【摘要】：自2009年開始,廣東省政府就根據(jù)中共中央辦公廳、國務院辦公廳《關于深化政務公開加強政務服務的意見》和《中共廣東省委、廣東省人民政府關于加強社會建設的決定》的有關精神,提出了加強推進廣東省綜合政務服務改革的意見。在意見中,省政府要求大力推進政務服務信息化,建設全省電子政務大廳,完善政務服務網(wǎng)上辦事功能,實現(xiàn)行政權力公開透明運行,打造24小時服務的電子政府。經(jīng)廣東省政府的大力統(tǒng)籌推進,2012年10月19日,廣東省網(wǎng)上辦事大廳正式上線(http://www.gdbs.gov.cn/)運行。網(wǎng)上辦事大廳是以集中辦理政府權限范圍內(nèi)行政審批為宗旨設立的,是地方政府在治理模式上的重要改革創(chuàng)新,廣東省政府結合本省實際,放眼長遠、果斷決策,積極探索,把握機遇、闖出了一條具有很強示范意義的電子政務發(fā)展之路。廣東省網(wǎng)上辦事大廳項目的啟動,是建立在新公共管理理論的服務型政府理論基礎上的職能創(chuàng)新,并在建立顧客導向型政府、提高審批行政效率、實施政府流程再造等方面進行了有益的探索。截止至2014年10月,網(wǎng)上辦事大廳的服務事項總數(shù)已達到94391項,網(wǎng)上辦事大廳上線以來,系統(tǒng)推進了政務服務、行政審批、公共資源交易、效能監(jiān)察的政務服務體系改革,對廣東全省的政務改革起到了積極的作用,同時網(wǎng)上辦事大廳解決了政府和群眾之間信息不對稱的問題,為政府和群眾之間搭建了一座快速溝通橋梁,因此必須進一步完善網(wǎng)上辦事大廳的建設,要更加明確網(wǎng)上辦事大廳的發(fā)展模式,提升網(wǎng)上辦事大廳的服務功能,進一步完善網(wǎng)上辦事大廳的運行機制,使得政務公開機制更加透明、投資審批機制更加簡單、網(wǎng)上辦事機制更加便捷、政民互動機制更加直接、效能監(jiān)察機制更加有效。尤其是今年2月中央網(wǎng)絡安全和信息化領導小組成立之后,國家對新時期推進信息化和電子政務建設做出戰(zhàn)略部署,確立了網(wǎng)絡強國的戰(zhàn)略目標,該目標給各省市的電子政務發(fā)展注入了新的活力,廣東網(wǎng)上辦事大廳的發(fā)展模式必將可以向著更健康更蓬勃的方向發(fā)展,值此網(wǎng)上辦事大廳成立兩周年之際,筆者認為對廣東省政府“網(wǎng)上辦事大廳”運行模式進行研究,可以分析出廣東模式如何能走向更加良性發(fā)展道路,同時也為目前正在籌劃建設網(wǎng)上辦事大廳的其他省市政府提供正向借鑒。
[Abstract]:Since 2009, the Guangdong Provincial Government has, according to the General Office of the CPC Central Committee, the General Office of the State Council, "opinions on deepening the openness of Government Affairs and strengthening Government Affairs Service" and "Guangdong Provincial Party Committee of the CPC," The relevant spirit of the decision of the people's Government of Guangdong Province on strengthening the social construction puts forward some suggestions on strengthening the reform of the comprehensive government affairs service in Guangdong Province. In the opinion, the provincial government demands to vigorously promote the informatization of government affairs service, construct the electronic government hall of the province, perfect the function of government affairs service online, realize the open and transparent operation of administrative power, and create the electronic government with 24 hours service. By the Guangdong Provincial Government to promote, on October 19, 2012, the Guangdong online Office officially online (http://www.gdbs.gov.cn/) operation. The online work hall is set up for the purpose of centralized administrative examination and approval within the scope of government authority, and is an important reform and innovation of the local government in the governance mode. The Guangdong Provincial Government, in combination with the actual situation of the province, takes a long-term, decisive decision and actively explores, Seize the opportunity, break out a strong demonstration significance of the development of e-government road. The launching of the Project of Guangdong Province's online work Hall is a function innovation based on the service-oriented government theory of the new public management theory, and the establishment of a customer-oriented government to improve the efficiency of examination and approval administration. The implementation of government process reengineering and other aspects of beneficial exploration. As of October 2014, the total number of service items in the online affairs hall has reached 94391. Since the online service hall was launched, the system has promoted the reform of the government affairs service system, administrative examination and approval, public resource transaction, and efficiency supervision. It has played a positive role in the reform of government affairs in Guangdong Province. At the same time, the online work hall has solved the problem of information asymmetry between the government and the masses, and has built a rapid communication bridge between the government and the masses. Therefore, it is necessary to further improve the construction of the online work hall, clarify the development mode of the online service hall, enhance the service function of the online service hall, and further improve the operation mechanism of the online service hall. It makes the mechanism of government affairs open more transparent, the mechanism of investment examination and approval more simple, the mechanism of handling affairs online more convenient, the mechanism of interaction between government and people more direct, and the mechanism of efficiency supervision more effective. In particular, after the establishment of the Central leading Group on Network Security and Informatization in February this year, the state has made strategic arrangements to promote the construction of information technology and e-government in the new era, and has established the strategic goal of a powerful network country. This goal has injected new vitality into the development of e-government in various provinces and cities, and the development model of Guangdong Internet work Hall will certainly be able to develop in a healthier and more vigorous direction. On the occasion of the second anniversary of the establishment of the online work Hall, The author believes that by studying the operation mode of the Guangdong Provincial Government's "online work Hall", we can find out how the Guangdong model can move towards a more benign development path. It is also a positive reference for other provincial and municipal governments that are planning to build online halls.
