【摘要】：隨著我國經(jīng)濟(jì)的快速發(fā)展以及社會管理改革的逐漸深入，低保家庭需求由滿足基本生活之最低需要，逐步轉(zhuǎn)變?yōu)榘逃�、就業(yè)、醫(yī)療和精神等方面的多元化需要。目前，我國的低保家庭救助制度已不能完全滿足他們的需求，對低保家庭的救助已經(jīng)進(jìn)入救助方法創(chuàng)新、救助途徑多樣化的發(fā)展階段。作為新型社會救助體系的一部分，社會工作能夠提供全面、貼心和專業(yè)的救助服務(wù)，已受到我國政府的高度重視，并獲得了快速發(fā)展。“十一五”以來，政府購買公共服務(wù)逐漸成為基層政府社會公共管理普遍采用的一種制度，此項(xiàng)制度為社會工作進(jìn)入社會救助體系，進(jìn)而介入低保家庭并實(shí)施救助服務(wù)提供了契機(jī)。 本文以社會支持網(wǎng)絡(luò)理論為基礎(chǔ)，依托北京市朝陽區(qū)低保家庭社工介入服務(wù)及社會支持網(wǎng)絡(luò)建設(shè)項(xiàng)目，探索以社會支持網(wǎng)絡(luò)模式介入低保家庭的社會工作視角救助形式，試圖構(gòu)建當(dāng)代低保家庭社會救助的新途徑和新方法。 全文共分兩大部分：第一部分為引論，即引言，包括研究背景、研究問題的提出、研究意義，以及理論概念及文獻(xiàn)評論、研究方法及研究框架等五個(gè)子部分。此部分介紹本文將以社會支持介入模式的助人過程問題為核心，以低保家庭救助路徑革新、政府購買公共服務(wù)以及社會工作發(fā)展為研究背景，采用定性研究方法，以揭示社會支持網(wǎng)絡(luò)介入模式的助人過程為主線進(jìn)行研究，，從整體上勾畫出北京市C社工事務(wù)所低保家庭社會支持網(wǎng)絡(luò)介入模式的研究路線。 第二部分為本論，包括低保家庭社會支持缺失分析、構(gòu)建低保家庭社會支持網(wǎng)絡(luò)、建立低保家庭社會支持體系、結(jié)論與討論等四個(gè)子部分。此部分通過對低保家庭社工介入服務(wù)及社會支持建設(shè)項(xiàng)目的實(shí)務(wù)資料進(jìn)行整理分析，提出了低保家庭社會支持網(wǎng)絡(luò)介入模式工作過程的三個(gè)步驟：第一是分析低保家庭社會支持缺失，第二是構(gòu)建低保家庭社會支持網(wǎng)絡(luò)，第三是建立低保家庭社會支持體系。并得出社會工作者是低保家庭的社會支持網(wǎng)絡(luò)構(gòu)建之媒介和社會支持建立之輔助者的論點(diǎn)。 本研究創(chuàng)新點(diǎn)在于：在低保家庭社會工作實(shí)務(wù)中探索社會支持網(wǎng)絡(luò)介入模式工作過程模型，可為同類社會工作服務(wù)提供指導(dǎo)和借鑒，為解決類似案主問題提供可以效仿的工作方案。
[Abstract]:With the rapid development of our country's economy and the deepening of social management reform, the demand of the minimum living standard has been gradually changed from meeting the minimum needs of the basic life to the pluralistic needs of education, employment, medical treatment and spirit and so on. At present, the system of family assistance in our country can not fully meet their needs, and the assistance to families has entered the stage of innovation of rescue methods and diversification of rescue ways. As a part of the new social assistance system, social work can provide comprehensive, considerate and professional assistance services, which has been highly valued by our government and has gained rapid development. Since the 11th Five-Year Plan, the purchase of public services by the government has gradually become a system commonly used by grass-roots governments in social public management, and this system is the entry of social work into the social assistance system. Furthermore, it provides the opportunity to get involved in the low-living families and to implement the rescue service. Based on the theory of social support network and relying on the social welfare intervention service and social support network construction project in Chaoyang District of Beijing, this paper explores the social work relief form of social support network model. This paper tries to construct a new way and new method of social assistance for low-income families. The paper is divided into two parts: the first part is the introduction, which includes the research background, the research questions, the significance of the research, the theoretical concept and literature review, the research methods and the research framework. This part introduces that this paper will take the social support intervention model as the core of the process of helping people, take the innovation of the path of the lowersubsistence family rescue, the purchase of public services by the government and the development of social work as the research background, and adopt the qualitative research method. The main line of this paper is to reveal the process of social support network intervention, and to outline the research route of the social support network intervention mode of Beijing C social work firm. The second part is divided into four parts: the analysis of the lack of social support, the construction of the social support network, the establishment of the social support system, the conclusion and discussion. In this part, through the analysis of the practical data of the intervention service and the social support construction project of the social worker of the minimum living standard, This paper puts forward three steps in the process of social support network intervention: first, the analysis of the lack of social support, second, the construction of the social support network, and the third, the establishment of the social support system. Social workers are the medium of social support network construction and the assistant of social support establishment. The innovation of this study lies in: exploring the work process model of social support network intervention model in the practice of social work of the low subsistence family, which can provide guidance and reference for the similar social work service. To provide a replicable work programme for solving similar problems.
