【摘要】：農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營是我國農(nóng)業(yè)經(jīng)營體制機(jī)制的創(chuàng)新，是現(xiàn)代農(nóng)業(yè)發(fā)展的方向，是繼家庭聯(lián)產(chǎn)承包責(zé)任制和鄉(xiāng)鎮(zhèn)企業(yè)異軍突起的第三次農(nóng)村變革。它是農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)發(fā)展過程中多種矛盾相互作用的結(jié)果，是農(nóng)村廣大干部群眾在市場(chǎng)經(jīng)濟(jì)條件下積極探索農(nóng)業(yè)發(fā)展新路的結(jié)果。而一開始由政府來探索農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營的模式就決定了政府在推動(dòng)農(nóng)業(yè)產(chǎn)業(yè)化中必須發(fā)揮其應(yīng)有的作用。張家口是典型的山城，經(jīng)濟(jì)水平相對(duì)落后，農(nóng)民生活相對(duì)貧困，走農(nóng)業(yè)產(chǎn)業(yè)化路子，是增加農(nóng)民收入、縮小貧富差距的重要途徑。發(fā)達(dá)國家和我國沿海地區(qū)農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營的成功經(jīng)驗(yàn)告訴我們，在張家口的農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營中政府應(yīng)有所為有所不為，應(yīng)不斷探索發(fā)揮在克服市場(chǎng)不足、降低交易成本、促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化健康有序發(fā)展等方面的積極作用。 在深入研究國內(nèi)外農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展資料的基礎(chǔ)上，對(duì)張家口推動(dòng)農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展的政府服務(wù)職能進(jìn)行了探索。首先，認(rèn)真分析理解農(nóng)業(yè)產(chǎn)業(yè)化相關(guān)概念、農(nóng)業(yè)產(chǎn)業(yè)化的發(fā)展階段及構(gòu)成要素；同時(shí)將近幾年來專家學(xué)者對(duì)政府職能概念的理解與闡述進(jìn)行了列舉，從而激發(fā)更多學(xué)者關(guān)注政府職能的發(fā)揮，特別是服務(wù)型政府建立的理論指導(dǎo)性研究。其次，結(jié)合張家口地區(qū)自身實(shí)際，，以張家口優(yōu)勢(shì)產(chǎn)業(yè)——蔬菜發(fā)展為例，分析在推動(dòng)農(nóng)業(yè)產(chǎn)業(yè)化中存在的問題及原因。最后，利用經(jīng)驗(yàn)總結(jié)法并結(jié)合張家口姚家房鎮(zhèn)等案例，重點(diǎn)從完善市場(chǎng)體系、配強(qiáng)龍頭企業(yè)、加快基地建設(shè)、完善投入機(jī)制、發(fā)揮服務(wù)、協(xié)調(diào)、調(diào)控職能等發(fā)面探索政府推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展的有效途徑。 政府推動(dòng)農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展應(yīng)從兩個(gè)方面分析：第一、政府服務(wù)功能的實(shí)施方式。政府由建國初期的政權(quán)建設(shè)型轉(zhuǎn)向公共服務(wù)型在服務(wù)型政府定位的基礎(chǔ)上,政府的公共管理服務(wù)職能的實(shí)施方式是由市場(chǎng)經(jīng)濟(jì)體制決定的。基于對(duì)服務(wù)型政府職能的認(rèn)識(shí)，對(duì)政府在推動(dòng)農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展中服務(wù)功能的實(shí)施方式也應(yīng)有新的認(rèn)識(shí)。第二、政府推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化的重要舉措。農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營是農(nóng)業(yè)在市場(chǎng)經(jīng)濟(jì)體制發(fā)展到一定程度的產(chǎn)物，政府在干預(yù)過程中必須遵循市場(chǎng)規(guī)律。同時(shí)政府應(yīng)該加大投入，為農(nóng)業(yè)產(chǎn)業(yè)化提供良好的發(fā)展環(huán)境，起到服務(wù)、調(diào)控、協(xié)調(diào)、監(jiān)督的作用。
[Abstract]:Agricultural industrialization management is the innovation of agricultural management system mechanism, the direction of modern agriculture development, and the third rural reform following the household contract responsibility system and the sudden emergence of township enterprises. It is the result of the interaction of various contradictions in the process of agricultural and rural economic development, and the result of the cadres and masses in rural areas actively exploring the new way of agricultural development under the condition of market economy. At the beginning, the government should play its due role in promoting agricultural industrialization by exploring the mode of agricultural industrialization management. Zhangjiakou is a typical mountain city with relatively backward economic level and relative poverty among farmers. Taking the road of agricultural industrialization is an important way to increase farmers' income and narrow the gap between rich and poor. The successful experience of agricultural industrialization management in developed countries and coastal areas of China tells us that the government should do something wrong in Zhangjiakou's agricultural industrialization management, and should constantly explore how to overcome the shortage of the market and reduce the transaction cost. To promote the healthy and orderly development of agricultural industrialization and other aspects of the positive role. On the basis of deeply studying the development data of agricultural industrialization at home and abroad, this paper probes into the government service function of Zhangjiakou in promoting the development of agricultural industrialization. First of all, we should carefully analyze and understand the related concepts of agricultural industrialization, the development stage and components of agricultural industrialization; at the same time, experts and scholars have enumerated the understanding and elaboration of the concept of government function in the past few years. Thus, more scholars pay more attention to the function of government, especially the theoretical guidance research on the establishment of service-oriented government. Secondly, according to the actual situation of Zhangjiakou area, taking Zhangjiakou's advantage industry-vegetable development as an example, this paper analyzes the existing problems and reasons in promoting agricultural industrialization. Finally, using the method of summing up experience and combining with the case of Yao Jiafang Town in Zhangjiakou, the emphasis is put on perfecting the market system, strengthening the leading enterprises, speeding up the construction of the base, perfecting the investment mechanism, giving full play to the service, and coordinating. Regulation and control functions and other areas to explore the effective way for the government to promote the development of agricultural industrialization. The government should analyze the development of agricultural industrialization from two aspects: first, the mode of implementation of government service function. On the basis of the orientation of the service-oriented government, the mode of implementation of the government's public management and service function is determined by the market economy system. Based on the understanding of the function of the service-oriented government, there should be a new understanding of the mode of implementing the service function of the government in promoting the development of agricultural industrialization. Second, the government promotes the important measure of agricultural industrialization. Agricultural industrialization management is the product of agriculture developing to a certain degree in the market economy system. The government must follow the market law in the process of intervention. At the same time, the government should increase investment, provide a good development environment for agricultural industrialization, and play the role of service, regulation, coordination and supervision.
