【摘要】：快速發(fā)展的工業(yè)經(jīng)濟(jì),為人類(lèi)帶來(lái)豐碩的社會(huì)物質(zhì)生活的同時(shí),也帶來(lái)了日益突顯的環(huán)境污染問(wèn)題。在各級(jí)地方政府著手治理過(guò)去發(fā)展所帶來(lái)的環(huán)境污染問(wèn)題的同時(shí),未轉(zhuǎn)變發(fā)展模式所導(dǎo)致的環(huán)境污染問(wèn)題卻依然頻現(xiàn)。面對(duì)日趨嚴(yán)峻的環(huán)境污染形勢(shì),作為肩負(fù)環(huán)境管理職能的各級(jí)政府應(yīng)擔(dān)負(fù)起環(huán)境管理的責(zé)任,這就對(duì)地方政府在環(huán)境管理執(zhí)行力方面提出了更高的要求。政府只有不斷通過(guò)各種環(huán)境管理手段來(lái)提升環(huán)境管理執(zhí)行力,才能更加有效的實(shí)現(xiàn)經(jīng)濟(jì)、社會(huì)和環(huán)境的全面協(xié)調(diào)發(fā)展。本文以全國(guó)發(fā)展較早、經(jīng)濟(jì)相對(duì)富裕、生態(tài)治理起步早的蘇南地區(qū)作為研究對(duì)象,論述了蘇南地方政府在新經(jīng)濟(jì)發(fā)展形勢(shì)下,環(huán)境管理執(zhí)行力的重要性,側(cè)重從公共管理學(xué)理論視角研究提升政府環(huán)境管理執(zhí)行力的有效途徑。本文以昆山市生態(tài)治理過(guò)程中政府環(huán)境管理執(zhí)行力現(xiàn)狀作為典型案例進(jìn)行研究,從地方政府環(huán)境管理的相關(guān)理論剖析入手,從環(huán)境管理機(jī)制、環(huán)保相關(guān)法律法規(guī)以及環(huán)保政策落實(shí)等方面著手,利用公共管理學(xué)相關(guān)理論工具進(jìn)行分析、研究,發(fā)現(xiàn)昆山市生態(tài)治理過(guò)程中政府環(huán)境管理執(zhí)行力存在的主要問(wèn)題,并且對(duì)這些問(wèn)題所產(chǎn)生的原因進(jìn)行探究,并針對(duì)產(chǎn)生這些問(wèn)題的癥結(jié)提出具有針對(duì)性的建議和措施,從公共政策理論視角、組織理論視角、新公共管理理論視角和新公共服務(wù)理論視角提出蘇南生態(tài)治理過(guò)程中政府環(huán)境管理執(zhí)行力的提升途徑。
[Abstract]:The rapid development of industrial economy has brought people a rich social and material life, but also brought more and more prominent environmental pollution problems.While local governments at all levels have begun to deal with the environmental pollution brought about by past development, the environmental pollution problems caused by the unchanging development model are still frequent.In the face of the increasingly severe environmental pollution situation, the governments at all levels, which shoulder the function of environmental management, should shoulder the responsibility of environmental management, which puts forward higher requirements for the execution of environmental management by local governments.Only by continuously improving the executive power of environmental management through various environmental management means, can the government realize the overall coordinated development of economy, society and environment more effectively.This paper takes the early development of the whole country, relatively rich economy and the early start of ecological management as the research object, and discusses the importance of the environmental management executive ability of the local government in the new economic development situation.This paper focuses on the effective ways to improve the executive power of government environmental management from the perspective of public management theory.In this paper, the current situation of government environmental management execution in the process of ecological governance in Kunshan City is studied as a typical case, starting with the analysis of the relevant theories of local government environmental management, and starting with the environmental management mechanism.And to explore the causes of these problems, and in view of the crux of these problems put forward targeted suggestions and measures, from the perspective of public policy theory, organization theory perspective,From the perspective of new public management theory and new public service theory, this paper puts forward the ways to improve the executive power of government environmental management in the process of ecological governance in southern Jiangsu.
