重慶市獨立學院畢業(yè)生就業(yè)問題及其對策研究

【摘要】:自高等教育從精英教育向大眾教育轉型尤其是高校實施大規(guī)模擴招以來,大學生就業(yè)問題就一直備受關注,而隨著我國社會經(jīng)濟的發(fā)展及受改革初期實行的人口政策影響,21世紀以來我國新成長的勞動力高峰值屢創(chuàng)新高,每年高校畢業(yè)生人數(shù)呈幾何螺旋狀增長,而其中受沖擊最大的就是新興的獨立學院獨立學院。畢業(yè)生的就業(yè)問題不僅關系著獨立學院的生存和發(fā)展,是檢驗獨立學院辦學成果的重要指標,而且也直接到社會的穩(wěn)定和國家的長治久安。黨的十八大報告明確提出:要推動實現(xiàn)更高質(zhì)量的就業(yè)。重慶市獨立學院畢業(yè)生的就業(yè)問題更是關系著重慶地區(qū)社會和經(jīng)濟發(fā)展的方方面面,對重慶地區(qū)的長遠發(fā)展有著較為深遠地影響。目前,重慶市共有6所獨立學院且主要以就業(yè)率為指標衡量學生的就業(yè)情況,重“量”輕“質(zhì)”,缺乏科學性,筆者自2010年7月開始一直在獨立學院從事畢業(yè)生相關工作,了解學生真實的就業(yè)情況,以SWSM畢業(yè)生的就業(yè)情況現(xiàn)狀為立足點,研究重慶市獨立學院畢業(yè)生就業(yè)問題,分析目前重慶市6所獨立學院畢業(yè)生就業(yè)的現(xiàn)狀,結合重慶市政府及相關職能部門對畢業(yè)生就業(yè)的支持政策及服務保障措施情況從理論與實證兩方面進行分析。本文先對重慶市獨立學院畢業(yè)生就業(yè)現(xiàn)狀及問題進行整體分析,包括重慶市幾所獨立學院的發(fā)展現(xiàn)狀,畢業(yè)生就業(yè)現(xiàn)狀及存在的問題;其次從就業(yè)率、畢業(yè)去向、就業(yè)流向、月薪水平、專業(yè)對口度、就業(yè)滿意度、畢業(yè)生就業(yè)能力評價、對學校提供就業(yè)服務保障滿意度等方面全面分析SWSM學院畢業(yè)生就業(yè)現(xiàn)狀并指出其存在的主要問題;再次,針對存在的問題提出了改善SWSM學院畢業(yè)生就業(yè)現(xiàn)狀的有效途徑:1.落實“一把手”工程;2.努力探索創(chuàng)新與就業(yè)相結合的育人新模式,打造特色就業(yè)體系;3.建立全方位一體化的就業(yè)服務平臺,保障就業(yè)工作有序高效進行;4.加強校企合作,校地共建,促進校園就業(yè)市場建設;5.以新媒體為載體,使校園招聘常態(tài)化;谛鹿补芾淼囊暯窍陆Y合國家、地區(qū)及學校發(fā)展的實際情況,從重慶市政府職能轉變、學校關于就業(yè)服務的職能轉變等多方面入手,提出切實可行的解決辦法。
[Abstract]:Since the transformation of higher education from elite education to mass education, especially the large-scale expansion of enrollment in colleges and universities, the employment of college students has been a matter of great concern. With the development of our country's social economy and the influence of the population policy implemented in the early stage of reform, the number of newly growing labor force in our country has repeatedly reached new highs since the 21st century, and the number of college graduates increases in a geometric spiral every year. Among them the biggest impact is the emerging independent colleges. The employment of graduates is not only related to the survival and development of independent colleges, but also to the stability of society and the long-term stability of the country. The report of the party's 18-year Congress made it clear that higher-quality employment should be promoted. The employment of the graduates of Chongqing Independent College is related to all aspects of the social and economic development of Chongqing, and has a profound impact on the long-term development of Chongqing. At present, there are 6 independent colleges in Chongqing, which mainly measure the employment situation of students with the employment rate as the index, and pay more attention to "quantity" than "quality" and lack of scientific nature. The author has been engaged in graduate related work in independent college since July 2010. To understand the real employment situation of students, take the employment situation of SWSM graduates as the foothold, study the employment problem of the graduates of Chongqing Independent College, analyze the present employment situation of the graduates of 6 independent colleges in Chongqing. Combined with Chongqing municipal government and relevant functional departments of the graduate employment support policies and service measures from the theoretical and empirical analysis. This article first carries on the overall analysis to the Chongqing independent college graduate employment present situation and the question, including Chongqing several independent colleges' development present situation, the graduate employment present situation and the existence question, then from the employment rate, the graduation destination, the employment direction, the employment direction, Monthly salary level, professional counterpart, employment satisfaction, graduate employability evaluation, the school provides employment service security satisfaction and other aspects of comprehensive analysis of the employment status of SWSM college graduates and pointed out the main problems; third, In view of the existing problems, this paper puts forward the effective ways to improve the employment status of SWSM college graduates: 1. To carry out the "No. 1" project; 2. Strive to explore the combination of innovation and employment of a new mode of education, to create a unique employment system; 3. Establish a comprehensive and integrated employment service platform to ensure an orderly and efficient employment work; 4. Strengthen the cooperation between schools and enterprises, and promote the construction of campus employment market. Take the new media as the carrier, makes the campus recruitment norm. Based on the actual situation of the development of state, region and school from the perspective of new public management, this paper puts forward some feasible solutions from the transformation of Chongqing municipal government's function and the transformation of school's function of employment service.
