【摘要】：當(dāng)前長(zhǎng)沙縣城區(qū)城市管理已經(jīng)相對(duì)完善和規(guī)范,管理體制比較成熟。而鄉(xiāng)鎮(zhèn)與城市相比,管理還比較薄弱,在基礎(chǔ)設(shè)施、公共服務(wù)設(shè)施及社會(huì)公共事務(wù)管理等方面還面臨著許多的難題。鄉(xiāng)鎮(zhèn)特定的區(qū)域特點(diǎn)和風(fēng)格,決定著鄉(xiāng)鎮(zhèn)的管理存在復(fù)雜性。而經(jīng)濟(jì)的飛速發(fā)展,城市化進(jìn)程的不斷加快,鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)在增長(zhǎng),鄉(xiāng)鎮(zhèn)規(guī)模在擴(kuò)大,人民生活水平在提高,像城市居民一樣,集鎮(zhèn)居民也開始對(duì)生活環(huán)境和物質(zhì)條件提出更高層次的需求,相對(duì)滯后的鄉(xiāng)鎮(zhèn)管理不能滿足人們的需求,鄉(xiāng)鎮(zhèn)管理引入城市管理經(jīng)驗(yàn)便成為解決這一問(wèn)題的重要途徑。 本文以長(zhǎng)沙縣現(xiàn)有的城市管理體制以及鄉(xiāng)鎮(zhèn)管理舉措、取得的成效、存在的問(wèn)題、解決的對(duì)策為研究的對(duì)象。通過(guò)走訪本縣部分鄉(xiāng)鎮(zhèn)城管辦及鄉(xiāng)鎮(zhèn)城管執(zhí)法中隊(duì),了解鄉(xiāng)鎮(zhèn)管理引入城市管理經(jīng)驗(yàn)取得的成效、存在的問(wèn)題及解決的思路；通過(guò)互聯(lián)網(wǎng)了解國(guó)內(nèi)其它地區(qū)及國(guó)外鄉(xiāng)鎮(zhèn)管理的經(jīng)驗(yàn),總結(jié)存在的不足；翻閱文獻(xiàn)資料,詳細(xì)了解鄉(xiāng)鎮(zhèn)管理引入城市管理經(jīng)驗(yàn)方面的內(nèi)容。力求從提高鄉(xiāng)鎮(zhèn)政府的管理能力、完善鄉(xiāng)鎮(zhèn)管理職能、加強(qiáng)鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施建設(shè)、制定鄉(xiāng)鎮(zhèn)管理實(shí)施辦法或措施、結(jié)合本地實(shí)際,探索管理新模式等方面探討鄉(xiāng)鎮(zhèn)管理工作的創(chuàng)新舉措,以適應(yīng)城鄉(xiāng)一體化的要求,實(shí)現(xiàn)城市管理的城鄉(xiāng)對(duì)接,進(jìn)而提升鄉(xiāng)鎮(zhèn)管理水平。本文以長(zhǎng)沙縣城市管理現(xiàn)狀為基礎(chǔ),結(jié)合國(guó)內(nèi)外鄉(xiāng)鎮(zhèn)管理引入城市管理經(jīng)驗(yàn)的做法,對(duì)選題背景和意義、國(guó)內(nèi)外研究現(xiàn)狀以及研究?jī)?nèi)容及方法進(jìn)行分析,并對(duì)城鄉(xiāng)統(tǒng)籌理論、新公共管理理論、治理與善治理論、社會(huì)正義理論進(jìn)行了詳細(xì)闡述。結(jié)合實(shí)際分析了城鄉(xiāng)一體化背景下長(zhǎng)沙縣鄉(xiāng)鎮(zhèn)管理引入城市管理經(jīng)驗(yàn)的現(xiàn)狀,深入探討了鄉(xiāng)鎮(zhèn)管理引入城市管理經(jīng)驗(yàn)的緣起和進(jìn)展,對(duì)鄉(xiāng)鎮(zhèn)管理引入城市管理經(jīng)驗(yàn)產(chǎn)生的背景、取得的成果、發(fā)展的方向進(jìn)行深入研究。挖掘了鄉(xiāng)鎮(zhèn)管理引入城市管理經(jīng)驗(yàn)過(guò)程中存在的問(wèn)題,提出鄉(xiāng)鎮(zhèn)管理引入城市管理經(jīng)驗(yàn)改進(jìn)的對(duì)策建議。
[Abstract]:At present, Changsha urban area management has been relatively perfect and standardized, the management system is relatively mature. Compared with the city, the township is still relatively weak in management, in infrastructure, public service facilities and social public affairs management and other aspects are still facing a lot of difficulties. The specific regional characteristics and style of the township determine the complexity of the management of the township. With the rapid development of the economy and the acceleration of the urbanization process, the township economy is growing, the township scale is expanding, and the people's living standards are improving, just like the urban residents. Market residents also began to put forward a higher level of demand for the living environment and material conditions. The relatively backward township management can not meet the needs of people. The introduction of urban management experience into township management has become an important way to solve this problem. This paper focuses on the existing urban management system and township management measures in Changsha County, as well as the achievements, existing problems and countermeasures. By visiting some township urban management offices and township urban management law enforcement teams in this county, we can find out the results, problems and solutions of town management introduced into urban management experience. Through the Internet to understand the experience of other domestic and foreign township management, sum up the shortcomings, read the literature, detailed understanding of township management into the urban management experience of the content. In order to improve the management ability of the township government, improve the management function of the township, strengthen the infrastructure construction of the township, formulate the measures or measures for the implementation of the township management, and combine with the local reality, In order to meet the needs of the integration of urban and rural areas, to realize the urban-rural connection of urban and rural management, and to improve the level of township management, the paper probes into the innovative measures of township management from the aspects of new management mode and so on. Based on the present situation of urban management in Changsha County and the practice of introducing urban management experience into township management at home and abroad, this paper analyzes the background and significance of the topic, the current research situation at home and abroad, the contents and methods of the research, and the theory of urban and rural planning. New public management theory, governance and good governance theory, social justice theory is elaborated in detail. This paper analyzes the present situation of introducing urban management experience into township management in Changsha county under the background of urban-rural integration, probes into the origin and progress of town management introducing urban management experience, and discusses the background of introducing urban management experience into township management. The results achieved and the direction of development are studied in depth. This paper excavates the problems existing in the process of introducing urban management experience into township management, and puts forward some countermeasures and suggestions for the improvement of town management introducing urban management experience.
