C市食品藥品監(jiān)督管理局機(jī)構(gòu)改革的案例研究

【摘要】:本案例以當(dāng)今政府職能部門機(jī)構(gòu)改革為背景,對(duì)組織變革的理論研究具有一定現(xiàn)實(shí)指導(dǎo)意義。藥品監(jiān)督管理局是政府公共管理的職能部門,作為行政組織,其組織變革有別于企業(yè)組織變革,其變革的原因、動(dòng)力、阻力、變革的過程和變革的策略以及變革成敗都值得深入研究,對(duì)今后的政府機(jī)構(gòu)改革具有一定借鑒和指導(dǎo)意義。 按照我國(guó)政府機(jī)構(gòu)改革的趨勢(shì),國(guó)務(wù)院以“三定”方案確定機(jī)構(gòu)改革方案,藥監(jiān)系統(tǒng)從中央到地方都將先后進(jìn)行機(jī)構(gòu)改革。中央和地方藥監(jiān)系統(tǒng)不僅要求上下對(duì)口,同時(shí)必須從地方政府實(shí)際出發(fā),因地制宜,不設(shè)時(shí)間限制進(jìn)行機(jī)構(gòu)改革。地市級(jí)藥監(jiān)系統(tǒng)的機(jī)構(gòu)改革必須以國(guó)家藥監(jiān)局的機(jī)構(gòu)改革方案為主線,并且緊緊依靠地方政府,理順監(jiān)管的體制,制定一套契合當(dāng)?shù)氐膶?shí)際監(jiān)管現(xiàn)狀的機(jī)構(gòu)改革方案,并順利完成機(jī)構(gòu)改革適應(yīng)新的監(jiān)管形勢(shì)。 本文以C市藥品監(jiān)督管理局的成立與兩次機(jī)構(gòu)改革的過程為基線,以我國(guó)藥監(jiān)系統(tǒng)機(jī)構(gòu)改革為背景,,參照約翰.科特教授關(guān)于組織變革的理論,具體就改革的動(dòng)力、阻力、策略和實(shí)施改革全程等內(nèi)容進(jìn)行分析,探求和總結(jié)政府機(jī)構(gòu)改革的策略和經(jīng)驗(yàn),謀求一套適合C市藥監(jiān)部門機(jī)構(gòu)改革的科學(xué)的規(guī)律和指導(dǎo)理論。
[Abstract]:This case takes the reform of government functional departments as the background, and has some practical guiding significance to the theoretical research of organizational change. The Drug Administration is a functional department of public administration of the government. As an administrative organization, its organizational change is different from the organizational change of the enterprise. The reason, motive force and resistance of the change are the reasons, the motive force and the resistance. The process of change, the strategy of change and the success or failure of change are worthy of in-depth study, which can be used for reference and guidance to the reform of government institutions in the future. According to the trend of government agency reform in our country, the State Council adopts the "three-definite" plan to determine the plan of agency reform, and the drug supervision system will be reformed successively from the central to the local level. The central and local drug supervision systems not only require the upper and lower counterparts, but also must proceed from the reality of the local government, adapt to local conditions, and carry out institutional reform without setting time limits. The institutional reform of the prefectural and municipal drug supervision system must take the institutional reform plan of the National Drug Administration as the main line, and rely heavily on the local government, straighten out the regulatory system, and formulate a set of institutional reform plans that are in line with the actual situation of the local supervision. And the successful completion of institutional reform to adapt to the new regulatory situation. In this paper, the establishment of C City Drug Administration and the process of two institutional reforms as the baseline, based on the institutional reform of China's drug supervision system, reference to John. Professor Kurt's theory of organizational change analyzes the motive force, resistance, strategy and the whole course of the reform, and explores and summarizes the strategies and experiences of the reform of government institutions. To seek a set of scientific laws and guiding theories suitable for the reform of drug supervision department in C city.
