【摘要】:隨著我國(guó)步入經(jīng)濟(jì)和社會(huì)雙轉(zhuǎn)時(shí)期,公共服務(wù)外包成為我國(guó)政府進(jìn)行市場(chǎng)化改革和職能轉(zhuǎn)變的必然要求。然而,實(shí)踐中公共服務(wù)外包的發(fā)展卻并非一帆風(fēng)順,由于外包過(guò)程中所產(chǎn)生的種種問(wèn)題和風(fēng)險(xiǎn)而遭受大量質(zhì)疑,甚至出現(xiàn)逆向外包的趨勢(shì)。但現(xiàn)代社會(huì)是一個(gè)風(fēng)險(xiǎn)社會(huì),風(fēng)險(xiǎn)不可避免。因此,因噎廢食不但不可取,更應(yīng)考慮如何對(duì)公共服務(wù)外包進(jìn)行全面系統(tǒng)的風(fēng)險(xiǎn)管理,使其在我國(guó)實(shí)現(xiàn)順利過(guò)渡,化危機(jī)為機(jī)遇。風(fēng)險(xiǎn)管理是一項(xiàng)系統(tǒng)工程,其首要環(huán)節(jié)是風(fēng)險(xiǎn)識(shí)別。只有全面系統(tǒng)地識(shí)別出公共服務(wù)外包的風(fēng)險(xiǎn)與否、風(fēng)險(xiǎn)類型、風(fēng)險(xiǎn)大小與風(fēng)險(xiǎn)性質(zhì),才能為全面的風(fēng)險(xiǎn)管理提供依據(jù)。由于公共服務(wù)外包的復(fù)雜特性,本文借鑒系統(tǒng)工程領(lǐng)域的三維結(jié)構(gòu)模型,從三個(gè)角度作為切入點(diǎn)構(gòu)建一套公共服務(wù)外包的三維風(fēng)險(xiǎn)識(shí)別模型。三個(gè)維度的設(shè)計(jì)分別是內(nèi)容維度(公共服務(wù)外包的內(nèi)容)、模式維度(公共服務(wù)外包的具體模式)和時(shí)間維度(公共服務(wù)外包的過(guò)程),分別用以解決基于承包商性質(zhì)和外包服務(wù)性質(zhì)的差異性、公共服務(wù)外包模式的差異性、公共服務(wù)外包階段的差異性進(jìn)行針對(duì)性風(fēng)險(xiǎn)識(shí)別的問(wèn)題。模型三個(gè)維度的構(gòu)建可以實(shí)現(xiàn)對(duì)公共服務(wù)外包中風(fēng)險(xiǎn)與否與風(fēng)險(xiǎn)類型的識(shí)別,以上風(fēng)險(xiǎn)識(shí)別結(jié)果可通過(guò)風(fēng)險(xiǎn)清單的形式呈現(xiàn)。然后,通過(guò)風(fēng)險(xiǎn)識(shí)別點(diǎn)的定位,運(yùn)用風(fēng)險(xiǎn)矩陣法和科學(xué)的評(píng)估方法,可以實(shí)現(xiàn)對(duì)公共服務(wù)外包中風(fēng)險(xiǎn)大小和風(fēng)險(xiǎn)性質(zhì)的識(shí)別,以此為風(fēng)險(xiǎn)應(yīng)對(duì)提供依據(jù)。以上是本文所提出的研究假設(shè),即公共服務(wù)外包三維風(fēng)險(xiǎn)識(shí)別模型的設(shè)計(jì)。接下來(lái),依據(jù)合理性、科學(xué)性和有效性標(biāo)準(zhǔn),本文對(duì)模型在單個(gè)和多個(gè)項(xiàng)目中的具體運(yùn)用為例,證明了模型總體設(shè)計(jì)的合理性、科學(xué)性和有效性。然后,又分別對(duì)模型三個(gè)維度及其要素的設(shè)計(jì)進(jìn)行三方面的論證,從而證明模型三個(gè)維度的設(shè)計(jì)也是合理、科學(xué)和有效的。本研究的創(chuàng)新點(diǎn)在于:嘗試在公共管理領(lǐng)域構(gòu)建一套三維概念模型,實(shí)現(xiàn)對(duì)研究對(duì)象的多角度分析。嘗試梳理出公共服務(wù)外包的通用風(fēng)險(xiǎn)清單,并通過(guò)模型進(jìn)行全面系統(tǒng)的風(fēng)險(xiǎn)要素識(shí)別。嘗試將模型在多個(gè)項(xiàng)目中使用,實(shí)現(xiàn)系統(tǒng)的風(fēng)險(xiǎn)管理和動(dòng)態(tài)的風(fēng)險(xiǎn)監(jiān)控。
[Abstract]:As our country enters the period of economic and social transformation, public service outsourcing has become an inevitable requirement for our government to carry out market-oriented reform and function transformation.However, the development of public service outsourcing is not smooth in practice, because of the various problems and risks in the process of outsourcing, it has been questioned a lot, and even the trend of reverse outsourcing.But modern society is a risk society, risk is inevitable.Therefore, it is not advisable to waste food because of choking, but should consider how to carry on the comprehensive and systematic risk management to the public service outsourcing, so that it can realize the smooth transition and turn the crisis into the opportunity in our country.Risk management is a system engineering, its primary link is risk identification.Only by comprehensively and systematically identifying the risks, types, size and nature of the risks of public service outsourcing can we provide the basis for comprehensive risk management.Because of the complex characteristics of public service outsourcing, this paper draws lessons from the three-dimensional structural model in the field of system engineering, and constructs a set of three-dimensional risk identification model of public service outsourcing from three angles.The design of the three dimensions is content dimension (content dimension of public service outsourcing), mode dimension (specific mode of public service outsourcing) and time dimension (process of public service outsourcing), respectively, to solve the problem based on contractorsDifferences in quality and nature of outsourced services,The difference of public service outsourcing mode and the difference of public service outsourcing stage.The construction of three dimensions of the model can realize the identification of risk and risk type in public service outsourcing, and the above risk identification results can be presented in the form of risk list.Then, through the positioning of risk identification points, using risk matrix method and scientific evaluation method, we can realize the recognition of risk size and risk nature in public service outsourcing, so as to provide the basis for risk response.These are the research hypotheses proposed in this paper, that is, the design of three-dimensional risk identification model for public service outsourcing.Then, according to the criteria of rationality, scientificalness and validity, this paper proves the rationality, scientificalness and validity of the overall design of the model by taking the concrete application of the model in single and multiple projects as an example.Then, the design of the three dimensions of the model and its elements are demonstrated in three aspects, which proves that the design of the three dimensions of the model is reasonable, scientific and effective.The innovation of this study lies in: try to construct a set of three-dimensional conceptual model in the field of public management, and realize the multi-angle analysis of the research object.This paper tries to sort out the general risk list of public service outsourcing and identify the risk factors through the model.This paper attempts to use the model in many projects to realize the risk management and dynamic risk monitoring of the system.
