【摘要】：水上安全監(jiān)管系統(tǒng)是全面提升海事系統(tǒng)的綜合實力,提高海事公共服務水平,推動海事公共管理現(xiàn)代化的動力。近年來,臺灣海峽西岸水運經(jīng)濟持續(xù)快速發(fā)展,廈門灣水域的船舶交通流量和交通密度快速增大,船舶種類和數(shù)量越來越多,船舶航行情況日趨復雜。如何利用先進設(shè)備和技術(shù)手段實現(xiàn)對船舶交通的安全監(jiān)管己成為當前海事公共管理組織重要的工作之- 本文針對廈門灣水上安全監(jiān)管系統(tǒng)公共投入進行研究。首先,全面論述建設(shè)廈門東南國際航運中心和做強海洋經(jīng)濟對水上安全監(jiān)管所提出的更高挑戰(zhàn),分析廈門灣水上安全監(jiān)管系統(tǒng)公共投入的現(xiàn)狀,以及“十二五”乃至中長期船舶動態(tài)監(jiān)管的具體需求。其次,應用案例分析法和公共經(jīng)濟學理論的成本—效益分析法對現(xiàn)有水上安全監(jiān)管系統(tǒng)之VTS公共投入績效進行定性定量分析,并對水上安全監(jiān)管系統(tǒng)公共投入效益進行總體評價。再者,實證分析廈門灣水上安全監(jiān)管系統(tǒng)公共投入存在結(jié)構(gòu)不合理、區(qū)域不均衡、投資主體單一、管理不完善等四大問題及原因。最后,在這些分析和研究的基礎(chǔ)上,借助公共管理學理論和公共經(jīng)濟決策分析方法,提出了完善廈門灣水上安全監(jiān)管系統(tǒng)公共投入的目標、基本原則和四項具體措施,為調(diào)整廈門灣監(jiān)管力量布局,優(yōu)化完善監(jiān)管資源配置,構(gòu)建“布局立體化、裝備現(xiàn)代化、服務信息化、反應快速和定位高精度”為特征的廈門灣水上綜合監(jiān)管和服務體系提供借鑒和參考,對促進廈門東南國際航運中心建設(shè)和做大廈門海洋經(jīng)濟的戰(zhàn)略決策提供水上船舶航行安全保障。
[Abstract]:Water safety supervision system is the motive force to promote the comprehensive strength of maritime system, improve the level of maritime public service and promote the modernization of maritime public management. In recent years, with the rapid development of water transport economy in the west coast of Taiwan Strait, the traffic flow and density of ships in Xiamen Bay have increased rapidly, the types and numbers of ships are increasing, and the navigation situation of ships is becoming more and more complex. How to make use of advanced equipment and technical means to realize the safety supervision of ship traffic has become one of the important work of the maritime public management organization at present This paper studies the public investment of Xiamen Bay water safety supervision system. First of all, the paper comprehensively discusses the higher challenges to water safety supervision caused by the construction of Xiamen Southeast International Shipping Center and the strengthening of marine economy, and analyzes the current situation of public investment in Xiamen Bay water safety supervision system. And the 12 th five-year plan and even long-term ship dynamic supervision of the specific needs. Secondly, using the case analysis method and the cost-benefit analysis method of the public economics theory, the VTS public input performance of the existing water safety supervision system is analyzed qualitatively and quantitatively. The public investment benefit of water safety supervision system is evaluated as a whole. Furthermore, the paper empirically analyzes four major problems and reasons for the public input of Xiamen Bay water safety supervision system, such as unreasonable structure, regional imbalance, single investment subject and imperfect management. Finally, on the basis of these analysis and research, with the help of public management theory and public economic decision analysis method, the paper puts forward the goal, basic principles and four concrete measures to improve the public investment of Xiamen Bay water safety supervision system. In order to adjust the distribution of supervision forces in Xiamen Bay, optimize and perfect the allocation of regulatory resources, and build a "three-dimensional layout, modern equipment and information services," Xiamen Bay integrated water supervision and service system, characterized by rapid response and high positioning accuracy, provides reference and reference. It provides the safety guarantee for navigation of ships on water to promote the construction of Xiamen Southeast International Shipping Center and to make the strategic decision to enlarge Xiamen's marine economy.
