【摘要】：城市地下管線擔(dān)負(fù)著城市的能源輸送、信息傳遞、排澇減災(zāi)、廢物排棄的功能，是城市基礎(chǔ)設(shè)施的重要組成部分。城市地下管線就像人體內(nèi)的“血管”和“神經(jīng)”，因此，被人們稱為城市的“生命線”。在青島城市快速發(fā)展的今天，城市地下空間資源十分寶貴，地下管線日益增多且錯綜復(fù)雜。為了能科學(xué)利用地下空間資源，有效預(yù)防地下管線事故，尋求對地下管線進(jìn)行統(tǒng)一規(guī)劃、建設(shè)、管理的有效途徑，從而實(shí)現(xiàn)資源共享、合理利用，以保證城市科學(xué)、高效的運(yùn)轉(zhuǎn)已刻不容緩。 國內(nèi)許多城市針對地下管線管理進(jìn)行了大量研究和實(shí)踐工作，但還沒有一個能夠?qū)Φ叵鹿芫�實(shí)施全過程有效監(jiān)管的城市。本文針對青島市市內(nèi)三區(qū)的八大類地下管線的綜合統(tǒng)一管理作為主要研究對象，根據(jù)其空間分布特征和在城市管理中的重要作用，闡述了青島城市地下管線管理的背景和意義；從機(jī)構(gòu)設(shè)置、法律法規(guī)建設(shè)、管理模式、管理技術(shù)方法等方面，論述了城市地下管線管理研究的主要內(nèi)容；采用文獻(xiàn)分析、實(shí)證研究等研究方法，運(yùn)用城市管理學(xué)、數(shù)據(jù)分析、公共管理等管理學(xué)理論知識，綜合分析了青島城市地下管線管理的現(xiàn)狀，指出了青島城市管線管理法律法規(guī)薄弱、管理權(quán)限交叉錯位、管理職能分散、缺位，缺乏統(tǒng)一、有效運(yùn)維管理等問題，并充分利用和借鑒了國內(nèi)外城市地下管線管理成熟的研究成果及實(shí)踐經(jīng)驗(yàn)，從完善政策法規(guī)、強(qiáng)化政府管理職能、提高運(yùn)維管理水平等方面，就如何科學(xué)有效地管理青島城市地下管線，，提出了適合青島城市地下管線管理的對策，設(shè)計了具有可操作性的青島城市地下管線管理流程，進(jìn)而實(shí)現(xiàn)了青島城市地下管線科學(xué)、有序、高效地管理。
[Abstract]:Urban underground pipeline plays an important role in urban energy transmission, information transmission, waterlogging mitigation and waste disposal. It is an important part of urban infrastructure. Urban underground pipelines are like blood vessels and nerves in human body, so they are called "lifelines" of cities. Nowadays, with the rapid development of Qingdao city, urban underground space resources are very valuable, and underground pipelines are increasing and complicated day by day. In order to make scientific use of underground space resources and effectively prevent underground pipeline accidents, we seek an effective way of unified planning, construction and management of underground pipelines, so as to realize resource sharing and rational utilization, so as to ensure urban science. Efficient operation is urgent. Many cities in China have done a lot of research and practice on underground pipeline management, but there is not a city that can effectively supervise the underground pipeline in the whole process. Aiming at the integrated and unified management of eight types of underground pipelines in three districts of Qingdao city as the main research object, according to its spatial distribution characteristics and its important role in urban management, this paper expounds the background and significance of Qingdao urban underground pipeline management. This paper discusses the main contents of the research on urban underground pipeline management from the aspects of institution setting, law and regulation construction, management mode, management technology and so on, and applies the methods of literature analysis, empirical research, urban management, data analysis, etc. Based on the theoretical knowledge of management, such as public management, this paper comprehensively analyzes the present situation of urban underground pipeline management in Qingdao, and points out that the laws and regulations of urban pipeline management in Qingdao are weak, the authority of management is crossed and misplaced, the management function is scattered, absent and lacking in unity. The effective operation and maintenance management and so on, and has fully utilized and used for reference the domestic and foreign city underground pipeline management mature research result and the practice experience, from consummates the policy laws and regulations, strengthens the government management function, enhances the operation and maintenance management level and so on aspects and so on, On how to manage the underground pipeline in Qingdao city scientifically and effectively, this paper puts forward the countermeasures suitable for the management of underground pipeline in Qingdao city, designs the operable management process of the underground pipeline in Qingdao city, and then realizes the science of underground pipeline in Qingdao city. Manage in an orderly and efficient manner.
