【摘要】：政府采購制度是現(xiàn)代民主國家基于公共管理目標(biāo)而形成的產(chǎn)物，其制度安排將通過采購行為對采購涉及的企業(yè)、行業(yè)、相關(guān)地區(qū)乃至整體的國民經(jīng)濟(jì)與社會產(chǎn)生影響作用，因而政府采購制度具備綜合性的政策功能。政府采購應(yīng)當(dāng)有助于實(shí)現(xiàn)國家經(jīng)濟(jì)和社會發(fā)展的政策目標(biāo)，其中扶持少數(shù)民族地區(qū)發(fā)展是政府采購制度的重要政策功能目標(biāo)之一。 本文主要采用文獻(xiàn)分析、規(guī)范研究、比較研究等方法，應(yīng)用公共經(jīng)濟(jì)學(xué)、福利經(jīng)濟(jì)學(xué)、區(qū)域經(jīng)濟(jì)學(xué)等經(jīng)濟(jì)學(xué)理論，在分析少數(shù)民族地區(qū)發(fā)展現(xiàn)狀的基礎(chǔ)上，研究扶持少數(shù)民族地區(qū)發(fā)展政策的理論意義，分析政府采購制度在扶持少數(shù)民族地區(qū)發(fā)展方面的應(yīng)用，并對國內(nèi)相關(guān)地區(qū)的現(xiàn)有實(shí)踐進(jìn)行總結(jié)，，提出可供選擇的具體政策設(shè)計(jì)。
[Abstract]:Government procurement system is the product of modern democratic country based on the goal of public management. Its system arrangement will have an impact on the national economy and society of enterprises, industries, related regions and even the whole national economy through purchasing behavior. Therefore, the government procurement system has a comprehensive policy function. Government procurement should help to achieve the policy goal of national economic and social development, among which supporting the development of minority areas is one of the important policy functions of government procurement system. This paper mainly adopts the methods of literature analysis, normative research and comparative study, and applies the economic theories such as public economics, welfare economics, regional economics and so on, on the basis of analyzing the present situation of the development of ethnic minority areas. This paper studies the theoretical significance of the policy of supporting the development of ethnic minority areas, analyzes the application of government procurement system in supporting the development of minority areas, and summarizes the existing practice of relevant areas in China, and puts forward the concrete policy design that can be selected.
