我國(guó)民族地區(qū)政府績(jī)效評(píng)估存在的主要問題及對(duì)策研究

【摘要】:政府績(jī)效評(píng)估作為評(píng)價(jià)和改進(jìn)政府績(jī)效的重要工具是現(xiàn)代公共管理研究的一個(gè)前沿課題,是當(dāng)代行政管理模式轉(zhuǎn)變的重要標(biāo)志,也是近幾十年來世界上許多國(guó)家政府再造運(yùn)動(dòng)的核心內(nèi)容。20世紀(jì)70年代以來,伴隨著風(fēng)起云涌的“新公共管理運(yùn)動(dòng)”,英國(guó)、美國(guó)、澳大利亞、新西蘭、韓國(guó)等相繼掀起了以“在政府中引入市場(chǎng)機(jī)制”、“創(chuàng)造服務(wù)型、高績(jī)效政府”、“以公眾和結(jié)果為導(dǎo)向”、“以政府績(jī)效評(píng)估為核心”的政府管理創(chuàng)新浪潮。在這場(chǎng)運(yùn)動(dòng)中,如何提高政府績(jī)效以回應(yīng)公民、市場(chǎng)和社會(huì)的需要成了一個(gè)重要方面,政府績(jī)效評(píng)估受到了極大的重視和推廣。西方發(fā)達(dá)國(guó)家的實(shí)踐充分說明,績(jī)效評(píng)估是加強(qiáng)政府管理、提高政府績(jī)效的有效手段。如今,政府績(jī)效評(píng)估業(yè)已成為全球范圍內(nèi)的重要課題,各國(guó)都把提升政府績(jī)效評(píng)估作為政府管理改革的重要內(nèi)容。 相對(duì)于國(guó)外,我國(guó)的政府績(jī)效評(píng)估起步較晚,且大都屬于本土化探索。當(dāng)今,世情、國(guó)情、黨情已發(fā)生深刻變化,特別是隨著改革開放的繼續(xù)推進(jìn)和社會(huì)主義市場(chǎng)經(jīng)濟(jì)的發(fā)展,我國(guó)已處于社會(huì)轉(zhuǎn)型期和矛盾凸顯期,公眾對(duì)公共服務(wù)的需求與日俱增,要求越來越高。我國(guó)是一個(gè)多民族國(guó)家,民族區(qū)域自治是我國(guó)的一項(xiàng)基本政治制度。目前,我國(guó)已建立5個(gè)自治區(qū)、30個(gè)自治州、120個(gè)自治縣(旗)。55個(gè)少數(shù)民族中,有44個(gè)民族實(shí)行了民族區(qū)域自治,實(shí)行區(qū)域自治的少數(shù)民族人口占少數(shù)民族總?cè)丝诘?1%,民族自治地方面積占全國(guó)總面積的64%。民族地區(qū)經(jīng)濟(jì)社會(huì)的發(fā)展關(guān)系到我國(guó)現(xiàn)代化建設(shè)全局和各民族共同富裕目標(biāo)的實(shí)現(xiàn)。民族區(qū)域自治地方各級(jí)政府擔(dān)負(fù)著發(fā)展民族地區(qū)經(jīng)濟(jì)和各項(xiàng)社會(huì)事業(yè)、提高人民生活水平、增進(jìn)民族團(tuán)結(jié)、促進(jìn)社會(huì)公平正義、保護(hù)生態(tài)環(huán)境等多項(xiàng)重任,其執(zhí)政能力的強(qiáng)弱,事關(guān)全局。因此,開展民族地區(qū)政府績(jī)效評(píng)估意義重大:它有助于促進(jìn)民族地區(qū)政府職能轉(zhuǎn)化,提高政府績(jī)效和公共服務(wù)能力;有助于規(guī)范民族地區(qū)政府行為,推進(jìn)依法行政進(jìn)程;有助于轉(zhuǎn)變民族地區(qū)政府工作作風(fēng),提高政府形象等。本文從國(guó)內(nèi)外政府績(jī)效評(píng)估的實(shí)踐、基本理論和發(fā)展趨勢(shì)出發(fā),結(jié)合我國(guó)民族地區(qū)實(shí)際和2011年暑假赴吉林省進(jìn)行政府績(jī)效評(píng)估的調(diào)研學(xué)習(xí),分析目前我國(guó)民族地區(qū)政府績(jī)效評(píng)估存在的不足,重點(diǎn)探討了民族地區(qū)政府績(jī)效評(píng)估的價(jià)值取向、評(píng)估主體、指標(biāo)體系、評(píng)估的程序和方法、評(píng)估結(jié)果運(yùn)用、評(píng)估的法律完善等方面的內(nèi)容,以期對(duì)民族地區(qū)政府績(jī)效評(píng)估理論研究做出一點(diǎn)貢獻(xiàn)。
[Abstract]:As an important tool to evaluate and improve government performance, government performance evaluation is a frontier subject of modern public management research, and an important symbol of the transformation of contemporary administrative management mode. It is also the core content of the government reengineering movement in many countries in the world in recent decades. Since the 1970s, it has been accompanied by the "New Public Management Movement" which is surging, Britain, the United States, Australia, New Zealand, the United Kingdom, the United States, Australia, New Zealand, Korea has set off a wave of government management innovation with "introducing market mechanism into the government", "creating service-oriented, high-performance government", "taking the public and the result as the guide" and "taking the government performance evaluation as the core". In this movement, how to improve government performance to respond to the needs of citizens, markets and society has become an important aspect, and government performance evaluation has received great attention and promotion. The practice of western developed countries fully shows that performance evaluation is an effective means to strengthen government management and improve government performance. Nowadays, the government performance evaluation has become an important topic in the world. Countries all regard the promotion of government performance evaluation as an important content of the government management reform. Compared with foreign countries, the government performance evaluation of our country started relatively late. And most of them belong to localization exploration. Nowadays, profound changes have taken place in the conditions of the world, the national conditions and the Party, especially with the continued promotion of reform and opening up and the development of the socialist market economy, our country has been in a period of social transformation and prominent contradictions. Public demand for public services is growing and demanding. Our country is a multi-national country, national regional autonomy is a basic political system of our country. At present, China has established 5 autonomous regions, 30 autonomous prefectures and 120 autonomous counties (out of 55 ethnic minorities), 44 of which have exercised regional national autonomy. The ethnic minority population of regional autonomy accounts for 71% of the total ethnic minority population, and the area of ethnic autonomous areas accounts for 64% of the total area of the whole country. The development of economy and society in ethnic areas is related to the overall situation of modernization construction and the realization of the goal of common prosperity of all ethnic groups. The governments at all levels in the autonomous areas of ethnic regions are shouldering many important tasks, such as developing the economy and various social undertakings, improving the living standards of the people, promoting national unity, promoting social fairness and justice, protecting the ecological environment, and so on. The whole situation is at stake. Therefore, it is of great significance to carry out government performance evaluation in minority areas: it can help to promote the transformation of government functions, improve government performance and public service capacity, standardize government behavior and promote the process of administration according to law. It is helpful to change the style of government work and improve the image of government in minority areas. Based on the practice, basic theory and development trend of the government performance evaluation at home and abroad, this paper studies the government performance evaluation in Jilin Province in the light of the actual situation in the minority areas of China and the summer vacation of 2011. This paper analyzes the shortcomings of the government performance evaluation in ethnic minority areas at present, and probes into the value orientation, the main body, the index system, the procedure and method of the evaluation, and the application of the evaluation results. In order to make a little contribution to the theoretical study of government performance evaluation in minority areas, the legal perfection of evaluation is expected.
