【摘要】：隨著港口事業(yè)的飛速發(fā)展,進(jìn)出中國(guó)港口的船舶日益增多,海上監(jiān)管的任務(wù)也越來越重,為了做好海上監(jiān)管工作,海事、海監(jiān)、漁政、海警、海關(guān)等涉海管理部門海上巡航也日益頻繁,為了完成各自的海上巡航任務(wù),各巡航單位根據(jù)自己工作需要,不斷增加各自的巡航船舶,巡航船艇的大量增加,海上巡航費(fèi)用大大增加。由于各自按照自己的職責(zé)進(jìn)行巡航,各種類型巡航船舶在同一海域巡航的現(xiàn)象很常見,這樣就造成了巡航成本的大幅提高,也大大降低了海上巡航執(zhí)法的效率。 本文根據(jù)現(xiàn)在實(shí)際工作中,分析山東海域海事、海監(jiān)、漁政、海關(guān)、海警的巡航現(xiàn)狀、巡航職責(zé)、巡邏船體的配備和巡航效率等進(jìn)行總結(jié)分析,分析我國(guó)現(xiàn)現(xiàn)狀海上巡航的優(yōu)越性和缺點(diǎn)。并借鑒世界先進(jìn)國(guó)家的海上巡航的通常做法,以美國(guó)海岸警衛(wèi)隊(duì)為例,探討其綜合執(zhí)法的現(xiàn)狀和效率,對(duì)我國(guó)與外國(guó)在巡航方面的優(yōu)越性和缺點(diǎn)進(jìn)行對(duì)比,針對(duì)山東海域海上巡航的現(xiàn)狀,提出改革的合理化建議。 在理論方面,本文主要根據(jù)公共管理相關(guān)理論,公共管理中的公共資源綜合利用原理,充分利用現(xiàn)有巡航資源,提高海上巡航效率,發(fā)揮最大社會(huì)效能。 本文主要采用山東海域巡航的實(shí)際做法、國(guó)內(nèi)外對(duì)比分析、理論分析相結(jié)合的方法,分析了山東海域各巡航單位在實(shí)際工作過程中的工作狀況和存在的問題,基于山東海域巡航的實(shí)際情況,分析山東海域巡航資源綜合利用的各巡航單位應(yīng)起的作用和角色,提出了相應(yīng)的公共政策建議。
[Abstract]:With the rapid development of port, the number of ships in and out of Chinese ports is increasing, and the task of maritime supervision is becoming more and more serious. In order to do a good job of maritime supervision, maritime, marine surveillance, fisheries administration, marine police. Customs and other maritime management departments are also increasingly frequent maritime cruising, in order to complete their own maritime cruise tasks, each cruising unit according to their own work needs, constantly increase their cruising vessels, cruising boats a large number of increase. The cost of sea cruising is greatly increased. As each cruising vessel cruises in the same sea area according to their own duties, it is very common for various types of cruising vessels to cruise in the same sea area, which results in a substantial increase in the cruise cost. It also greatly reduces the efficiency of maritime cruising law enforcement. According to the current actual work, this paper analyzes the maritime, maritime surveillance, fisheries administration, customs, marine police cruising status, cruise duties, patrol hull equipment and cruise efficiency. This paper analyzes the advantages and disadvantages of China's current maritime cruise, and discusses the present situation and efficiency of its comprehensive law enforcement by referring to the common practices of the advanced countries in the world and taking the United States Coast Guard as an example. This paper compares the advantages and disadvantages of cruise between China and foreign countries, and puts forward some reasonable suggestions for the reform in view of the present situation of sea cruising in Shandong. In theory, according to the theory of public management and the principle of comprehensive utilization of public resources in public management, this paper makes full use of the existing cruise resources, improves the efficiency of maritime cruising, and exerts the greatest social efficiency. This paper mainly uses the actual practice of Shandong sea area cruise, domestic and foreign comparative analysis, theoretical analysis of the combination of methods, analyzed the Shandong sea area cruising units in the actual work process of the work situation and existing problems. Based on the actual situation of cruise in Shandong sea area, this paper analyzes the role and role of cruising units in the comprehensive utilization of cruise resources in Shandong sea area, and puts forward corresponding public policy suggestions.
