【摘要】：以政府職能為研究對(duì)象,運(yùn)用訪(fǎng)談法、調(diào)查法、統(tǒng)計(jì)法,分析了體育強(qiáng)國(guó)的內(nèi)涵和政府職能的特征,根據(jù)轉(zhuǎn)變政府職能的目標(biāo),從政府職能的特殊性、傳統(tǒng)體制的影響、體育的特殊性以及中國(guó)特色改革4個(gè)方面,分析了體育強(qiáng)國(guó)建設(shè)中,服務(wù)型政府建設(shè)的復(fù)雜性。旨在為政府決策提供咨詢(xún)意見(jiàn),為同行研究提供參考。綜合專(zhuān)家訪(fǎng)談、問(wèn)卷調(diào)查、課題組論證意見(jiàn),得出以下主要觀點(diǎn):1)體育強(qiáng)國(guó)建設(shè)中政府職能主要包括:宏觀管理、保護(hù)產(chǎn)權(quán)、發(fā)展競(jìng)技、資源配置、社會(huì)保障、培育市場(chǎng)、促進(jìn)體育社團(tuán)發(fā)展等8個(gè)方面;2)體育強(qiáng)國(guó)目標(biāo)下,建設(shè)公共服務(wù)型政府主要包括:公共財(cái)政、公共制度以及公共管理等3個(gè)方面;3)公共財(cái)政是基礎(chǔ)條件、公共制度是調(diào)節(jié)手段、公共管理是保障措施。
[Abstract]:Taking the government function as the research object, using the method of interview, investigation and statistics, this paper analyzes the connotation of the sports powerful country and the characteristics of the government function, according to the goal of transforming the government function, from the particularity of the government function, the influence of the traditional system. The particularity of sports and four aspects of reform with Chinese characteristics are analyzed, and the complexity of the construction of service-oriented government in the construction of sports power is analyzed. The aim is to provide advice for government decision making and reference for peer research. Synthesizing expert interview, questionnaire investigation, argumentation of research group, we draw the following main viewpoints: 1) in the construction of sports power, the government functions mainly include: macroscopic management, protection of property rights, development of competition, allocation of resources, social security, cultivation of market, Under the goal of promoting the development of sports associations, the construction of public service-oriented government mainly includes three aspects: public finance, public system and public administration. 3) Public finance is the basic condition and public system is the means of adjustment. Public administration is a safeguard.
