治理視閾下中國非政府組織與政府間合作關系研究

【摘要】:在非政府組織出現(xiàn)之前,公共權力的主要載體是政府,政府在公共事務治理方面也一度被看成是唯一的領頭羊。但是它暴露出因為過度官僚化而導致的低效、腐敗以及無法實現(xiàn)公民訴求等種種缺陷,也證明了政府并不是無所不能的,這使得公眾對單一化的政府治理模式越來越不滿,并期望尋求一種新的而且具有更高效率的治理模式。20世紀90年代,政府與非政府組織共同參與公共事務管理的新治理結構開始出現(xiàn),并且逐漸成為治理變革運動中不可抗拒的潮流和趨勢。這表明了政府雖然在公共事務管理上依舊承擔著主要的工作,但已經(jīng)不再是實施社會管理功能的唯一主體。 改革開放至今,非政府組織在中國的發(fā)展方興未艾。它們在環(huán)保、醫(yī)療、教育等方面代替政府擔負了許多其無法承擔和轉移出去的社會公共事務,并且在這方面的作用與日俱增。隨著非政府組織力量的日益壯大和其發(fā)展前景越來越好,作為影響非政府組織發(fā)展的一個重要因素,即非政府組織與政府之間的關系問題受到了無論是理論界的學者還是社會實踐工作者的廣泛關注。然而,非政府組織在我國的起步要晚于國外,,其與政府關系的構建還處于摸索階段,二者之間的關系還存在著諸多需要解決的問題。 研究非政府組織與政府關系的一個重要理論即治理理論。它作為新公共管理的一種范式,強調治理主體的多元化,政府和非政府組織等眾多公共行動主體彼此合作,在相互依存的環(huán)境中分享公共權力,共同管理公共事務。 本文主要由四部分組成。第一部分簡述了非政府組織與政府合作關系研究的背景、意義、國內(nèi)外研究現(xiàn)狀以及研究目標和研究方法;第二部分概述了治理理論和治理主體機構,以及治理視閾下非政府組織與政府之間的合作關系;第三部分用治理理論分析了中國非政府組織與政府合作中存在的問題及問題產(chǎn)生的原因;第四部分提出了實現(xiàn)中國非政府組織與政府合作關系的路徑選擇。
[Abstract]:Before the emergence of NGOs, the main carrier of public power was the government, which was once regarded as the only leader in the governance of public affairs, but it exposed the inefficiency caused by excessive bureaucracy. Corruption and the failure to realize the citizens' demands also prove that the government is not omnipotent, which makes the public more and more dissatisfied with the single government governance model. And hope to seek a new and more efficient governance model. In 90s, the government and non-governmental organizations to participate in public affairs management of the new governance structure began to appear. And gradually become an irresistible trend in the governance change movement, which shows that the government still bears the main work in the management of public affairs. But it is no longer the only main body that implements the social management function. Since the reform and opening up to date, the development of non-governmental organizations in China is in the ascendant. They in environmental protection, medical care, education and other aspects of the government to shoulder a lot of social and public affairs they can not undertake and transfer out. And the role in this area is growing. With the growing strength of non-governmental organizations and their development prospects are getting better and better, as an important factor affecting the development of non-governmental organizations. That is, the relationship between non-governmental organizations and the government has been widely concerned by both theoretical scholars and social practitioners. However, non-governmental organizations in China started later than abroad. The construction of the relationship between the government and the government is still in the stage of exploration, and there are still many problems to be solved in the relationship between the two. As a paradigm of new public management, governance theory, an important theory of the relationship between non-governmental organizations and government, emphasizes the diversification of governance subjects. Many public actors, such as government and non-governmental organizations, cooperate with each other to share public power and manage public affairs in an interdependent environment. This paper consists of four parts. The first part briefly describes the background, significance, research status, research objectives and research methods of the cooperative relationship between non-governmental organizations and governments. The second part summarizes the theory of governance and the main institutions of governance, as well as the relationship between non-governmental organizations and the government under the vision of governance. The third part uses the governance theory to analyze the problems existing in the cooperation between the Chinese non-governmental organizations and the government and the causes of the problems. Part 4th puts forward the choice of the way to realize the cooperative relationship between Chinese NGOs and the government.
