【摘要】：當(dāng)前,面對社會公眾日益增長的公共服務(wù)需求,地方政府在公共服務(wù)的供給上陷入了供給不充分、低效率、不均衡和不協(xié)同的困境,如何采取有效措施提升地方政府的公共服務(wù)能力成為當(dāng)務(wù)之急。新公共管理理論為地方政府公共服務(wù)能力的建設(shè)和提升帶來了契機。在當(dāng)前促進國家治理體系和治理能力現(xiàn)代化的過程中,應(yīng)當(dāng)以地方政府公共服務(wù)供給過程中出現(xiàn)的具體問題和困境為對象,采取增加供給總量、完善運行機制、培育多元化供給網(wǎng)絡(luò)、促進社會公眾有效參與等措施提升地方政府的公共服務(wù)能力,加快服務(wù)型政府的建設(shè)步伐,從而不僅為滿足社會公眾的公共服務(wù)需求提供合理的策略支持,也為健全基本公共服務(wù)體系和完善服務(wù)型政府的建設(shè)提供參考。
[Abstract]:At present, in the face of the growing public demand for public services, local governments are caught in the dilemma of inadequate, inefficient, unbalanced and uncoordinated supply of public services.How to take effective measures to improve the public service capacity of local governments has become a top priority.The new public management theory has brought the opportunity for the construction and promotion of the local government's public service capacity.In the current process of promoting the modernization of the national governance system and governance capacity, we should take the concrete problems and dilemmas in the process of the local government's public service supply as the object, take the increase of the total supply amount, and improve the operation mechanism.Cultivate diversified supply network, promote effective participation of the public and other measures to enhance the public service capacity of local governments, accelerate the pace of construction of service-oriented government,Therefore, it not only provides reasonable strategic support to meet the public's public service needs, but also provides a reference for the improvement of the basic public service system and the construction of service-oriented government.
