基于政府與公民社會(huì)多元協(xié)同的城市社區(qū)治理機(jī)制研究

【摘要】:20世紀(jì)90年代以來(lái),我國(guó)城市社會(huì)發(fā)生了前所未有的變化。隨著單位體制解體,城市基層社會(huì)管理體制逐漸從單位制向社區(qū)制轉(zhuǎn)變,城市社區(qū)傳統(tǒng)管理體制面臨著巨大挑戰(zhàn)。改革傳統(tǒng)社區(qū)管理模式,建立新型社區(qū)治理體制是一項(xiàng)十分迫切的任務(wù)。本研究在充分梳理大量研究成果和廣泛考察城市社區(qū)治理實(shí)踐的基礎(chǔ)之上,認(rèn)為政府與公民社會(huì)多元協(xié)同的社區(qū)治理機(jī)制應(yīng)是當(dāng)前我國(guó)社區(qū)治理最為合適的機(jī)制。政府與公民社會(huì)協(xié)同治理具有公民社會(huì)理論、社會(huì)資本理論、新公共管理理論等廣泛的理論基礎(chǔ)。完善社區(qū)協(xié)同治理機(jī)制不僅可以整合多方資源,可以推動(dòng)政府在城市基層社區(qū)管理中角色的轉(zhuǎn)變,提高社區(qū)治理效率,同時(shí)還可以盤(pán)活社會(huì)組織,充分激發(fā)社區(qū)自治的活力,促進(jìn)社區(qū)自我管理、自我服務(wù),大大提升社區(qū)公共服務(wù)水平,F(xiàn)階段我國(guó)社區(qū)治理存在著諸多問(wèn)題。如社區(qū)觀(guān)念認(rèn)識(shí)滯后,對(duì)社區(qū)建設(shè)的本質(zhì)的認(rèn)識(shí)存在諸多誤解。無(wú)論在學(xué)術(shù)界,還是在實(shí)際工作中,都存在著將社區(qū)治理等同于社區(qū)內(nèi)部事務(wù)治理的傾向;社區(qū)建設(shè)目標(biāo)錯(cuò)位,基層政府長(zhǎng)時(shí)間地把社區(qū)治理單純地看成一種社會(huì)經(jīng)濟(jì)現(xiàn)象,嚴(yán)重忽視社區(qū)建設(shè)、社區(qū)治理的社會(huì)人文特質(zhì),對(duì)社區(qū)精神文明建設(shè)和人的全面發(fā)展沒(méi)有予以足夠的重視;社區(qū)治理主體相對(duì)單一,政府壟斷了社區(qū)內(nèi)物質(zhì)、組織和權(quán)力等多項(xiàng)資源,大包大攬社區(qū)各項(xiàng)事務(wù),將市場(chǎng)力量和社會(huì)力量壓制于社區(qū)之外;社區(qū)中介機(jī)構(gòu)不夠發(fā)達(dá),政府與居民之間缺乏適當(dāng)?shù)臏贤ㄇ?容易產(chǎn)生直接的矛盾。推動(dòng)政府與公民社會(huì)協(xié)同治理模式的發(fā)展已成為我國(guó)社區(qū)建設(shè)的迫切任務(wù)。在我國(guó)社區(qū)建設(shè)實(shí)踐中形成了行政主導(dǎo)型治理、合作型治理和自治型治理三種典型社區(qū)治理模式,分別以上海模式、江漢模式、沈陽(yáng)模式為代表,具有重要的示范作用。我們需要充分分析和借鑒我國(guó)這些社區(qū)建設(shè)實(shí)踐中形成的有益經(jīng)驗(yàn),并在此基礎(chǔ)之上建立健全政府與公民社會(huì)制度化溝通渠道和社區(qū)建設(shè)參與平臺(tái),建立落實(shí)賦權(quán)制度,改革城市基層社會(huì)管理體制,健全社區(qū)自治支持培育制度,以構(gòu)建社區(qū)協(xié)同治理的制度框架。
[Abstract]:Since 1990s, unprecedented changes have taken place in our country's urban society. With the disintegration of the unit system, the urban grass-roots social management system has gradually changed from the unit system to the community system. The traditional management system of urban community is facing great challenges. The establishment of a new community governance system is a very urgent task. This study is based on the full combing of a large number of research results and extensive investigation of urban community governance practice. The author thinks that the multi-coordinated community governance mechanism between government and civil society should be the most appropriate mechanism of community governance in our country at present. The cooperative governance between government and civil society has the theory of civil society and the theory of social capital. Improve community cooperative governance mechanism can not only integrate resources, can promote the role of the government in urban grass-roots community management, and improve the efficiency of community governance. At the same time, it can also activate social organizations, fully stimulate the vitality of community autonomy, promote community self-management, self-service. Greatly improve the level of community public service. At present, there are many problems in community governance in China. For example, the concept of community awareness lags behind, there are many misunderstandings about the nature of community construction. No matter in the academic community. Or in the actual work, there is a tendency to equate community governance with community internal affairs governance; The goal of community construction is misplaced, and the grass-roots government regards community governance as a social and economic phenomenon for a long time, ignoring the social and humanistic characteristics of community construction and community governance. Not enough attention has been paid to the construction of community spiritual civilization and the overall development of human beings; The main body of community governance is relatively single. The government monopolizes the resources of the community, such as material, organization and power. Community intermediary organizations are not well developed, and there is a lack of appropriate communication channels between the government and residents. It is easy to produce direct contradiction. It has become an urgent task of community construction in our country to promote the development of cooperative governance model between government and civil society. In the practice of community construction in our country, administrative governance has been formed. Cooperative governance and autonomous governance of the three typical community governance model, respectively with Shanghai model, Jianghan model, Shenyang model as the representative. It plays an important role in demonstration. We need to fully analyze and learn from the beneficial experience formed in the practice of building these communities in our country. And on this basis to establish and improve the institutionalization of government and civil society communication channels and community construction participation platform, establish the implementation of empowerment system, reform the urban grass-roots social management system, improve community autonomy support and cultivation system. In order to construct the institutional framework of community cooperative governance.
