡(luò)融為一體的采購管理模式,即歷下區(qū)公安局采購信息管理系統(tǒng)。 該系統(tǒng)全面使用Web技術(shù),大數(shù)據(jù)處理、云存儲(chǔ)技術(shù),Struts開源框架,支持平臺(tái)內(nèi)組件的個(gè)性化定制。本論文主要是對(duì)歷下區(qū)公安局采購信息管理系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)的全過程進(jìn)行了詳細(xì)描述,首先介紹系統(tǒng)背景以及研究現(xiàn)狀,其次在需求獲取與分析的基礎(chǔ)上,確定設(shè)計(jì)目標(biāo),設(shè)計(jì)了系統(tǒng)的技術(shù)架構(gòu)和功能架構(gòu),對(duì)各個(gè)功能模塊進(jìn)行了詳細(xì)的設(shè)計(jì)、開發(fā)和數(shù)據(jù)庫設(shè)計(jì)。最后,詳細(xì)闡述了采購信息管理過程中功能模塊的實(shí)現(xiàn)過程,并進(jìn)行了系統(tǒng)測試從而完成了對(duì)整個(gè)系統(tǒng)的開發(fā)。 系統(tǒng)實(shí)現(xiàn)了采購單位日常操作、主管部門日常操作、業(yè)務(wù)科室日常操作、通用功能操作、采購任務(wù)管理、采購人委托采購操作、協(xié)議采購操作、分散自行采購采購信息發(fā)布八個(gè)模塊的功能。采購單位日常操作實(shí)現(xiàn)了建議書編報(bào),確認(rèn)書查詢,預(yù)算追加、退回建議書處理。主管部門日常操作完成了對(duì)下級(jí)采購單位上報(bào)的建議書、預(yù)算追加、文檔備案審批的具體處理。業(yè)務(wù)科室日常操作實(shí)現(xiàn)了對(duì)建議書、預(yù)算追加、文檔備案的審批以及建議書的退回操作。通用功能實(shí)現(xiàn)了再審項(xiàng)目、辦結(jié)任務(wù)、采購目錄、通知公告的查看。采購任務(wù)管理完成了處理確認(rèn)書的分派工作。采購人委托采購?fù)瓿闪诵陆ㄎ袉、采購文件確認(rèn)和采購結(jié)果確認(rèn)。協(xié)議采購實(shí)現(xiàn)了競價(jià)采購和直接采購。分散自行采購采購信息發(fā)布完成了公告起草和公告發(fā)布。 系統(tǒng)運(yùn)行后增強(qiáng)了公安局物資采購的合理性、采購信息的準(zhǔn)確性、時(shí)效性,提高了采購活動(dòng)中物流、資金流與信息流的運(yùn)轉(zhuǎn)效率,消除了眾多的中間冗余的環(huán)節(jié),減少流通成本,形成良好的社會(huì)效應(yīng),提高部門應(yīng)變能力。
[Abstract]:Since twenty-first Century, most of the large enterprises have been or are being deployed China procurement information management, purchasing management software greatly improves the productivity of enterprises. The system uses Web technology, big data processing, cloud storage technology, Struts open source framework customization support platform components. This thesis is mainly about the design process of the Public Security Bureau under the calendar area purchase information management system and implementation are described in detail, firstly introduces the background of the system and the present research situation, then based on requirements elicitation and analysis, to determine the design goal, design the system's technical architecture and functional architecture of the various functional modules of the detailed design, development and database design. Finally, describes the implementation process of purchasing function during the process of information management module, and system testing in order to complete the development of the whole the system.
The system realizes the daily operation of the procurement unit, the Department in charge of the daily operation, business department daily operation, general function operation, procurement task management, procurement commissioned purchasing operation, agreement procurement operations, to purchase information scattered eight modules. The procurement unit daily operations to achieve a compilation of proposals, confirmation query, supplementary budget return, proposal processing. The Department in charge of the daily operation to complete the lower procurement unit reported budget proposals, additional, specific documents approved by the business department daily operation. The proposal, supplementary budget, document filing and approval of the proposal. The general function of the realization of the return operation retrial project settles task list see the announcement. The procurement task management has finished processing a confirmation of the assignment of jobs. The purchaser commissioned by the procurement finished new orders The procurement documents confirm and confirm the purchase results. The agreement purchase has realized the bidding purchase and the direct purchase. After the operation of the system to enhance the rationality of the Public Security Bureau of material procurement, procurement information accuracy, timeliness, improve the logistics procurement activities, capital flow and information flow efficiency, eliminating many redundant intermediate links, reduce the cost of circulation, the formation of a good social effect, improve department capability.
