【摘要】：近些年來，隨著經(jīng)濟的進一步發(fā)展和改革開放的深層次推進，我國經(jīng)濟結(jié)構(gòu)不合理的深層次矛盾日益凸現(xiàn)。此次全世界范圍的經(jīng)濟危機促進我國經(jīng)濟結(jié)構(gòu)的戰(zhàn)略性調(diào)整更加緊迫。十八大報告明確指出要實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略，推進經(jīng)濟結(jié)構(gòu)戰(zhàn)略性調(diào)整，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)。 企業(yè)作為市場經(jīng)濟的主體，是推動創(chuàng)新驅(qū)動發(fā)展、經(jīng)濟結(jié)構(gòu)調(diào)整的生力軍。而中小企業(yè)占了企業(yè)數(shù)量的絕大部分，中小企業(yè)的轉(zhuǎn)型發(fā)展發(fā)展很大程度上決定著“創(chuàng)新驅(qū)動、轉(zhuǎn)型發(fā)展”戰(zhàn)略的實施程度。 近年來，上海中小企業(yè)一方面在宏觀層面受到人民幣升值、原材料價格波動的影響，另一方面在區(qū)域?qū)用嬗质艿酵恋刭Y源約束、商務(wù)成本高企、勞動用工成本增大等因素制約，企業(yè)發(fā)展面臨著匯率風(fēng)險、融資困難、經(jīng)營成本等市場大環(huán)境方面的突出問題，加之自身存在著技術(shù)力量薄弱、管理水平落后、競爭能力差、資金人才缺乏等不足，已使上海中小企業(yè)尤其是傳統(tǒng)領(lǐng)域的中小企業(yè)受到較大影響，甚至威脅到個別企業(yè)的生存問題，上海中小企業(yè)轉(zhuǎn)型已迫在眉睫。 由于我國的市場經(jīng)濟體制依然不夠完善，市場在資源配置中起決定性作用依然發(fā)揮不夠充分，加之中小企業(yè)發(fā)展階段和自身能力條件的限制，引導(dǎo)和支持中小企業(yè)轉(zhuǎn)型成為政府不可推卸的責(zé)任。如何發(fā)揮應(yīng)有職能，，針對中小企業(yè)特點，引領(lǐng)、扶持中小企業(yè)通過技術(shù)創(chuàng)新、管理創(chuàng)新、商業(yè)模式創(chuàng)新等方式，實現(xiàn)自身的轉(zhuǎn)型發(fā)展、創(chuàng)新發(fā)展，成為了政府面臨的新課題。 本文借助企業(yè)生命周期理論、創(chuàng)新理論、新公共管理理論、市場失靈理論等理論指導(dǎo)，在研究上海中小企業(yè)發(fā)展現(xiàn)狀、中小企業(yè)轉(zhuǎn)型發(fā)展的迫切性和影響因素，分析現(xiàn)行的引導(dǎo)扶持政策措施以及存在的問題和不足，借鑒國外發(fā)達國家扶持中小企業(yè)創(chuàng)新發(fā)展的成功經(jīng)驗，提出上海引導(dǎo)中小企業(yè)轉(zhuǎn)型發(fā)展的政策措施。 全文共分六章，第一章為緒論，第二章主要是對中小企業(yè)的概念界定，中小企業(yè)轉(zhuǎn)型發(fā)展的含義和途徑歸納，以及相關(guān)理論分析，第三章對上海引導(dǎo)中小企業(yè)轉(zhuǎn)型發(fā)展的政策措施現(xiàn)狀和存在問題進行分析，第四章闡述扶持中小企業(yè)轉(zhuǎn)型發(fā)展的國外經(jīng)驗借鑒與啟示，第五章主要是提出政策措施建議，第六章是結(jié)束語。
[Abstract]:In recent years, with the further development of economy and the deepening of reform and opening up, the deep-seated contradiction of irrational economic structure in China has become increasingly prominent. This world-wide economic crisis promotes the strategic adjustment of our country's economic structure more urgent. The report of the 18th CPC National Congress clearly pointed out that we should implement the strategy of innovation-driven development, push forward the strategic adjustment of economic structure, and optimize the industrial structure. As the main body of the market economy, enterprises are the new force in promoting innovation-driven development and readjusting the economic structure. The small and medium-sized enterprises account for the vast majority of the number of enterprises. The transformation and development of small and medium-sized enterprises to a large extent determines the degree of implementation of the strategy of "innovation-driven, transformational development". On the one hand, the small and medium-sized enterprises in Shanghai are affected by the appreciation of the RMB and the fluctuation of the price of raw materials at the macro level. On the other hand, at the regional level, they are constrained by the constraints of land resources, high business costs and increased labor and employment costs. The development of enterprises is faced with outstanding problems in the market environment, such as exchange rate risk, financing difficulties, operating costs and so on. In addition, there are some shortcomings such as weak technical force, backward management level, poor competitive power, lack of capital talents, etc. The small and medium-sized enterprises in Shanghai, especially those in the traditional fields, have been greatly affected, and even threatened the survival of individual enterprises. The transformation of small and medium-sized enterprises in Shanghai is imminent. Because the market economy system of our country is still not perfect enough, The decisive role of the market in the allocation of resources is still inadequate, coupled with the development stage of small and medium-sized enterprises and their own capacity constraints, guiding and supporting the transformation of small and medium-sized enterprises become the responsibility of the government can not shirk. How to give full play to their functions, guide and support small and medium-sized enterprises through technological innovation, management innovation, business model innovation and so on, to realize their own transformation and development, innovation and development, With the help of enterprise life cycle theory, innovation theory, new public management theory, market failure theory and other theoretical guidance, this paper is studying the status quo of the development of small and medium-sized enterprises in Shanghai. The urgency and influence factors of the transformation and development of small and medium-sized enterprises, the analysis of the current guiding and supporting policies and measures, the existing problems and shortcomings, and the successful experience of foreign developed countries in supporting the innovation and development of small and medium-sized enterprises. The article is divided into six chapters, the first chapter is the introduction, the second chapter is the definition of the concept of the small and medium-sized enterprises, the meaning and the way of the small and medium-sized enterprises transformation and development, as well as the related theoretical analysis, the paper puts forward the policy and measures to guide the transformation and development of the small and medium-sized enterprises in Shanghai. The third chapter analyzes the current situation and existing problems of the policies and measures to guide the transformation and development of small and medium-sized enterprises in Shanghai, the fourth chapter expounds the experience and enlightenment of supporting the transformation and development of small and medium-sized enterprises, the fifth chapter mainly puts forward the policy and measures recommendations. The sixth chapter is the conclusion.
