【摘要】：改革開放以來,我國民營經(jīng)濟從無到有、從小到大,取得了舉世矚目的成就。民營經(jīng)濟的發(fā)展,使勞動關系、利益關系和社會矛盾日益復雜化,對工會工作提出了新的挑戰(zhàn)。溫州是我國民營經(jīng)濟的先發(fā)地區(qū),其工會工作面臨問題具有前沿性和復雜性,對其進行的探索和取得的成效具有重要的實踐意義和示范意義。 有鑒于此,本文從公共管理的角度,經(jīng)過深入調研,以溫州市民營企業(yè)工會組織建設為例,采取文獻研究、社會調查、系統(tǒng)分析、統(tǒng)計分析等方法,采用問卷調查、經(jīng)驗總結、對比分析等手段進行研究。通過總結溫州市民營企業(yè)工會發(fā)展的歷程與現(xiàn)狀,分析民營企業(yè)工會組織形式。在此基礎上,提煉溫州民營企業(yè)工會工作所取得的經(jīng)驗,分析面臨的問題和困難。然后,通過對比國外工會工作的先進經(jīng)驗,分析國內有關地區(qū)推進民營企業(yè)工會組織建設工作的有效做法,對進一步推動民營企業(yè)工會發(fā)展提出對策思考。 第一部分為研究目的意義與研究綜述。首先,闡述研究的目的意義；其次,介紹國內外在該課題的研究情況；再次,介紹本文涉及的基本概念；最后,介紹本文的理論基礎與研究方法。 第二部分分析溫州市民營企業(yè)工會的組織形式及作用機制分析。主要分析企業(yè)單獨建立基層工會、聯(lián)合基層工會、區(qū)域基層工會聯(lián)合會、行業(yè)基層工會聯(lián)合會等不同形式工會組織的組建形式、組織個案、作用機制、適用對象以及優(yōu)勢、劣勢。 第三部分分析制約溫州民營企業(yè)工會組織建設的因素。對民營企業(yè)工會組建難、生存周期短、虛擬化、作用發(fā)揮難等方面進行深入分析,全面了解當前面臨的困難與問題。 第四部分分析溫州市民營企業(yè)工會組織形式的發(fā)展趨勢。分析獨建基層工會作為民營企業(yè)工會的基礎型組織形式、基層工會聯(lián)合會作為民營企業(yè)工會的提升型組織形式、聯(lián)合基層工會作為民營企業(yè)工會的過渡型組織形式的現(xiàn)實基礎、需求導向及發(fā)展趨勢。 第五部分研究加強溫州民營企業(yè)工會組織建設的對策建議。通過實現(xiàn)民營企業(yè)工會組織形式的優(yōu)化配置、充分發(fā)揮不同組織形式基層工會的作用、營造有利于民營企業(yè)工會組織建設的環(huán)境等三個方面,對如何進一步加強民營企業(yè)工會組織建設進行研究。 第六部分得出主要結論如下：加強民營企業(yè)工會組織建設是構建社會主義市場經(jīng)濟,全面深化改革的必然要求。當前民營企業(yè)工會工作盡管取得了很大的成效,但也面臨亟待解決的困難和問題。特別是不同程度存在的工會空心化、作用淡化等情況,必須引起高度重視。完善工會組織層級,充分發(fā)揮區(qū)域(行業(yè))工會在提高民營企業(yè)工會覆蓋面、增強民營企業(yè)工會凝聚力方面的作用,加快推進小微民營企業(yè)普遍獨建工會組織,是推進民營企業(yè)工會工作的必由之路。在民營企業(yè)工會組織建設過程中,會不斷形成地方工會、區(qū)域(行業(yè))工會、民營企業(yè)工會有機結合、相互促進、相互服務的有利局面,為社會穩(wěn)定和經(jīng)濟發(fā)展作出更大的貢獻。
[Abstract]:Since the reform and opening up, the private economy of our country has made great achievements in the world. The development of the private economy has made the labor relations, interest relations and social contradictions increasingly complicated, and put forward a new challenge to the work of the trade union. Wenzhou is the first place for the private economy in China, and its trade union work is facing the frontiers. And complexity, its exploration and achievements have important practical significance and demonstration significance.
In view of this, from the perspective of public management, this paper, through in-depth investigation, takes the construction of the trade union organization of private enterprises in Wenzhou as an example, and adopts the methods of literature research, social investigation, systematic analysis, statistical analysis and so on. It adopts the methods of questionnaire survey, experience summary and comparative analysis. Through the summary of the course of the development of the trade unions of private enterprises in Wenzhou, the course of development is summarized. On the basis of this, the experience of the trade union work of the private enterprises in Wenzhou is extracted and the problems and difficulties are analyzed. Then, by comparing the advanced experience of the trade union work abroad, the effective practice of promoting the construction of the trade union organization of the private enterprises in China is analyzed, and further push is made. Thinking about the development of trade unions of private enterprises.
The first part is the meaning and research review of the purpose of the study. First, it expounds the purpose of the study; secondly, it introduces the research situation of the subject at home and abroad; thirdly, it introduces the basic concepts involved in this paper; finally, it introduces the theoretical basis and research methods of this article.
The second part analyses the organizational form and mechanism analysis of the trade unions of private enterprises in Wenzhou. It mainly analyzes the formation of different forms of trade union organizations, such as the establishment of grass-roots Union, the joint grassroots trade union, the Regional Union of grass-roots Union, the trade union federation of the grass-roots level, and other forms of organization, the mechanism of action, the applicable objects, advantages and disadvantages.
The third part analyzes the factors that restrict the construction of trade union organization in Wenzhou private enterprises. It makes an in-depth analysis on the difficulties and problems in the establishment of trade unions in private enterprises, short survival cycles, virtualization, and the difficulty of playing the role.
The fourth part analyzes the development trend of the form of the trade union organization of private enterprises in Wenzhou. It analyzes the basic organization form of the unionized Union as a private enterprise trade union, the basic level union union as the promotion organization form of the trade union of the private enterprise, and the practical foundation of the transitional organization of the union of the grass-roots Union as the private enterprise trade union. Demand orientation and development trend.
The fifth part studies the countermeasures and suggestions to strengthen the construction of the trade union organization of the private enterprises in Wenzhou. Through the realization of the optimal allocation of the form of the trade union organization of the private enterprises, the role of the trade unions at the grass-roots level of different organizational forms is fully played, and the environment is built to help the construction of the trade union organization of the private enterprises, and how to further strengthen the trade unions of the private enterprises. Research on organization construction.
The sixth part draws the following main conclusions as follows: strengthening the construction of the trade union organization of private enterprises is the inevitable requirement for building a socialist market economy and deepening the reform in an all-round way. Although the current trade union work of private enterprises has made great achievements, it also faces difficulties and problems to be solved urgently. To improve the organization level of trade unions, make full use of the trade unions in the regional (industry) trade unions to improve the coverage of the trade unions of private enterprises, strengthen the role of the cohesiveness of the trade unions of the private enterprises, and accelerate the promotion of the unionized organization of the small and micro private enterprises, is the only way to promote the work of the trade unions of the private enterprises. During the construction process of the trade union organization, the trade union, the trade unions of the region (industry), the union of the private enterprise union, mutual promotion and mutual service, will make greater contribution to the social stability and the economic development.
