我國政府公共服務(wù)外包問題研究

【摘要】:20世紀(jì)80年代以來,行政改革的浪潮在世界范圍內(nèi)興起。各國政府陸續(xù)探索實(shí)現(xiàn)政府行政改革目標(biāo)的多種途徑,其中政府公共服務(wù)外包成為近年來政府承擔(dān)公共服務(wù)的新模式。20世紀(jì)90年代,英國率先在鐵路、電信等領(lǐng)域?qū)嵭姓卜⻊?wù)外包,之后政府公共服務(wù)外包擴(kuò)展到美國、加拿大等國家并付諸實(shí)施。這一浪潮隨之也擴(kuò)展到中國等發(fā)展中國家。我國政府公共服務(wù)外包最早于上海市,并于1998年第一次進(jìn)入我國實(shí)踐領(lǐng)域。 近年來,我國部分省市區(qū)在這方面的實(shí)踐,無論是服務(wù)范圍還是服務(wù)深度等方面都取得了積極進(jìn)展和較大地突破。但公共服務(wù)外包自產(chǎn)生以來就受到政府官員和學(xué)術(shù)界的廣泛爭議,公共服務(wù)外包過程中所產(chǎn)生的問題也成為人們關(guān)注的焦點(diǎn)。對(duì)于正在嘗試推廣政府公共服務(wù)外包的中國政府來說,充分了解政府公共服務(wù)外包的基本理論,以及公共服務(wù)外包在我國的發(fā)展過程和存在問題,不僅能為人民群眾提供更多更好、更多、更質(zhì)優(yōu)高效的服務(wù),還能降低公共產(chǎn)品生產(chǎn)的成本、節(jié)約公共財(cái)政開支,同時(shí)對(duì)于我國公共事業(yè)單位體制機(jī)制改革,城鄉(xiāng)基本公共服務(wù)均等化都有一定的參考價(jià)值和借鑒意義。因此該文的重點(diǎn)和難點(diǎn)是:總結(jié)公共服務(wù)外包在我國取得成效和經(jīng)驗(yàn),全面分析我國政府公共服務(wù)外包存在的突出問題,尋求問題根源,提出對(duì)策建議,為我國政府公共服務(wù)外包提供理論和法律支持,進(jìn)一步建立完善我國政府公共服務(wù)外包體系。 由于我國不同地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展?fàn)顩r的多樣性和復(fù)雜性,我國政府公共服務(wù)外包尚未形成統(tǒng)一的實(shí)踐模式,本文主要采用理論和實(shí)證相結(jié)合、問題與對(duì)策相結(jié)合、國內(nèi)外研究成果相結(jié)合的形式,立足中國國情,借鑒全球經(jīng)驗(yàn),對(duì)我國政府公共服務(wù)外包問題進(jìn)行研究。 本文主體共分為五個(gè)部分。第一部分,為導(dǎo)論,介紹選題的目的、意義,目前國內(nèi)外的研究現(xiàn)狀,以及研究思路、方法和創(chuàng)新的地方。第二部分,政府公共服務(wù)外包的基本理論,主要介紹公共服務(wù)外包的相關(guān)概念、適用范圍、公共服務(wù)外包的各種工作模式及特征分析。第三部分,當(dāng)前我國政府公共服務(wù)外包的現(xiàn)狀分析,總結(jié)公共服務(wù)外包在我國的發(fā)展歷程、初步成效和典型經(jīng)驗(yàn)。第四部分,就公共服務(wù)外包在具體操作中出現(xiàn)的問題,進(jìn)行了分類歸納,并對(duì)存在的主要問題進(jìn)行了原因分析。第五部分,完善我國政府公共服務(wù)外包的對(duì)策建議,主要從加強(qiáng)公共服務(wù)外包的觀念轉(zhuǎn)變、制度建設(shè)、法律完善和管理創(chuàng)新等方面進(jìn)行了總結(jié)歸納;最后是結(jié)束語。 本文創(chuàng)新之處是:我國的事業(yè)單位在組織屬性上與社會(huì)組織具有特定共同性,即非企業(yè)性和非營利性,其承擔(dān)的社會(huì)功能也具有共同性,這就使得研究政府公共服務(wù)外包,對(duì)于目前我國事業(yè)單位的改革具有一定的借鑒意義和參考兼職。
[Abstract]:Since 1980s, the wave of administrative reform has risen all over the world. In 90s, the United Kingdom took the lead in carrying out government public service outsourcing in railway, telecommunications and other fields, and then government public service outsourcing expanded to the United States. Canada and other countries have been put into practice. This wave has also spread to developing countries such as China. Our government outsourcing of public services was first in Shanghai and entered the practice field of our country for the first time in 1998. In recent years, the practice of some provinces and municipalities in this area, Both service scope and service depth have made positive progress and great breakthrough. However, public service outsourcing has been widely disputed by government officials and academic circles since its emergence. The problems arising in the process of public service outsourcing have also become the focus of attention. For the Chinese government, which is trying to promote the outsourcing of government public services, we should fully understand the basic theory of government public service outsourcing. And the development process and existing problems of public service outsourcing in our country, not only can provide more and better, more and more high-quality and efficient services for the masses of the people, but also can reduce the cost of public goods production and save public financial expenditure. At the same time, it has certain reference value and significance for the reform of system and mechanism of public institutions in China and the equalization of basic public services between urban and rural areas. Therefore, the emphasis and difficulty of this paper are: summing up the achievements and experiences of public service outsourcing in our country. This paper comprehensively analyzes the outstanding problems existing in our government public service outsourcing, seeks for the root causes of the problems, puts forward some countermeasures and suggestions, provides theoretical and legal support for our government public service outsourcing, and further establishes and perfects our government public service outsourcing system. Due to the diversity and complexity of the economic and social development in different regions of China, the government outsourcing of public services in China has not yet formed a unified practice model. This paper mainly adopts the combination of theory and demonstration, problems and countermeasures. In the form of combination of domestic and foreign research results, based on the situation of China and drawing on the global experience, this paper studies the outsourcing of government public service in our country. The main body of this paper is divided into five parts. The first part introduces the purpose and significance of the topic, the current research situation at home and abroad, and the research ideas, methods and innovations. The basic theory of government public service outsourcing mainly introduces the related concepts of public service outsourcing, the scope of application, the analysis of various working modes and characteristics of public service outsourcing. The third part, the analysis of the current situation of government public service outsourcing in China. This paper summarizes the development of public service outsourcing in China, preliminary results and typical experience. Part 4th, classifies and summarizes the problems of public service outsourcing in specific operation. The main reasons for the problems are analyzed in this paper. Part 5th, the countermeasures and suggestions to perfect the outsourcing of public service of our government, mainly from the transformation of the concept of strengthening the outsourcing of public services, the construction of the system, Legal perfection and management innovation are summarized and concluded. The innovation of this paper is that the public institutions in our country have specific commonality with social organizations in their organizational attributes, that is, non-enterprise and non-profit, and their social functions are also common, which makes the research on government public service outsourcing. For the current reform of institutions in China has a certain reference and part-time reference.
