【摘要】：社會治理精細(xì)化是一個實踐命題,為一種增量治理方式,系針對以往粗放式治理的反思和矯正,它不是要實施顛覆性的改革,而是針對特定問題所展開的精準(zhǔn)施策。從公共管理"過程論"的角度,精細(xì)化治理的框架可以圍繞價值、主體和治理目標(biāo)三個方面展開:以公民為價值歸宿的精細(xì)化,目標(biāo)是構(gòu)建全民"共享"的社會治理格局;以多元主體能動性為導(dǎo)向的精細(xì)化,目標(biāo)是激活"共建"諸主體的發(fā)展?jié)摿?而以目標(biāo)實現(xiàn)程度為參照的精細(xì)化,則是為社會治理提供管控的依據(jù)。
[Abstract]:The refinement of social governance is a practical proposition. It is an incremental mode of governance. It is aimed at the reflection and correction of extensive governance in the past. It is not intended to carry out subversive reform. From the point of view of "process theory" of public administration, the framework of fine governance can be developed around three aspects: value, subject and goal of governance. The goal is to construct the social governance pattern of "sharing" of the whole people, and to activate the development potential of the "co-construction" subjects, which is guided by the initiative of the pluralistic subjects, and to refine the degree of realization of the objectives as a reference. It is to provide the basis of control for social governance.
