【摘要】：全球正在進(jìn)入具有高度不確定性的"風(fēng)險(xiǎn)社會(huì)"時(shí)代,風(fēng)險(xiǎn)成為現(xiàn)代社會(huì)的重要特征,并正在改變現(xiàn)代社會(huì)的運(yùn)行邏輯與規(guī)則,人類社會(huì)的價(jià)值理念、行為方式正在被系統(tǒng)化地重構(gòu),全球治理演變?yōu)?全球風(fēng)險(xiǎn)社會(huì)"治理。當(dāng)前,全球風(fēng)險(xiǎn)治理的碎片化、低效率現(xiàn)象嚴(yán)重,現(xiàn)有公共管理、國(guó)際治理方式還不能適應(yīng)風(fēng)險(xiǎn)社會(huì)治理的要求�，F(xiàn)代社會(huì)是一個(gè)具有內(nèi)生復(fù)雜性、測(cè)不準(zhǔn)性、脆弱性等特征的復(fù)雜系統(tǒng),復(fù)雜性是全球風(fēng)險(xiǎn)社會(huì)形成的根本機(jī)理,全球風(fēng)險(xiǎn)社會(huì)治理離不開(kāi)復(fù)雜性范式與中國(guó)參與。系統(tǒng)研究全球風(fēng)險(xiǎn)社會(huì)形成的復(fù)雜性機(jī)制,構(gòu)建面向全球風(fēng)險(xiǎn)社會(huì)治理的價(jià)值、文化與機(jī)制,形成辨識(shí)、化解風(fēng)險(xiǎn)的協(xié)同治理及反脆弱能力,在理論和實(shí)踐上具有重要的價(jià)值。
[Abstract]:The world is entering the era of "risk society" with high uncertainty. Risk has become an important feature of modern society, and it is changing the logic and rules of modern society and the value concept of human society. The behavior way is being systematically reconstructed, the global governance evolves into the "global risk society" governance. At present, the global risk governance is fragmented, inefficient phenomenon is serious, the existing public management, international governance mode can not adapt to the requirements of risk social governance. Modern society is a complex system with the characteristics of endogenous complexity uncertainty vulnerability and so on. Complexity is the fundamental mechanism of the formation of global risk society. The governance of global risk society can not be separated from the complexity paradigm and China's participation. It is of great value in theory and practice to systematically study the complex mechanism of the formation of global risk society, to construct the value, culture and mechanism of social governance facing global risk, to form the cooperative governance and anti-vulnerability ability to identify and resolve risks.
