基層民主與社會管理創(chuàng)新路徑研究

【摘要】：黨的十八屆三中全會提出了全面深化改革的總目標，即“完善和發(fā)展中國特色社會主義制度，，推進國家治理體系和治理能力現(xiàn)代化”。發(fā)展基層民主、促進社會管理創(chuàng)新是實現(xiàn)這一總目標的題中應(yīng)有之義。 我國基層民主主要體現(xiàn)為廣大基層群眾依法行使民主選舉、民主決策、民主管理、民主監(jiān)督權(quán)利，參與國家事務(wù)及經(jīng)濟文化社會事業(yè)的管理，具有主體廣泛、內(nèi)容豐富性、實現(xiàn)過程直接、途徑多樣等諸多特點。社會管理主要是政府等公共部門為促進社會系統(tǒng)協(xié)調(diào)運轉(zhuǎn)和有序發(fā)展，對社會系統(tǒng)的各個組成部分、社會生活的不同領(lǐng)域以及社會發(fā)展的各個環(huán)節(jié)進行有計劃的組織、協(xié)調(diào)、監(jiān)督和控制的過程。基層民主與社會管理有著內(nèi)在關(guān)聯(lián)性。基層民主是社會管理創(chuàng)新的新途徑，而社會管理創(chuàng)新又將促進基層民主的深入發(fā)展。 現(xiàn)階段我國基層民主和社會管理都取得了巨大成就，但問題和矛盾也不可忽視。如在基層民主實踐方面還存在民主管理不夠科學(xué)、民主監(jiān)督薄弱、民主參與不足等問題；在社會管理過程中還存在著制度與機制不夠健全、管理手段和方法單一、監(jiān)管薄弱、主體責任不明等不足。 新時期從基層治理和社會管理角度推進國家治理體系和治理能力現(xiàn)代化，必須堅持以基層民主促進社會管理創(chuàng)新。一要大力發(fā)展協(xié)商民主，擴大直接民主，完善民主機制，拓寬社會管理渠道。二要加強制度建設(shè)，強化民主監(jiān)督，促進社會善治。三要大力培育社會組織，擴大民主參與，充實社會管理主體。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward the general goal of deepening the reform in an all-round way, that is, "to perfect and develop the socialist system with Chinese characteristics, to promote the modernization of the national governance system and governance ability". Developing grassroots democracy and promoting social management innovation are the key to realize this goal. Grassroots democracy in China is mainly embodied in the exercise of democratic elections, democratic decision-making, democratic management, democratic supervision and participation in the management of state affairs and economic, cultural and social undertakings by the broad masses of grass-roots people in accordance with the law. The realization process is direct, the way is various and so on many characteristics. Social management mainly refers to the government and other public departments, in order to promote the coordinated operation and orderly development of the social system, to organize and coordinate the various components of the social system, the different fields of social life and the various links of social development. The process of monitoring and controlling. Basic-level democracy and social management are intrinsically related. Grassroots democracy is a new way of social management innovation, and social management innovation will promote the further development of grass-roots democracy. At present, democracy and social management have made great achievements in our country, but the problems and contradictions can not be ignored. For example, in the practice of democracy at the grass-roots level, there are still some problems such as unscientific democratic management, weak democratic supervision and insufficient democratic participation. In the process of social management, the system and mechanism are not perfect, the management means and methods are single, the supervision is weak, and the responsibility of the subject is not clear. In the new period, it is necessary to promote the modernization of national governance system and governance ability from the angle of grass-roots governance and social management, so we must persist in promoting social management innovation by grass-roots democracy. First, we should vigorously develop deliberative democracy, expand direct democracy, improve democratic mechanisms, and broaden social management channels. Second, strengthen system construction, strengthen democratic supervision, and promote social good governance. Third, we should vigorously cultivate social organizations, expand democratic participation, and enrich the main body of social management.
