湖南省五團(tuán)鎮(zhèn)政府公共服務(wù)水平建設(shè)研究

【摘要】：自改革開放以來(lái),我國(guó)的農(nóng)村面貌日新月異,取得了一定的成績(jī),作為我國(guó)中部地區(qū)的湖南省的農(nóng)村地區(qū)改變很大,尤其是近年來(lái),各地陸續(xù)實(shí)現(xiàn)了村村通公路、安全飲水工程、農(nóng)村電網(wǎng)改造、醫(yī)療衛(wèi)生的加大投入及公共文化設(shè)施的投入等,農(nóng)村公共服務(wù)水平建設(shè)得到了很大的發(fā)展。但由于特殊的歷史和地理原因,以及我國(guó)長(zhǎng)期存在城鄉(xiāng)二元化的體制問(wèn)題,我國(guó)中部地區(qū)偏遠(yuǎn)農(nóng)村公共服務(wù)水平建設(shè)仍然比較落后,而處于我國(guó)中部偏遠(yuǎn)地區(qū)的最基層政府——鄉(xiāng)鎮(zhèn)政府擔(dān)任著改變農(nóng)村基層面貌的重要責(zé)任,提升農(nóng)村公共服務(wù)水平,是當(dāng)前鄉(xiāng)鎮(zhèn)政府的主要責(zé)任之一。正是基于這樣的認(rèn)識(shí),本文從當(dāng)前國(guó)內(nèi)外公共服務(wù)水平的研究背景以及研究意義出發(fā),以新公共管理理論、新公共服務(wù)理論、治理與善治論以及公共經(jīng)濟(jì)理論為理論基礎(chǔ),從公共教育、醫(yī)療衛(wèi)生、公共基礎(chǔ)設(shè)施、社會(huì)保障、公共文化、環(huán)境衛(wèi)生等六個(gè)方面對(duì)五團(tuán)鎮(zhèn)政府干部職工及五團(tuán)鎮(zhèn)所轄的16個(gè)村(居)對(duì)五團(tuán)鎮(zhèn)政府公共服務(wù)能力建設(shè)進(jìn)行問(wèn)卷調(diào)查與實(shí)地訪談,并對(duì)調(diào)查所得到的數(shù)據(jù)進(jìn)行科學(xué)的分析,同時(shí)通過(guò)全方面的闡述五團(tuán)鎮(zhèn)政府公共服務(wù)水平的現(xiàn)狀及當(dāng)前存在的不足等方式,充分全面的反映了以五團(tuán)鎮(zhèn)政府為代表的我國(guó)中部地區(qū)鄉(xiāng)鎮(zhèn)政府當(dāng)前公共服務(wù)水平建設(shè)的現(xiàn)狀及存在的不足。筆者選擇以五團(tuán)鎮(zhèn)為本文研究的代表,目的在于通過(guò)實(shí)證調(diào)查研究,真實(shí)反映當(dāng)前五團(tuán)鎮(zhèn)政府公共服務(wù)水平建設(shè)的現(xiàn)狀,通過(guò)以點(diǎn)帶面折射出我國(guó)中部地區(qū)偏遠(yuǎn)鄉(xiāng)鎮(zhèn)政府的公共服務(wù)水平現(xiàn)狀,從而為其今后的發(fā)展當(dāng)?shù)亟?jīng)濟(jì)提供一定的參考依據(jù)。本文以新公共管理理論、新公共服務(wù)理論、治理與善治論、公共經(jīng)濟(jì)理論為理論依據(jù),綜合運(yùn)用了文獻(xiàn)研究法、比較研究問(wèn)卷調(diào)查法、案例分析法,系統(tǒng)地研究了闡述了湖南省五團(tuán)鎮(zhèn)政府公共服務(wù)水平建設(shè)的現(xiàn)狀及不足。通過(guò)深入的研究,本文主要形成了以下認(rèn)識(shí)：(一)雖然近年來(lái),五團(tuán)鎮(zhèn)政府公共服務(wù)水平建設(shè)取得了很大的發(fā)展,但作為基層的鄉(xiāng)鎮(zhèn)政府的公共服務(wù)水平建設(shè)遠(yuǎn)遠(yuǎn)跟不上我國(guó)整體的發(fā)展形勢(shì),依然處于相對(duì)落后的狀況；(二)盡管近年來(lái),湖南省五團(tuán)鎮(zhèn)政府的公共服務(wù)水平建設(shè)有所提升,但離當(dāng)期廣大群眾的需求還相距甚遠(yuǎn)；(三)湖南省五團(tuán)鎮(zhèn)政府提供的公共服務(wù)水平建設(shè)存在不均衡發(fā)展現(xiàn)象,重建設(shè)型公共投資、輕服務(wù)型公共投資;(四)湖南省五團(tuán)鎮(zhèn)當(dāng)前公共服務(wù)供給主體單一,單純的依靠政府進(jìn)行公共服務(wù)投入,很難達(dá)到群眾日益增長(zhǎng)的物質(zhì)文化需求。(五)提升湖南省五團(tuán)鎮(zhèn)政府公共服務(wù)水平建設(shè),在加大財(cái)政投入的同時(shí),更需完善湖南省五團(tuán)鎮(zhèn)政府及其工作人員的管理機(jī)制。
[Abstract]:Since the reform and opening up, the countryside of our country has changed with each passing day, and has made certain achievements. As the central part of our country, the rural areas of Hunan Province have changed greatly, especially in recent years, the villages and villages have been connected to highways in various places. The construction of rural public service level has been greatly developed, such as safe drinking water project, rural power grid reconstruction, increased investment in medical and health care and public cultural facilities. However, due to special historical and geographical reasons and the long-standing system problems of urban-rural dualization in China, the construction of public services in remote rural areas in central China is still relatively backward. The township government, which is located in the remote area of central China, plays an important role in changing the appearance of the rural grassroots. It is one of the main responsibilities of the township government to improve the level of rural public service. Based on this understanding, this paper starts from the current research background and significance of the level of public service at home and abroad, based on the new public management theory, new public service theory, governance and good governance theory and public economic theory as the theoretical basis. From public education, health care, public infrastructure, social security, public culture, Environmental health and other six aspects of Wutuan Town government cadres and workers and Wutuan Town of 16 villages (residents) Wutuan Town government capacity building conducted a questionnaire survey and field interviews, and scientific analysis of the data obtained from the survey. At the same time, through the overall elaboration of the Wutuanzhen government public service level of the status quo and the current shortcomings and other ways, It fully reflects the current situation and shortcomings of the construction of the public service level of the township government in the central region of China, which is represented by the Wutuanzhen government. The author chooses Wutuan Town as the representative of this paper, in order to truly reflect the current situation of government public service level construction in Wutuan Town through empirical investigation and research. The present situation of the public service level of the remote township government in the central region of China is reflected from the point of view, thus providing a certain reference for the development of the local economy in the future. Based on the new public management theory, new public service theory, governance and good governance theory, and public economic theory, this paper synthetically applies the literature research method, the comparative research questionnaire method, the case analysis method. This paper systematically studies the present situation and deficiency of the construction of government public service level in Wutuan Town, Hunan Province. Through in-depth research, this paper has mainly formed the following understanding: (1) although in recent years, Wutuanzhen government has made great progress in the construction of public service level, However, the public service level of the township government at the grass-roots level is far from keeping up with the overall development situation in China, and it is still in a relatively backward situation; (2) although in recent years, the public service level of the government of Wutuanzhen in Hunan Province has improved somewhat, However, it is still far from the needs of the masses in the current period. (3) the construction of public services provided by the government of Wutuanzhen, Hunan Province, has a phenomenon of uneven development and re-construction of public investment. Light service type of public investment; (4) Wutuan Town of Hunan Province at present the main body of public service supply is single, relying solely on the government for public service investment, it is difficult to meet the increasing material and cultural needs of the masses. (5) to improve the public service level of the government of Wutuan Town in Hunan Province, it is necessary to improve the management mechanism of the government of Wutuan Town and its staff while increasing the financial input.
