【摘要】：伴隨著經(jīng)濟(jì)日益發(fā)展,我國的環(huán)境問題卻越來越凸顯,由于城市是經(jīng)濟(jì)發(fā)展龍頭,環(huán)境問題的焦點主要集中在城市的環(huán)境治理方面,而農(nóng)村環(huán)境的綜合治理問題一直未得到足夠的關(guān)注和重視。相比于城市環(huán)境的綜合治理,我國農(nóng)村環(huán)境綜合治理工作起步晚、基礎(chǔ)弱。中國是農(nóng)業(yè)大國,農(nóng)業(yè)在國民經(jīng)濟(jì)中處于舉足輕重的地位。環(huán)境是人類賴以生存、發(fā)展的綜合,在這個迅速發(fā)展的社會中,農(nóng)村環(huán)境問題承載著環(huán)境發(fā)展的最小單元。人們對眼前利益的過度開發(fā),導(dǎo)致生活環(huán)境乃至生態(tài)環(huán)境被大幅度破壞。在中國這個農(nóng)業(yè)大國的現(xiàn)狀情況下,農(nóng)村環(huán)境綜合治理情況讓人堪憂。我國長期存在的農(nóng)村、城市二元結(jié)構(gòu)也是農(nóng)村環(huán)境綜合治理現(xiàn)狀停滯的深層次原因之一。農(nóng)村環(huán)境綜合治理問題突出:農(nóng)村環(huán)境綜合治理相關(guān)基本制度不健全、組織機(jī)構(gòu)薄弱、運行機(jī)制欠缺、村域規(guī)劃滯后、政府財政投入不到位、相關(guān)部門監(jiān)管力度薄弱、各項制度考核形式化嚴(yán)重、各項資源長期分布不均等各方面原因都深層次影響著農(nóng)村環(huán)境現(xiàn)狀的向好發(fā)展。農(nóng)村環(huán)境綜合治理問題日益上升到更加重要的位置。本文從公共管理角度,通過綜合運用實際調(diào)研、案例分析、文獻(xiàn)研究、實地考察、基層訪談等方法,通過對河北省唐縣高昌鎮(zhèn)農(nóng)村環(huán)境綜合治理現(xiàn)狀的調(diào)研,分析高昌鎮(zhèn)農(nóng)村環(huán)境綜合治理現(xiàn)狀發(fā)展中存在的現(xiàn)象、原因,并提出對唐縣高昌鎮(zhèn)農(nóng)村環(huán)境現(xiàn)狀加以調(diào)控、進(jìn)一步進(jìn)行科學(xué)規(guī)劃;加強(qiáng)政府支持,加大投資力度,提升農(nóng)村環(huán)境面貌,改善居民居住環(huán)境,強(qiáng)化農(nóng)村環(huán)境保護(hù),保障農(nóng)村居民生產(chǎn)生活。
[Abstract]:With the increasing development of economy, the environmental problems in our country are becoming more and more prominent. Because cities are the leading economic development, the focus of environmental problems is mainly on the environmental governance of cities. The comprehensive management of rural environment has not been enough attention and attention. Compared with the comprehensive treatment of urban environment, the rural environmental comprehensive treatment of our country started late and the foundation was weak. China is a large agricultural country, agriculture in the national economy in a pivotal position. Environment is the synthesis of human survival and development. In this rapidly developing society, rural environmental problems bear the smallest unit of environmental development. The over-exploitation of people's immediate interests leads to the destruction of the living environment and even the ecological environment. In the current situation of China as a big agricultural country, the situation of comprehensive management of rural environment is worrying. The dualistic structure of city is also one of the deep reasons for the stagnation of the comprehensive management of rural environment in our country for a long time. The problems of comprehensive management of rural environment are prominent: the basic system related to comprehensive management of rural environment is not perfect, the organization is weak, the operation mechanism is lacking, the planning of village area is lagging behind, the financial input of government is not in place, and the supervision of relevant departments is weak. The formalization of system assessment and the long term unequal distribution of resources all have deep influence on the development of rural environment. The problem of comprehensive management of rural environment is rising to a more important position day by day. From the perspective of public management, through the comprehensive use of practical research, case analysis, literature research, field investigation, grass-roots interviews and other methods, this paper investigates the current situation of comprehensive management of rural environment in Gaochang Town, Tang County, Hebei Province. This paper analyzes the phenomena and reasons in the development of the comprehensive management of rural environment in Gaochang town, and puts forward some measures to control the present situation of rural environment in Gaochang Town, Tang County, and further carry out scientific planning, strengthen government support and increase investment. Improve the rural environment, improve the living environment, strengthen rural environmental protection, and ensure the production and life of rural residents.
