【摘要】：不管是傳統(tǒng)公共管理還是新公共管理,都不可避免地具有歷史的局限性,這些局限性在新的歷史時期愈加彰顯。以農(nóng)村行政權(quán)力治理變遷的三個基本變量,即權(quán)力主體、權(quán)力來源和權(quán)力運行機制為出發(fā)點考察了建國以來農(nóng)村公共治理變遷,深入分析了文化與國家制度影響下不同權(quán)力體系的治理范式,提出未來公共治理尤其是農(nóng)村公共治理不能固守傳統(tǒng)的禮治亦不能照搬西方的法治,構(gòu)建和發(fā)展融合國家制度與歷史文化的文化治理范式,才是堅定文化自信,發(fā)展中國特色的現(xiàn)代化國家治理體系。
[Abstract]:Both the traditional public management and the new public management inevitably have historical limitations, which are increasingly evident in the new historical period. Starting from power sources and power operation mechanism, this paper examines the changes of rural public governance since the founding of the people's Republic of China, and analyzes the governance paradigms of different power systems under the influence of culture and national system. It is pointed out that in the future public governance, especially in rural areas, can not adhere to the traditional rule of law or copy the rule of law in the West. It is only by constructing and developing the cultural governance paradigm that integrates the national system with the historical culture that the cultural self-confidence can be firmly established. To develop a modern national governance system with Chinese characteristics.
