【摘要】：人類公共管理活動(dòng)起源于增進(jìn)和維護(hù)公民權(quán)利的實(shí)際需要,公民權(quán)利是公共管理的目的與旨?xì)w,公共管理活動(dòng)則是增進(jìn)與維護(hù)公民權(quán)利的工具與保障。公民權(quán)利的自我保護(hù)、式微、回歸與復(fù)興的過程,亦即公共管理模式嬗變的過程。原始服務(wù)型公共管理強(qiáng)調(diào)公共管理的工具性而忽視公民權(quán)利對(duì)公共管理的主體性與參與性;統(tǒng)治型公共管理中,增進(jìn)公民權(quán)利的公共管理工具異化為奴役公民權(quán)利的"利維坦";管理型公共管理回歸維護(hù)公民權(quán)利的本質(zhì)特征,實(shí)現(xiàn)增進(jìn)和維護(hù)公民權(quán)利的目的性和工具性的初步統(tǒng)一;服務(wù)型公共管理以公民權(quán)利為旨?xì)w,既強(qiáng)調(diào)公共管理增進(jìn)和維護(hù)公民權(quán)利的工具特色,又強(qiáng)調(diào)公民監(jiān)督和參與公共管理過程的權(quán)利特征,為實(shí)現(xiàn)公民權(quán)利與增進(jìn)和維護(hù)公民權(quán)利的公共管理工具之間的融合與統(tǒng)一提供了美好愿景,是公民權(quán)利發(fā)展的必然要求,也是公共管理發(fā)展的應(yīng)然方向。
[Abstract]:The activities of human public administration originate from the practical needs of promoting and safeguarding the civil rights, which are the purpose and aim of the public administration, and the tools and guarantees of the promotion and protection of the civil rights. The process of self-protection, decline, regression and rejuvenation of civil rights is the process of the change of the mode of public administration. The original service-oriented public management emphasizes the instrumental nature of the public administration and neglects the subjectivity and participation of the citizen's rights in the public administration. The tool of public administration to promote civil rights is alienated as "Leviathan" which enslaves citizens' rights, and the management public management returns to the essential characteristics of maintaining civil rights and realizes the initial unification of the purpose and instrumentality of promoting and safeguarding civil rights. The service-oriented public management aims at citizens' rights. It not only emphasizes the characteristics of tools for promoting and safeguarding the rights of citizens, but also emphasizes the characteristics of the rights of citizens to supervise and participate in the process of public administration. It provides a bright vision for the integration and unification of the public management tools for the realization of civil rights and the promotion and maintenance of civil rights. It is an inevitable requirement for the development of civil rights and the necessary direction for the development of public administration.
