【摘要】：隨著政府功能的擴(kuò)張與強(qiáng)化,民眾要求政府以最經(jīng)濟(jì)的成本提供最優(yōu)質(zhì)的服務(wù)。為提高績效,政府開始在“新公共管理”改革中結(jié)合公共組織特點(diǎn),借鑒企業(yè)績效管理理論,改善政府組織結(jié)構(gòu)、管理模式。我國在20世紀(jì)90年代引入了政府績效管理理念與相關(guān)理論,并將績效管理方法在地方政府試點(diǎn)運(yùn)用。作為與民眾關(guān)系較為密切部門的民政部門,也開始引入政府績效管理。本文以十八大對民政工作新要求為背景,以中部地區(qū)城市H市民政機(jī)關(guān)為研究對象,運(yùn)用績效管理理論,集中分析了新形勢下H市民政機(jī)關(guān)人力資源績效管理必要性與可行性。在H市民政機(jī)關(guān)績效管理現(xiàn)狀分析部分,指出了該機(jī)構(gòu)在績效管理中存在問題,分析了績效管理問題原因。在H市民政機(jī)關(guān)績效指標(biāo)體系設(shè)計(jì)部分,提出了民政機(jī)關(guān)績效指標(biāo)內(nèi)涵,研究了民政機(jī)關(guān)績效設(shè)計(jì)原則,并探討了其應(yīng)該做好的設(shè)計(jì)準(zhǔn)備,從考核指標(biāo)、實(shí)施方案兩方面構(gòu)建了H市民政機(jī)關(guān)績效指標(biāo)體系,并研究了考核原則。隨后,從基本思路、基本原則、準(zhǔn)備工作、流程規(guī)范等方面討論了H市民政機(jī)關(guān)績效管理過程控制。最后,對H市民政機(jī)關(guān)績效管理保障體系進(jìn)行了研究。
[Abstract]:With the expansion and enhancement of government function, people demand the government to provide the best service at the most economical cost. In order to improve the performance, the government began to combine the characteristics of public organizations in the reform of "new public management", draw lessons from the theory of enterprise performance management, improve the organizational structure and management mode of the government. In the 1990s, China introduced the concept and related theories of government performance management, and applied the method of performance management to local governments. As a close relationship with the public, the civil affairs department, also began to introduce government performance management. Based on the new requirements of the 18th National Congress of the Communist Party of China (CPC) on civil affairs, this paper focuses on the necessity and feasibility of the performance management of human resources in the city of H under the new situation by using the theory of performance management and taking the civil administration of H city in the central region as the research object. In the part of the analysis of the present situation of the performance management of the civil administration in H city, the paper points out the problems existing in the performance management of this institution, and analyzes the causes of the problems in the performance management. In the design part of the performance index system of civil administration in H city, this paper puts forward the connotation of the performance index of civil administration, studies the principles of civil affairs performance design, and probes into the design preparation that should be made. The performance index system of civil administration in H city is constructed in two aspects, and the evaluation principle is studied. Then, this paper discusses the performance management process control of civil administration in H city from the following aspects: basic ideas, basic principles, preparation work, process specification and so on. Finally, the H city civil administration performance management security system was studied.
