【摘要】：政府購(gòu)買社工項(xiàng)目，即政府購(gòu)買社會(huì)工作服務(wù)項(xiàng)目，它是推動(dòng)社會(huì)工作機(jī)構(gòu)建立、社會(huì)工作事業(yè)發(fā)展的重要力量。它不但能夠?yàn)樯鐣?huì)工作事業(yè)發(fā)展開辟的新的資金來源渠道，拓寬社會(huì)工作發(fā)揮作用的領(lǐng)域，還能促進(jìn)社會(huì)工作組織與政府的溝通交流，，讓政府對(duì)社會(huì)工作有更全面、更深入的了解，從而為營(yíng)造良好的社會(huì)工作發(fā)展環(huán)境奠定基礎(chǔ)。近幾年，隨著政府社會(huì)服務(wù)職能的轉(zhuǎn)移，在公共服務(wù)社會(huì)化、公共管理市場(chǎng)化的背景下，政府購(gòu)買社會(huì)工作服務(wù)在快速發(fā)展的同時(shí)，也由于缺乏相應(yīng)的規(guī)范管理制度、社工機(jī)構(gòu)專業(yè)化程度低、民間社會(huì)資源有限等原因，出現(xiàn)了亂象叢生的局面。關(guān)于這些項(xiàng)目的監(jiān)督評(píng)估工作，也由于相關(guān)研究較少、缺乏評(píng)估機(jī)制、評(píng)估文化、項(xiàng)目干系人重視程度不夠等原因，多數(shù)項(xiàng)目評(píng)估也流于形式。項(xiàng)目評(píng)估促進(jìn)項(xiàng)目改進(jìn)、維護(hù)相關(guān)利益群體權(quán)益、提升項(xiàng)目承接機(jī)構(gòu)組織能力建設(shè)、樹立社會(huì)組織社會(huì)公信度等方面的作用并沒有得到充分發(fā)揮。 在實(shí)證研究和文獻(xiàn)研究的基礎(chǔ)上，本文提出了基于項(xiàng)目管理視角的政府購(gòu)買社會(huì)工作服務(wù)評(píng)估研究的主題，闡述了我國(guó)政府購(gòu)買社會(huì)工作服務(wù)運(yùn)作現(xiàn)狀，描述了廣州市H街道政府購(gòu)買社工項(xiàng)目的橫向管理模式和縱向管理模式。在此基礎(chǔ)上，文章還對(duì)這兩種項(xiàng)目管理模式中存在的項(xiàng)目評(píng)估體系進(jìn)行挖掘，運(yùn)用對(duì)比分析研究的方法，比較了廣州市H街道橫向管理項(xiàng)目評(píng)估體系和縱向管理項(xiàng)目評(píng)估體系的相似性和差異性。以此為依據(jù)，結(jié)合目前社會(huì)工作評(píng)估領(lǐng)域的實(shí)際情況，文章還對(duì)目前廣州市H街道政府購(gòu)買社工項(xiàng)目評(píng)估中存在的問題，以及造成問題存在的原因進(jìn)行分析，并提出相應(yīng)的評(píng)估改進(jìn)的策略。
[Abstract]:The purchase of social work programs by the government, that is, the purchase of social work services by the government, is an important force in promoting the establishment of social work institutions and the development of social work undertakings. It can not only open up new sources of funds for the development of social work, broaden the fields in which social work plays a role, but also promote communication between social work organizations and the government, so that the government can have a more comprehensive understanding of social work. More in-depth understanding, thus for the creation of a good social work development environment lay the foundation. In recent years, with the transfer of government social service function, under the background of socialization of public service and marketization of public management, government purchase of social work service is developing rapidly, but also due to the lack of corresponding standard management system. The social work organization specialization degree is low, the civil society resources are limited and so on, appeared the chaotic situation. The monitoring and evaluation of these projects is also due to the lack of relevant research, lack of evaluation mechanism, evaluation culture, the project stakeholders pay less attention to, most of the project evaluation is also a mere formality. The role of project evaluation in promoting project improvement, safeguarding the rights and interests of relevant interest groups, enhancing the organizational capacity building of project undertaking institutions, and establishing the social credibility of social organizations have not been fully brought into play. On the basis of empirical research and literature study, this paper puts forward the theme of the evaluation research of government purchasing social work service based on project management, and expounds the current situation of government purchase of social work service in our country. This paper describes the horizontal management model and vertical management model of the social work project purchased by the H street government in Guangzhou. On this basis, the paper also excavates the project evaluation system existing in these two project management models, and applies the method of comparative analysis and research. This paper compares the similarity and difference between the evaluation system of H street horizontal management project and the longitudinal management project evaluation system in Guangzhou. On this basis, combined with the actual situation in the field of social work evaluation at present, the article also analyzes the problems existing in the evaluation of social work items purchased by the H street government in Guangzhou at present, as well as the causes of the problems. And put forward the corresponding evaluation and improvement strategy.
