【摘要】：國際金融危機(jī)以來，世界經(jīng)濟(jì)格局發(fā)生了深刻地變化，以重大技術(shù)突破和重大發(fā)展需求為基礎(chǔ)的戰(zhàn)略性新興產(chǎn)業(yè)已成為引領(lǐng)未來經(jīng)濟(jì)社會發(fā)展的重要力量。2010年，國務(wù)院出臺了《關(guān)于加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的決定》（國發(fā)〔2010〕32號）。在此基礎(chǔ)上，吉林省政府于2011年出臺了《吉林省戰(zhàn)略性新興產(chǎn)業(yè)培育計劃（2011-2015年）》（吉政發(fā)〔2011〕22號），計劃通過5到10年的努力，不斷擴(kuò)大產(chǎn)業(yè)規(guī)模，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，增強創(chuàng)新能力，形成布局合理、牽動性大、競爭力強的戰(zhàn)略性新興產(chǎn)業(yè)體系和產(chǎn)業(yè)格局，使戰(zhàn)略性新興產(chǎn)業(yè)成為我省國民經(jīng)濟(jì)的先導(dǎo)和支柱產(chǎn)業(yè)。 論文以吉林省發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)為研究對象，以新公共管理理論為指導(dǎo)，對全省戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的現(xiàn)狀進(jìn)行了解析。從目前的實際情況來看，，吉林省戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展處于起步階段,產(chǎn)業(yè)規(guī)模相對來說還比較小，產(chǎn)業(yè)鏈條相對來說還比較短，帶動能力和整體競爭實力不強；企業(yè)自主創(chuàng)新主體地位尚未確立，區(qū)域創(chuàng)新能力較弱，缺乏產(chǎn)業(yè)核心技術(shù)；科技投入相對仍然不足，科技成果轉(zhuǎn)化能力還需進(jìn)一步提高；很多產(chǎn)業(yè)發(fā)展的體制機(jī)制、市場環(huán)境等還不健全，缺少產(chǎn)業(yè)領(lǐng)軍人才，各類服務(wù)體系還需完善。筆者認(rèn)為，加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)是貫徹落實科學(xué)發(fā)展觀，轉(zhuǎn)方式、調(diào)結(jié)構(gòu)、促發(fā)展的重要途徑，是實現(xiàn)吉林老工業(yè)基地全面振興的重要舉措，是解決經(jīng)濟(jì)危機(jī)造成經(jīng)濟(jì)停滯增長的有效途徑。作為政府部門，應(yīng)當(dāng)高度重視、科學(xué)謀劃、強化措施，加大實施力度、加快產(chǎn)業(yè)發(fā)展速度、提高產(chǎn)業(yè)發(fā)展質(zhì)量、擴(kuò)大產(chǎn)業(yè)發(fā)展規(guī)模，為企業(yè)發(fā)展創(chuàng)造良好的、公平的競爭環(huán)境，推進(jìn)吉林省戰(zhàn)略性新興產(chǎn)業(yè)快速持續(xù)健康發(fā)展，使戰(zhàn)略性新興產(chǎn)業(yè)盡快成為先導(dǎo)性和支柱性產(chǎn)業(yè)，增強吉林省發(fā)展實力，促進(jìn)吉林省早日實現(xiàn)全面建成小康社會的奮斗目標(biāo)。 本文共分五部分：第一部分緒論，對論文的研究意義、研究框架和研究方法進(jìn)行了簡要介紹；第二部分，簡要對吉林省戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展概況進(jìn)行了闡述。第三部分，對吉林省政府推進(jìn)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展現(xiàn)狀及存在的主要問題了評價。第四部分對國內(nèi)外政府推進(jìn)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展經(jīng)驗借鑒進(jìn)行了闡述。第五部分，在分析戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展面臨的主要問題的基礎(chǔ)上，對吉林省政府推進(jìn)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展提出建議：一是實施重點突破帶動戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展。二是提升傳統(tǒng)產(chǎn)業(yè)催生戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展。三是加快科技創(chuàng)新驅(qū)動戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展。四是建設(shè)人才隊伍支撐戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展。五是培育新興市場拉動戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展。六是加強交流合作促進(jìn)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展。七是強化資本集聚支持戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展。八是營創(chuàng)發(fā)展環(huán)境加快戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展。
