【摘要】：由于歷史、社會(huì)、經(jīng)濟(jì)等多方面原因，我國(guó)城鄉(xiāng)發(fā)展形成了嚴(yán)重的二元結(jié)構(gòu)，城市和農(nóng)村在經(jīng)濟(jì)發(fā)展、設(shè)施建設(shè)、資源配置、公共服務(wù)等方面存在著巨大的不平衡。城鄉(xiāng)二元化發(fā)展結(jié)構(gòu)所帶來(lái)的矛盾日益突出，已經(jīng)成為阻礙城鄉(xiāng)和諧發(fā)展的絆腳石。自黨的十六大以來(lái)，中央逐步把城鎮(zhèn)化工作提高到前所未有的新高度，隨后更是提出了“統(tǒng)籌城鄉(xiāng)發(fā)展，推進(jìn)社會(huì)主義新農(nóng)村建設(shè)”的戰(zhàn)略目標(biāo)，強(qiáng)調(diào)把解決好三農(nóng)問(wèn)題作為全黨工作的重中之重。同時(shí)，過(guò)去在城鎮(zhèn)建設(shè)過(guò)程中片面注重速度，，忽視了質(zhì)量發(fā)展，粗放型的增長(zhǎng)方式給生態(tài)、環(huán)境、能源帶來(lái)了沉重壓力。為促進(jìn)經(jīng)濟(jì)增長(zhǎng)向集約型增長(zhǎng)轉(zhuǎn)變，逐步實(shí)現(xiàn)全面協(xié)調(diào)可持續(xù)的經(jīng)濟(jì)發(fā)展。中央在小城鎮(zhèn)建設(shè)中提出了“新型城鎮(zhèn)化”的發(fā)展戰(zhàn)略。在這樣的背景下，本文經(jīng)過(guò)分析山東省城鎮(zhèn)化存在的問(wèn)題和成因，以新公共管理為理論基礎(chǔ)，從總體布局、規(guī)劃管理、政策制度等方面，提出了新型城鎮(zhèn)化視域中的山東小城鎮(zhèn)建設(shè)的對(duì)策建議。 論文一共有六章，第一章為緒論部分，介紹了研究的背景、目的及國(guó)內(nèi)外相關(guān)情況等。第二章為基礎(chǔ)理論部分，著重介紹了新型城鎮(zhèn)化、小城鎮(zhèn)相關(guān)理論及新公共管理理論。第三章至第六章為論文的主體部分。第三章著重介紹了新型城鎮(zhèn)化的基本要求及山東小城鎮(zhèn)建設(shè)背景；第四章主要分析了存在問(wèn)題及成因。第五章介紹了國(guó)內(nèi)外小城鎮(zhèn)建設(shè)的先進(jìn)經(jīng)驗(yàn)；第六章從指導(dǎo)思想、空間布局、規(guī)劃管理、制度創(chuàng)新等多個(gè)方面提出新型城鎮(zhèn)化視域中的山東小城鎮(zhèn)建設(shè)的對(duì)策建議。
[Abstract]:Due to historical, social, economic and other reasons, the development of urban and rural areas in China has formed a serious dual structure, urban and rural areas in economic development, facilities construction, resource allocation, public services and other aspects of a huge imbalance. The contradiction brought by the urban-rural dual development structure is increasingly prominent and has become a stumbling block to the harmonious development of urban and rural areas. Since the 16th National Congress of the Party, the Central Committee has gradually raised the work of urbanization to an unprecedented new height, and has subsequently put forward the strategic goal of "co-ordinating urban and rural development and promoting the construction of a new socialist countryside." Stressed that solving the three rural issues as the top priority of the work of the whole party. At the same time, in the past, in the process of urban construction, the one-sided attention to speed, ignoring the development of quality, extensive growth mode of ecological, environmental, energy brought heavy pressure. In order to promote the transformation of economic growth to intensive growth, we should gradually realize comprehensive, coordinated and sustainable economic development. The central government has put forward the development strategy of "new urbanization" in the construction of small towns. In this context, this paper analyzes the problems and causes of urbanization in Shandong Province, taking the new public management as the theoretical basis, from the overall layout, planning management, policy system, and so on. The countermeasures and suggestions on the construction of small towns in Shandong Province are put forward in the view of new urbanization. There are six chapters in this paper. The first chapter is the introduction, which introduces the background, purpose and related situation at home and abroad. The second chapter is the basic theory, focusing on the new urbanization, small town related theory and new public management theory. The third to sixth chapters are the main part of the thesis. The third chapter mainly introduces the basic requirements of new urbanization and the background of Shandong small town construction, and the fourth chapter mainly analyzes the existing problems and causes. The fifth chapter introduces the advanced experience of small town construction at home and abroad, and the sixth chapter puts forward the countermeasures and suggestions of Shandong small town construction in the new urbanization field from the aspects of guiding ideology, space layout, planning and management, system innovation and so on.
