【摘要】：糧食是關(guān)系國計(jì)民生和國家經(jīng)濟(jì)安全的重要戰(zhàn)略物資，，是一個(gè)國家和地方整個(gè)安全體系的戰(zhàn)略基礎(chǔ)。糧食安全，對(duì)于保障經(jīng)濟(jì)發(fā)展、社會(huì)穩(wěn)定和人民安居樂業(yè)具有十分重要的意義。 本文在對(duì)城市化進(jìn)程背景下糧食安全問題研究相關(guān)成果進(jìn)行總結(jié)的基礎(chǔ)上，結(jié)合現(xiàn)階段金壇市城市化發(fā)展大環(huán)境，從公共產(chǎn)品理論、危機(jī)管理理論、戰(zhàn)略管理理論等公共管理理論出發(fā)，對(duì)金壇市糧食安全問題進(jìn)行研究。 本文認(rèn)為隨著城市化進(jìn)程加速，人口剛性增長、消費(fèi)水平提高、經(jīng)濟(jì)發(fā)展需求和外圍糧食市場供求動(dòng)蕩，金壇市糧食供給面臨的壓力也將逐步加大，未來對(duì)糧食供需平衡難度加大，存在糧食安全問題隱患。在構(gòu)建評(píng)價(jià)指標(biāo)體系等對(duì)金壇市糧食安全問題進(jìn)行總結(jié)，以及對(duì)未來發(fā)展進(jìn)行SWOT分析的基礎(chǔ)上，運(yùn)用危機(jī)管理的研究成果，對(duì)照金壇市糧食安全存在的問題，提出應(yīng)對(duì)糧食危機(jī)、保障本地區(qū)糧食安全的應(yīng)對(duì)策略，包括：科學(xué)化利用土地，穩(wěn)定糧食作物面積；統(tǒng)籌兼顧抓重點(diǎn)，建立健全完善糧食政策；加強(qiáng)基礎(chǔ)設(shè)施建設(shè)，增強(qiáng)糧食儲(chǔ)備能力；加強(qiáng)糧食信息化建設(shè)，提升糧食管理水平；加快糧企轉(zhuǎn)型工程，提升龍頭帶動(dòng)能力；加快現(xiàn)代糧食物流體系建設(shè)。
[Abstract]:Grain is an important strategic material related to the national economy and people's livelihood and national economic security, and it is the strategic foundation of the whole security system of a country and a place. Food security is of great significance to ensuring economic development, social stability and people living and working in peace and contentment. On the basis of summarizing the related achievements of the research on food security under the background of urbanization, this paper combines the environment of Jintan's urbanization development at present, from the theory of public goods and the theory of crisis management. Based on the theory of strategic management and other public management theories, this paper studies the food security in Jintan City. This paper holds that with the acceleration of urbanization, the rigid growth of population, the improvement of consumption level, the turbulence of economic development demand and the supply and demand of peripheral grain market, the pressure on food supply in Jintan City will be gradually increased. In the future, the balance of grain supply and demand will become more difficult, and there will be hidden dangers of food security. On the basis of constructing the evaluation index system and summarizing the food security problems in Jintan city, and analyzing the future development by SWOT, and applying the research results of crisis management, the paper compares the existing problems of food security in Jintan City. The measures to deal with the food crisis and ensure the food security in the region are put forward, including the scientific use of land, the stabilization of grain crop areas, the overall consideration of key points, the establishment and improvement of food policies, and the strengthening of infrastructure construction. Strengthen grain reserve ability; strengthen grain information construction, improve grain management level; speed up grain enterprise transformation project, promote leading driving capacity; speed up the construction of modern grain logistics system.
