【摘要】：隨著我國(guó)高等教育事業(yè)的蓬勃發(fā)展和教育體制的不斷改革，高校擴(kuò)招后的資金需求，由單一的依靠財(cái)政撥款和學(xué)費(fèi)收入轉(zhuǎn)變?yōu)榫哂歇?dú)立法人資格的事業(yè)單位，高�？梢酝ㄟ^(guò)自主地多元化、多形式、多渠道籌集資金，高校與國(guó)內(nèi)外事業(yè)單位和非事業(yè)單位之間的資金、人員、信息的交流越來(lái)越多，高校內(nèi)的資金進(jìn)、出金額越來(lái)越大，渠道也越來(lái)越多。在這種資金規(guī)模越來(lái)越大和往來(lái)頻繁的背景下，還有各種內(nèi)外部環(huán)境、制度管理等因素都構(gòu)成了高校資金安全隱患，高校資金安全管理問(wèn)題應(yīng)運(yùn)而生。隨著越來(lái)越多的高校出現(xiàn)貪污腐敗、挪用公款、對(duì)外投資失敗等案件，這無(wú)疑給高校造成了巨大經(jīng)濟(jì)損失和聲譽(yù)下滑，這些情況給高校財(cái)務(wù)部門和人員帶來(lái)新的挑戰(zhàn)，那就是如何規(guī)范高校資金的管理，防范和規(guī)避資金不安全風(fēng)險(xiǎn)，從而確保高校資金安全的運(yùn)行。 因此，為了加強(qiáng)高校資金安全管理，本文在理論與實(shí)踐相聯(lián)系的基礎(chǔ)上，旨在做出一套切實(shí)可行的防范高校資金安全的預(yù)警系統(tǒng)。該系統(tǒng)所選取的預(yù)警指標(biāo)包括定量指標(biāo)和定性指標(biāo)，這些指標(biāo)主要是針對(duì)高校資金不安全和風(fēng)險(xiǎn)建立的，所選取財(cái)務(wù)指標(biāo)能更明確、更快的反映高校資金安全問(wèn)題，而非財(cái)務(wù)指標(biāo)則起補(bǔ)充作用。高�？梢酝ㄟ^(guò)觀察和監(jiān)控這些指標(biāo)，來(lái)評(píng)價(jià)高校資金安全運(yùn)行狀況。本文主要從以下幾個(gè)方面來(lái)對(duì)我國(guó)高校資金安全問(wèn)題做了簡(jiǎn)單的探討： 首先，闡述了選題背景及意義，引出了高校資金安全管理的問(wèn)題，然后對(duì)高校資金安全管理從國(guó)內(nèi)外兩個(gè)方面進(jìn)行文獻(xiàn)綜述，同時(shí)說(shuō)明了本文的研究思路、研究方法和創(chuàng)新點(diǎn)。 然后，對(duì)高校資金相關(guān)的理論進(jìn)行了系統(tǒng)地概述，對(duì)相關(guān)概念進(jìn)行了界定，引用了“經(jīng)濟(jì)人”假設(shè)、公共選擇理論、新公共管理理論和內(nèi)部控制理論，這些理論的概述為后文的研究打下了理論基礎(chǔ)。 其次，系統(tǒng)分析了我國(guó)高校資金安全管理的現(xiàn)狀及產(chǎn)生的原因。首先，詳細(xì)描述了我國(guó)高校資金安全管理存在的三個(gè)方面的問(wèn)題，包括制度相關(guān)問(wèn)題、資金運(yùn)行風(fēng)險(xiǎn)及監(jiān)督方面的問(wèn)題。然后，針對(duì)這些問(wèn)題從內(nèi)外多個(gè)方面分析其成因，在外因分析時(shí)，引用企業(yè)戰(zhàn)略宏觀環(huán)境分析即PEST，詳細(xì)分析了大環(huán)境下高校資金不安全的原因；在內(nèi)因分析上，則具體分析高校資金安全管理存在隱患的原因。 再次，，是構(gòu)建高校資金安全管理預(yù)警指標(biāo)體系，根據(jù)指標(biāo)選取的原則，從財(cái)務(wù)指標(biāo)、外部治理和內(nèi)部控制三個(gè)層次選取相關(guān)資金風(fēng)險(xiǎn)指標(biāo)。在選擇定量指標(biāo)時(shí)，是從資金結(jié)構(gòu)、資金使用、資金周轉(zhuǎn)、資金經(jīng)營(yíng)和風(fēng)險(xiǎn)指數(shù)五個(gè)方面選取了15個(gè)指標(biāo)，希望通過(guò)調(diào)查問(wèn)卷確定各個(gè)指標(biāo)之間的重要程度，然后運(yùn)用層次分析法對(duì)各指標(biāo)賦權(quán)，確定合成權(quán)數(shù)。在定性指標(biāo)選擇時(shí)，則從高校資金外部治理和資金內(nèi)部控制情況出發(fā)，選取了39個(gè)指標(biāo)，通過(guò)調(diào)查問(wèn)卷，對(duì)各個(gè)指標(biāo)進(jìn)行打分，以簡(jiǎn)單綜合評(píng)分法計(jì)算各指標(biāo)得分總數(shù)，以期建立了一個(gè)高校資金安全預(yù)警模型。 最后，是針對(duì)高校資金安全問(wèn)題提出的一些管理對(duì)策和措施，為高校管理資金提供了參考依據(jù)，同時(shí)也提出了對(duì)未來(lái)研究的展望。
[Abstract]:With the vigorous development of higher education in our country and the reform of educational system , the demand of funds in colleges and universities is changed into institutions with independent legal personality .

Therefore , in order to strengthen the management of fund security in colleges and universities , this paper aims at making a practical and feasible early - warning system for preventing the fund safety of colleges and universities .

Firstly , this paper expounds the background and significance of the topic selection , draws out the problems of fund security management in colleges and universities , then summarizes the literature in both domestic and foreign countries , and explains the research ideas , research methods and innovation points in this paper .

Then , the theory of fund - related theory of colleges and universities is systematically summarized , the concept is defined , the hypothesis of " economic man " , public choice theory , new public management theory and internal control theory are cited , and the summary of these theories lays a theoretical foundation for the research of the latter .

Secondly , the paper systematically analyzes the current situation and causes of fund security management in colleges and universities in China . First , it describes the three aspects of fund safety management in our country , including system - related problems , risks of fund operation and supervision . Then , based on the analysis of external factors , the paper quotes the macro - environment analysis of enterprise strategy , that is , PEST , and analyzes the causes of fund insecurity in colleges and universities in large environment .
On the basis of internal analysis , this paper analyzes the causes of hidden trouble of fund safety management in colleges and universities .

Thirdly , based on the principles of index selection , 15 indexes are selected from five aspects : fund structure , fund usage , fund turnover , fund management and risk index .

Finally , some management countermeasures and measures are put forward aiming at the problem of fund security in colleges and universities , which provides a reference for the management of funds in colleges and universities , and also puts forward the prospect of future research .
