【摘要】：新型城鎮(zhèn)化是以以人為本、城鄉(xiāng)統(tǒng)籌、城鄉(xiāng)一體等為基本特征的城鎮(zhèn)化,以行政命令為代表的傳統(tǒng)治理工具已經(jīng)不能滿足新型城鎮(zhèn)化的發(fā)展,地方政府需要對治理工具進行創(chuàng)新,政府、市場與社會等三者之間的關系是分析地方政府治理工具創(chuàng)新的角度之一。從南京江北新區(qū)新型城鎮(zhèn)化建設來看,地方政府治理工具創(chuàng)新框架包括:一是以整體治理為主要理念、以聯(lián)動治理模式為代表的政府與政府之間的治理工具創(chuàng)新;二是以合作治理為主要理念、以PPP模式為代表的政府與市場之間的治理工具創(chuàng)新;三是以行動主義為主要理念、以法定機構(gòu)為代表的政府與社會之間的治理工具創(chuàng)新。
[Abstract]:The new type of urbanization is characterized by people-oriented, urban-rural overall planning, integration of urban and rural areas, etc. The traditional governance tools represented by administrative orders can no longer meet the development of new urbanization.The local government needs to innovate the governance tools, and the relationship among the government, market and society is one of the angles to analyze the innovation of local government governance tools.From the view of the new urbanization construction of Nanjing Jiangbei New District, the innovation framework of local government governance tools includes: one is the innovation of governance tools between the government and the government represented by the integrated governance model and the linkage governance model;The second is the innovation of governance tools between government and market represented by PPP mode, and the innovation of governance tools between government and society represented by legal institutions and activism.
