【摘要】：內(nèi)容摘要：政府績效評估,興起于西方國家,并在近幾十年的實踐中取得了比較好的效果。自上世紀90年代以來,我國各級地方政府積極學(xué)習(xí)并引進這一先進管理模式,開展政府工作目標(biāo)績效考評,這對于提高政府管理效能,加快建設(shè)服務(wù)型政府,都具有十分重要的促進作用。如何結(jié)合各級地方政府實際,開展好績效評估,充分調(diào)動對被考評對象的積極性,促進各級地方政府進一步轉(zhuǎn)變職能,是深化我國政治體制改革的重大問題。本論文以我國東北地區(qū)的沈陽市政府為研究對象,通過文獻研究、個案研究、實地調(diào)查與實證分析等方法,深入剖析沈陽市政府實施績效管理的特色和經(jīng)驗,希望為各級地方政府探索科學(xué)、合理、公正、高效的績效考評路徑,提供有益借鑒。
[Abstract]:Abstract: government performance evaluation, rising in western countries, has achieved good results in recent decades. Since the 1990s, local governments at all levels in our country have actively studied and introduced this advanced management model and carried out the performance appraisal of government work objectives, which will improve the efficiency of government management and speed up the construction of service-oriented government. All have very important promotion function. How to combine the actual situation of local government at all levels, how to carry out the performance evaluation well, fully arouse the enthusiasm of the object to be evaluated, and promote the local government at all levels to change the function further, is the important problem of deepening the political system reform of our country. This paper takes Shenyang Municipal Government in Northeast China as the research object, through the methods of literature research, case study, field investigation and empirical analysis, deeply analyzes the characteristics and experience of Shenyang Municipal Government in implementing performance management. This paper hopes to provide useful reference for local governments at all levels to explore scientific, reasonable, fair and efficient performance appraisal path.
