【摘要】：“民以食為天，食以安為先”。隨著改革開(kāi)放政策的不斷深化，我國(guó)的農(nóng)業(yè)經(jīng)濟(jì)得到快速發(fā)展。同時(shí)，隨時(shí)農(nóng)業(yè)科學(xué)技術(shù)和社會(huì)經(jīng)濟(jì)的不斷發(fā)展，農(nóng)產(chǎn)品質(zhì)量安全問(wèn)題日益突出，老百姓也比以前更關(guān)注自己餐桌上的食品是否安全，農(nóng)產(chǎn)品質(zhì)量安全問(wèn)題已經(jīng)成為新時(shí)期我國(guó)政府公共管理和公共服務(wù)的重要內(nèi)容，，對(duì)于農(nóng)業(yè)產(chǎn)業(yè)發(fā)展、傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)發(fā)展和農(nóng)民的收入影響巨大。鄞州區(qū)作為寧波市乃至浙江省經(jīng)濟(jì)發(fā)展的排頭兵，構(gòu)建鄞州區(qū)農(nóng)產(chǎn)品質(zhì)量安全監(jiān)管體系建設(shè)，具有十分現(xiàn)實(shí)而深遠(yuǎn)的意義。 本文通過(guò)大量的調(diào)查，認(rèn)真研究了鄞州區(qū)鄞州區(qū)農(nóng)產(chǎn)品質(zhì)量安全政府監(jiān)管的建設(shè)現(xiàn)狀。同時(shí)，對(duì)鄞州區(qū)當(dāng)前農(nóng)產(chǎn)品質(zhì)量安全工作進(jìn)行檢視，分析總結(jié)現(xiàn)階段農(nóng)產(chǎn)品質(zhì)量安全存在的主要問(wèn)題。特別在第三章對(duì)鄞州區(qū)農(nóng)產(chǎn)品質(zhì)量安全政府監(jiān)管的主要做法進(jìn)行概述和歸納，并在第四章重點(diǎn)對(duì)現(xiàn)行運(yùn)行機(jī)制障礙進(jìn)行深入地剖析，不僅分析了地方性法律法規(guī)的缺失和實(shí)施對(duì)象分散對(duì)農(nóng)產(chǎn)品質(zhì)量安全政府監(jiān)管帶來(lái)的困難，還揭示了農(nóng)產(chǎn)品質(zhì)量安全技術(shù)支撐體系和監(jiān)督執(zhí)法體系對(duì)農(nóng)產(chǎn)品質(zhì)量安全監(jiān)管的本質(zhì)性影響。 本文還在借鑒國(guó)外關(guān)于農(nóng)產(chǎn)品質(zhì)量安全管理的研究成果的基礎(chǔ)上，針對(duì)目前鄞州區(qū)在實(shí)際工作中存在的問(wèn)題，提出了法律法規(guī)和監(jiān)督執(zhí)法體系、農(nóng)產(chǎn)品安全技術(shù)支撐體系、農(nóng)產(chǎn)品安全市場(chǎng)信息體系的三大體系建設(shè)和如何引導(dǎo)社會(huì)理性看待農(nóng)產(chǎn)品質(zhì)量安全問(wèn)題等具體的應(yīng)對(duì)對(duì)策。目的是對(duì)鄞州區(qū)農(nóng)產(chǎn)品質(zhì)量安全政府監(jiān)管體系建設(shè)提供一些有益的思路和可行的方法。
[Abstract]:The people take food as the day, and food takes peace as the first.With the deepening of reform and opening-up policy, China's agricultural economy has developed rapidly.At the same time, with the continuous development of agricultural science and technology and social economy, the problem of the quality and safety of agricultural products has become increasingly prominent. People are more concerned about the safety of food on their dining tables than before.The quality and safety of agricultural products has become an important part of the public management and public service of our government in the new period, which has a great impact on the development of agricultural industry, the development of traditional agriculture to modern agriculture and the income of farmers.As the vanguard of economic development in Ningbo and Zhejiang Province, Yinzhou District has a very realistic and far-reaching significance to construct the quality and safety supervision system of agricultural products in Yinzhou District.Based on a large number of investigations, this paper studies the present situation of government supervision of agricultural products quality and safety in Yinzhou District.At the same time, the quality and safety work of agricultural products in Yinzhou district is inspected, and the main problems existing in the quality and safety of agricultural products at present are analyzed and summarized.Especially in the third chapter, it summarizes and summarizes the main methods of government supervision of agricultural products quality and safety in Yinzhou district, and in the fourth chapter focuses on the analysis of the obstacles of the current operation mechanism.It not only analyzes the lack of local laws and regulations and the difficulties of government supervision on the quality and safety of agricultural products brought by the dispersion of implementing objects,It also reveals the essential influence of the technical support system of agricultural product quality and safety and the supervision and law enforcement system on the supervision of agricultural product quality and safety.On the basis of drawing lessons from the foreign research on the quality and safety management of agricultural products, aiming at the problems existing in the actual work of Yinzhou District, this paper puts forward the laws, regulations, supervision and law enforcement system, and the technical support system for agricultural product safety.The construction of three systems of agricultural product safety market information system and how to guide the society to treat the problem of agricultural product quality and safety rationally and how to deal with the concrete countermeasures.The aim is to provide some useful ideas and feasible methods for the construction of government supervision system of agricultural products quality and safety in Yinzhou district.
