【摘要】：基本公共服務(wù)均等化是當(dāng)前市場經(jīng)濟(jì)條件下實(shí)現(xiàn)社會(huì)公平、公正的核心內(nèi)容,而基本公共服務(wù)均等化中環(huán)保公共服務(wù)均等化是一個(gè)全新的研究領(lǐng)域。要實(shí)現(xiàn)城鄉(xiāng)基本公共服務(wù)均等化的前提必須實(shí)現(xiàn)環(huán)保公共服務(wù)均等化。因此最大可能的提供環(huán)保公共服務(wù)產(chǎn)品,即為最大限度的滿足廣大群眾日益增加環(huán)保公共服務(wù)需求,是新時(shí)期服務(wù)型政府提高人們?nèi)罕姖M意度工作中的重點(diǎn)內(nèi)容。環(huán)保公共服務(wù)均等化是我國政府落實(shí)科學(xué)發(fā)展觀、構(gòu)建社會(huì)主義和諧社會(huì)、建立生態(tài)文明、確保發(fā)展成果不影響人們、發(fā)展成果由人民共享的重大公共管理政策。因此,系統(tǒng)的研究南寧市環(huán)保公共服務(wù)均等化的問題和相應(yīng)對(duì)策,為構(gòu)建環(huán)保公共服務(wù)均等化局面具有重要的理論和實(shí)踐意義。本文結(jié)合了南寧市發(fā)展?fàn)顩r分析了環(huán)保公共服務(wù)情況,通過實(shí)地調(diào)研,數(shù)據(jù)搜索、文獻(xiàn)綜述、案例分析、數(shù)據(jù)分析比較等一系列科研方法,解釋了公共管理的含義和內(nèi)容、基本公共服務(wù)均等化內(nèi)涵、環(huán)保公共服務(wù)的內(nèi)容和范圍、環(huán)保公共服務(wù)均等化的概念。采用實(shí)地調(diào)查,以南寧市城區(qū)和縣城居民為調(diào)研對(duì)象,總結(jié)調(diào)查結(jié)果,得出南寧市環(huán)保公共服務(wù)均等化存在職能、政策法規(guī)、財(cái)政以及指標(biāo)體系方面的問題,并逐一分析。最后結(jié)合南寧市發(fā)展現(xiàn)狀以及國家環(huán)保公共服務(wù)均等化的大環(huán)境下,提出要提高政府部門對(duì)環(huán)保公共服務(wù)均等化的意識(shí)和職責(zé)、完善環(huán)保公共服務(wù)的政策和法規(guī)、建立、完善環(huán)保公共服務(wù)財(cái)政支出和轉(zhuǎn)移支付體系及合理構(gòu)建環(huán)保公共服務(wù)均等化評(píng)價(jià)指標(biāo)體系等一些需要改進(jìn)的措施,并一一對(duì)這些對(duì)策進(jìn)行分解、層層落實(shí),以保證南寧市環(huán)保公共服務(wù)均等化的順利實(shí)現(xiàn)。
[Abstract]:The equalization of basic public services is the core content of realizing social fairness and justice under the current market economy condition, and the equalization of environmental protection public services in the equalization of basic public services is a new research field. In order to realize the equalization of urban and rural basic public services, we must realize the equalization of environmental protection public services. Therefore, to provide environmental protection public service products as far as possible, that is, to meet the increasing demand of environmental protection public service to the maximum extent, is the key content of the service government in the new period to improve the people's satisfaction. Equalization of environmental protection public services is an important public management policy that our government implements the scientific development view, constructs the socialist harmonious society, establishes the ecological civilization, ensures that the development results do not affect the people, and the development results are shared by the people. Therefore, it is of great theoretical and practical significance to systematically study the equalization of environmental protection public services in Nanning and the corresponding countermeasures for constructing the equalization of environmental protection public services. Combined with the development of Nanning City, this paper analyzes the situation of environmental protection public service, and explains the meaning and content of public management through a series of scientific research methods, such as field investigation, data search, literature review, case analysis, data analysis and comparison, etc. The connotation of equalization of basic public services, the content and scope of environmental protection public services, and the concept of equalization of environmental protection public services. By field investigation, taking the residents of Nanning city and county as the objects of investigation, the results of the investigation are summarized, and the problems in the functions, policies, regulations, finance and index system of the equalization of environmental protection public services in Nanning are obtained and analyzed one by one. Finally, in the light of the development situation of Nanning City and the national environment of equalization of environmental protection public services, it is proposed to raise the awareness and responsibilities of government departments on equalization of environmental protection public services, to improve the policies and regulations of environmental protection public services, and to establish, Some measures that need to be improved, such as perfecting the fiscal expenditure and transfer payment system of environmental protection public services and rationally constructing the equalization evaluation index system of environmental protection public services, are decomposed and implemented layer by layer.
