林州市旅游產(chǎn)業(yè)發(fā)展的政府行為研究

【摘要】:旅游產(chǎn)業(yè)素有“無(wú)煙工業(yè)”的美譽(yù),是構(gòu)筑第三產(chǎn)業(yè)的重要支柱,同時(shí)又是促進(jìn)經(jīng)濟(jì)增長(zhǎng)方式轉(zhuǎn)變的先導(dǎo)型產(chǎn)業(yè),如何促進(jìn)旅游產(chǎn)業(yè)的發(fā)展正越來(lái)越受到世界各國(guó)和各級(jí)政府的高度重視。 政府行為就是國(guó)家行政機(jī)關(guān)及其工作人員依法履行行政職能所進(jìn)行的各項(xiàng)行政活動(dòng)的總稱。目前我國(guó)正處于社會(huì)主義初級(jí)階段,市場(chǎng)機(jī)制、法律法規(guī)還不夠完善,旅游產(chǎn)業(yè)發(fā)展所依賴的基礎(chǔ)條件、綜合環(huán)境、配套設(shè)施等還不夠堅(jiān)實(shí),這就決定了我國(guó)目前發(fā)展旅游產(chǎn)業(yè)要以政府為主導(dǎo)。 政府主導(dǎo)型旅游發(fā)展戰(zhàn)略,是當(dāng)前市場(chǎng)化過(guò)程中國(guó)家較為適用的發(fā)展戰(zhàn)略,指在以市場(chǎng)為基礎(chǔ)配置資源的前提下,充分、合理地發(fā)揮政府宏觀調(diào)控職能,通過(guò)制定產(chǎn)業(yè)政策、法規(guī)標(biāo)準(zhǔn)等措施,積極引導(dǎo)和規(guī)范各旅游主體的經(jīng)營(yíng)行為,以實(shí)現(xiàn)旅游產(chǎn)業(yè)健康快速可持續(xù)發(fā)展。改革開(kāi)放以來(lái),我國(guó)旅游產(chǎn)業(yè)一直堅(jiān)持政府主導(dǎo)型發(fā)展戰(zhàn)略,這對(duì)我國(guó)旅游產(chǎn)業(yè)的高速發(fā)展起到了關(guān)鍵作用。同時(shí)我們也應(yīng)該看到,政府主導(dǎo)旅游產(chǎn)業(yè)發(fā)展,要明確自身定位,堅(jiān)持有所為,有所不為。 本文嘗試運(yùn)用公共管理學(xué)和行政學(xué)等有關(guān)知識(shí),采取實(shí)證研究的方法,深刻剖析河南省林州市旅游產(chǎn)業(yè)發(fā)展過(guò)程中政府行為的成功經(jīng)驗(yàn)和不足之處,提出林州市政府主導(dǎo)旅游產(chǎn)業(yè)發(fā)展,要從把握“公共規(guī)則”、“公共管理”、“公共資源”三個(gè)關(guān)鍵維度入手,著力破解“頂層設(shè)計(jì)”、“經(jīng)濟(jì)外部性”、“市場(chǎng)配置資源失靈”等三大難題,以促進(jìn)旅游產(chǎn)業(yè)良性發(fā)展。
[Abstract]:The tourism industry has the reputation of "smokeless industry", which is an important pillar of the construction of the tertiary industry and a leading industry to promote the transformation of the mode of economic growth. How to promote the development of tourism industry has been paid more and more attention by governments all over the world. Government behavior is the general name of the various administrative activities carried out by the state administrative organs and their staff to perform their administrative functions according to law. At present, our country is in the primary stage of socialism, and the market mechanism, laws and regulations are not perfect enough. The basic conditions, comprehensive environment and supporting facilities for the development of tourism industry are not firm enough, which determines that the development of tourism industry in our country should be dominated by the government at present. The government-led tourism development strategy is a more suitable development strategy for the country in the current market-oriented process. It means that, under the premise of allocating resources on the basis of the market, the government can give full and reasonable play to the macro-control function of the government and make industrial policies. In order to realize the healthy, rapid and sustainable development of the tourism industry, China's tourism industry has always adhered to the government-led development strategy since the reform and opening up. This has played a key role in the rapid development of tourism industry in our country. At the same time, we should also see that the government should lead the development of tourism industry, we should make clear its own position, insist on doing something and do something wrong. This paper attempts to use the relevant knowledge of public management and administration and adopts the method of empirical research to deeply analyze the successful experience and shortcomings of government behavior in the development of tourism industry in Linzhou City, Henan Province. The paper points out that the government of Linzhou should grasp the three key dimensions of "public rules", "public management" and "public resources", and try to solve the three major problems of "top-level design", "economic externality" and "failure of market allocation of resources" in the process of leading tourism industry development by the government of Linzhou. In order to promote the healthy development of the tourism industry.
