【摘要】：政府采購是政府部門在市場經(jīng)濟(jì)中最重要的商業(yè)活動(dòng)之一，也是公共財(cái)政支出的一個(gè)重要內(nèi)容，在公共管理中扮演著重要的角色，發(fā)揮著重要的政策性功能。在市場經(jīng)濟(jì)的條件下，，政府采購已成為許多國家和政府影響、調(diào)控經(jīng)濟(jì)運(yùn)行和發(fā)展的重要制度，也是預(yù)防市場失靈的有效手段。在我國，政府采購制度從試行到正式立法實(shí)施時(shí)間不長，現(xiàn)有的法律法規(guī)也較為簡單，政府采購的實(shí)踐只有十多年的時(shí)間。全國各地的政府采購實(shí)踐都處于探索階段，體制不盡相同，各地均存在種種問題。由于政府采購是公共財(cái)政支出管理的一個(gè)重要部分，因此完善并合理規(guī)范政府采購制度，不僅能有效利用社會(huì)資源，而且能對(duì)大大提高財(cái)政性資金的利用率。我國目前的政府采購體制不僅是公共財(cái)政支出改革的重要組成部分，也與財(cái)稅、金融一起成為調(diào)控國家宏觀經(jīng)濟(jì)的重要手段。本文從國內(nèi)外政府采購研究現(xiàn)狀分析入手，從政府采購體制中行政管理、監(jiān)督管理和法律制度等方面，運(yùn)用政府采購、公共選擇和公共支出等理論，分析了政府采購體制的構(gòu)成和運(yùn)行，并對(duì)照廣州市的政府采購發(fā)展和現(xiàn)狀，研究了目前廣州市的政府采購體制與當(dāng)前廣州市政府采購中存在問題，指出了二者的密切關(guān)聯(lián)性。借鑒國外城市政府采購體制建設(shè)的經(jīng)驗(yàn)和啟示，從公共管理的角度，分析政府采購體制建設(shè)對(duì)政府采購制度的完善和公共財(cái)政支出效益的重要性，試圖提出完善廣州市政府采購體制的建議和措施。
[Abstract]:Government procurement is one of the most important commercial activities of government departments in the market economy, and it is also an important part of public financial expenditure. It plays an important role in public management and plays an important policy function. Under the condition of market economy, government procurement has become an important system to regulate and control the operation and development of economy, and it is also an effective means to prevent market failure. In our country, the implementation of government procurement system from trial to formal legislation is not long, the existing laws and regulations are also relatively simple, the practice of government procurement is only more than ten years. The practice of government procurement in all parts of the country is in the exploratory stage, the system is different, and there are all kinds of problems in all parts of the country. Because government procurement is an important part of public financial expenditure management, perfecting and reasonably standardizing the government procurement system can not only make effective use of social resources, but also greatly improve the utilization rate of financial funds. The current government procurement system in China is not only an important part of the reform of public financial expenditure, but also an important means of regulating and controlling the national macro-economy, together with finance, taxation and finance. Starting with the analysis of the present situation of government procurement research at home and abroad, from the aspects of administration, supervision and management and legal system in the government procurement system, this paper analyzes the composition and operation of the government procurement system by using the theories of government procurement, public choice and public expenditure, and studies the problems existing in the current government procurement system in Guangzhou compared with the development and present situation of government procurement in Guangzhou. The close relationship between the two is pointed out. Based on the experience and enlightenment of foreign urban government procurement system construction, this paper analyzes the importance of government procurement system construction to the perfection of government procurement system and the benefit of public financial expenditure from the point of view of public management, and tries to put forward some suggestions and measures for perfecting the procurement system of Guangzhou municipal government.
