【摘要】：近年來,全球各地將海洋經(jīng)濟(jì)作為新的戰(zhàn)略重點(diǎn),而海洋經(jīng)濟(jì)已經(jīng)成為我國國民經(jīng)濟(jì)的重要組成部分。然而,伴生而來的是海上事故的頻發(fā),海洋的特殊性質(zhì)及海上氣候與其他客觀因素都大大增加了海上搜救過程中的不可預(yù)知性。 2012年,我國海上搜救成功率處于較高水平,有效的保證了各類遇險(xiǎn)人員的生命安全,保護(hù)了海洋環(huán)境的整潔。然而,我國在海上突發(fā)事件的應(yīng)對(duì)能力仍與廣大人民的期望有一定差距,海上應(yīng)急預(yù)警及搜救能力還有待進(jìn)一步提高。福建省擁有狹長的海岸線,與臺(tái)灣隔海相望,所在轄區(qū)海域?yàn)槟媳焙竭\(yùn)要道。海上經(jīng)濟(jì)活動(dòng)的頻繁,海上事故的增多,對(duì)福建省海上搜救能力提出了很大的挑戰(zhàn)。 本文通過對(duì)海上搜救相關(guān)概念以及理論的介紹,從公共管理和應(yīng)急管理的視角下來看福建省海上搜救工作,介紹了福建省海上搜救的現(xiàn)狀,包括其海上搜救組織體系、主要職責(zé)和海上搜救運(yùn)行機(jī)制,提出了福建省海上搜救工作存在的問題。通過對(duì)國外發(fā)達(dá)國家海上搜救成功經(jīng)驗(yàn)的借鑒,提出了幾點(diǎn)提高福建省海上應(yīng)急水平的對(duì)策。包括深化海上搜救組織體系建設(shè)、加強(qiáng)應(yīng)急力量建設(shè)、完善海上搜救立法以及建立海上搜救補(bǔ)償基金等思路,對(duì)海上搜救具有一定的實(shí)際意義。
[Abstract]:In recent years, the marine economy has been regarded as a new strategic focus all over the world, and the marine economy has become an important part of our national economy. The special nature of the ocean, the climate and other objective factors greatly increase the unpredictable process of maritime search and rescue. In 2012, the success rate of maritime search and rescue in China was at a high level, which effectively guaranteed the life safety of all kinds of people in distress and protected the cleanliness of the marine environment. There is still a certain gap between China's ability to respond to maritime emergencies and the expectations of the broad masses of people, and the capability of maritime emergency warning and search and rescue needs to be further improved. Fujian Province has a long and narrow coastline across the sea from Taiwan. The sea area under its jurisdiction is the main route of north-south navigation. The frequent economic activities and the increase of maritime accidents have posed a great challenge to the maritime search and rescue ability of Fujian Province. Through the introduction of the concepts and theories of maritime search and rescue, from the perspective of public administration and emergency management, this paper introduces the present situation of maritime search and rescue in Fujian Province, including its maritime search and rescue organization system. The main responsibilities and the operational mechanism of maritime search and rescue are put forward. The problems existing in the maritime search and rescue work in Fujian Province are put forward. The successful experiences of overseas developed countries in maritime search and rescue are used for reference. This paper puts forward some countermeasures to improve the level of maritime emergency in Fujian Province, including deepening the construction of maritime search and rescue organization system, strengthening the construction of emergency forces, perfecting maritime search and rescue legislation, and establishing the maritime search and rescue compensation fund. It has certain practical significance for maritime search and rescue.
